W artykule została przedstawiona metoda, w której zastosowano modelowanie procesów transportowych do wybranych aspektów organizacji kolejowych przewozów ładunków. Stosując modelowanie uwzględniono warunki charakterystyczne dla gospodarki rynkowej. Wyspecyfikowano, przesłanki jakie muszą być spełnione, aby popyt na przewozy ładunków, generowany przez nabywców usług transportowych, był zrealizowany przez przewoźników kolejowych, którzy oferują swoje usługi na rynku usług transportowych.

The article presents the method, which uses modelling of transport processes to selected aspects of the organization of rail freight. Using of modelling takes into account the conditions specific to the market economy. Specified, the conditions which must be satisfied that the demand for cargo generated by the buyers of transport services, was carried out by the railway operators who offer their services on the transport market.

Racjonalne decyzje ekonomiczne powinny uwzględniać postulat optymalności. Optymalizacja natomiast podejmowanych decyzji oznacza najlepszy sposób wykorzystania dostępnych zasobów2. Istota optymalizacji i sposoby rozwiązywania problemów optymalizacyjnych nie są szczegółowo opisane w literaturze ogólnoekonomicznej. Rozwiązań takich szukać należy raczej w opracowaniach dotyczących konkretnych dziedzin, co jest uzasadnione tym, że problemy ekonomiczno-optymalizacyjne w dużym stopniu odzwierciedlają specyfikę danego sektora gospodarki i nie jest łatwo znaleźć uniwersalne zasady optymalnego gospodarowania zasobami.[...]

The paper presents the problem of optimisation of decision – making proces and especially focuses on the logistics of transport. The optimization requires analyzing alternative ways of using resources and ways of realizing the determined goals. In order to properly estimate the rationality of undertaken decisions and to choose the best solution an analysis is required that concerns the relations between different factors and effects of these decisions. As an example of this problem specific form of transport – that means oversized transport has been used.

Author of the article described the current situation on the polish railway market and pointed out the similarities and main tendencies in other European Union countries. He showed the impact mede by the private raiwal operators on the railway markets in Europe with declining role of national/state railway operators in time of strong quality competition. Than he pointed out the reasons for market liberalization process in Poland, achievements of hithero proceeding and conditions for further market development. Mr. Niemiec identified the main inland and external opportunities and treats that are crucial for the polish freight railway market development. Furthermore Mr. Niemiec describes the intermodal transport technology as a challenge that is unfortunately not popular enough in Poland, but could be a reason for further growth of Polish railway transportation market. As a summery the author described the perspective of possible market changes after January 1 2007.
