W artykule zaprezentowano problematykę dotyczącą przewozu materiałów niebezpiecznych w przewozach intermodalnych. Skupiono uwagę na jednostki intermodalne używane są do przewozów masowych towarów płynnych różnymi rodzajami transportu uważane w większości za materiały niebezpieczne. Następnie omówiono stan terminali intermodalnych w Polsce, a następnie odniesiono się do stanu prawnego i przepisów obowiązujących. Wskazano aktualne trendy i perspektywy w rozwoju przewozu materiałów niebezpiecznych w przewozach intermodalnych.

The article presents issues related to the transport of hazardous materials in intermodal transport. Attention has been paid to intermodal units used for mass transport of liquid goods with various modes of transport, which are mostly considered as hazardous materials. Next, the state of intermodal terminals in Poland was discussed, and then the legal status and applicable regulations were referred to. Current trends and perspectives in the development of the transport of hazardous materials in intermodal transport were indicated.

W artykule przedstawiono aspekty organizacyjne i funkcjonalne lądowych terminali transportu intermodalnego w Polsce. Pokazano realne modele przew'ozu intermodalnego z udziałem terminali kontenerowych oraz przedstawiono charakterystyki krajowych terminali kontenerowych. W sposób szczegółowy przedstawiono i omówiono poszczególne funkcje i operacje wykonywane na terminalach kontenerowych. Tam gdzie było to możliwe, sprowadzono je do poszczególnych czynności.

In the paper organisational and functional aspects of hinter- land intermodal transport termináis are presented. Real mo- dels of intermodal transport based on container termináis as well as characteristics of existing container termináis in Poland have been presented. Individual functions and operations con- ducted at container termináis have been presented and discus- sed in details. In all cases where this was feasible the operations have been split up into individual activities.

Podstawowym przedmiotem badań prezentowanych w artykule jest analiza rozwoju rynku transportu intermodalnego w Polsce w ostatnich latach, z jednoczesnym uwzględnieniem jego wpływu na rynek portowych obrotów kontenerowych. Celem artykułu jest dokonanie oceny tego rozwoju oraz wskazanie głównych tendencji istniejących w tym zakresie, a także barier technicznych i regulacyjnych ograniczających tempo jego rozwoju. Autor podejmuje również próbę oceny skutków jego rozwoju dla polskich portów morskich, wskazując na działania, jakie należy podjąć, by sektor ten był w większym niż dotychczas stopniu beneficjentem rozwoju rynku transportu intermodalnego w Polsce.

The main subject of the accomplished research presented in the paper is to analyze the intermodal transport market development in Poland in the recent years. Simultaneously, its impact on Polish sea port container market has been taken into consideration, too. The principal objective is to evaluate the development of Polish intermodal market and to indicate the main tendencies existing there as well as infrastructural and regulatory barriers to its development. Author has tried to assess the effects of intermodal transport market development for Polish seaport container terminals’ operators as well, recommending initiatives and measures which are to be taken to increase their benefits from the still growing Polish intermodal transport market.

Przewozy kombinowane (oparte na zunifikowanych technologiach przewozowo- ładunkowych) w Polsce od początku lat 90. nie przekraczają 3,5% ogólnej masy przewiezionych ładunków transportem kolejowym. W tym samym okresie w krajach Unii Europejskiej udział tej formy transportu w przewozach kolejowych ogółem wynosi od 10 do 20% i ma tendencję systematycznego wzrostu. Równocześnie należy wyjaśnić, że przewozy intermodalne w Polsce były i są nadal głównie rezultatem wymagań kontrahentów zagranicznych, przewożących swoje ładunki w zunifikowanych jednostkach ładunkowych. W komunikacji wewnętrznej przewozy kontenerowe odbywają się na niewielką skalę.

When the transport system in Poland has to be developed in accordance with the principles of the sustainable development and the principles of the sustainable moving, it is necessary to implement the complex means to promote the combine transport in Poland. The creation of the complex and coherent packages covering the organization, administrative and finance-economical instruments promoting the development of the combined/ intermodal transport seems to be expedient and justifiable. There is a need to stress here that the promoting of the combined transport brings together the measurable social benefits in the macro scale. The dislocation of a part of international road carriages for the combined/intermodal transport may have an essential influence on the reduction of the negative external results of the road transport to a natural environment and health and life of people. The “net” benefits (i.e. reduction of external transport costs) origin from shifting of 1 mln tones from the road transport into the railway-road inter-modal transport (in the carriages for a distance of 1000 km), i.e. considering the lost values of the budget incomes can be estimated for 69 mln PLN. Until the full internalization of the external (transport) costs is executed, the strategic connections in the transport system shall be financially supported by the state, however this support should be relied on the covering of a difference between the costs and incomes at the beginning phase of new and strategic connections to be implemented basic on the projects represented by transport operators and accepted in terms of the opportunities to grant a donation.
