The article presents the results of the evaluation of application for funding the geothermal projects submitted in the first call for proposals under the priority program “Accessing thermal waters in Poland”. The article also describes the current stage of geothermal projects financed from the fund in previous years and the key assumptions of the government regarding the development of knowledge about geothermal conditions in Poland.

The paper presents results of evaluation of geothermal projects submitted in 2016-2018 within the priority program entitled Geology and mining, part 1 - "Understanding the geological structure of the country and the management of mineral and groundwater resources” implemented from the financial resources of the National Fund for Environmental Protection and Water Management. The paper also describes the present-day stage of geothermal projects financed by the fund and the assumptions of a new priority program that is currently being implemented in order to develop geothermal heating in Poland.

Artykuł zawiera przegląd wykorzystania energii geotermalnej, a także badań oraz projektów inwestycyjnych w tym zakresie w Polsce w latach 2016–2018. Temat przedstawiono na tle sytuacji w Europie i na świecie. Podano obecny udział geotermii w miksie OZE, wskazano też na priorytetowe dziedziny jej zastosowań w najbliższych latach. Zasygnalizowano uregulowania prawne rozwoju geotermii, w tym sprzyjające zapisy oraz istniejące braki i niektóre bariery. Wskazano na rolę wprowadzonego w 2016 r. rządowego programu finansowego wsparcia energetycznego wykorzystania geotermii, którego efektem jest już przyznanie środków na wiercenia kilku otworów badawczych i inne projekty. Wymieniono strategiczne inicjatywy i dokumenty krajowe, które także powinny przyczynić do pobudzenia rozwoju geotermii.

The article contains an overview of geothermal energy uses as well as research and investment projects in Poland in 2016–2018. The topic is presented against the background of the situation in Europe and the world. The current share of geothermal energy in the renewable energy mix is given, along with the priority areas of its application in the coming years. The regulatory aspects of the development of this area, including favorable provisions and existing deficiencies and some barriers, are also mentioned. The role of the governmental program of financial support for geothermal energetic applications introduced in 2016 is indicated. This has already resulted in the granting the funds for drilling several exploration wells and for other investment projects. Other national initiatives and documents which shall also contribute to enhance the geothermal development are also given.

Powodzenie projektów geotermalnych opiera się w dużej mierze na potencjale ekonomicznym zasobów geotermalnych. Wstępne badania rozpoznawcze dostarczają istotnych informacji odnośnie potencjału geotermalnego jeszcze przed wykonaniem wiercenia, jednakże ryzyko geologiczne nadal istnieje i stanowi barierę finansową hamującą rozwój geotermii. Może ono dotyczyć braku występowania odpowiednich zasobów (ryzyko krótkoterminowe) lub też wyczerpywania zasobów podczas ich eksploatacji (ryzyko długoterminowe). Ryzyko geologiczne jest częstym problemem w całej Europie, jednakże dotychczas tylko niektóre kraje posiadają jego ubezpieczenia (tj. Francja, Niemcy, Holandia). W niniejszej pracy zaprezentowano przykłady dobrych praktyk z tych krajów.

The success of geothermal project is based on the economic potential of geothermal resources. Preliminary exploratory studies provide important regarding geothermal potential before the drilling is performed, but the geological risk still exists and this is the financial barrier inhibiting the development of geothermal energy. The risk may relate to the absences of adequate resources (short-term risk) or their depletion during operation (long-term risk). Geologival risk is a common problem throughout Europe, but do far only some countries have insurance (i.e. France, Germany, Netherlands). This paper aims to present the good practices of these countries.

Wykorzystanie energii geotermalnej jest hamowane istnieniem barier legislacyjnych, technologicznych i ekonomicznych. Najistotniejszą z nich jest bariera ekonomiczna, która jest szczególnie odczuwalna na etapie wiercenia pierwszego otworu. Etap ten związany jest z ryzykiem geologicznym nieuzyskania zakładanych parametrów złożowych i utratą zwykle bardzo dużych środków finansowych, ponoszonych przez inwestora na prace wiertnicze. Aby zmniejszyć to ryzyko, na świecie stosuje się różne metody wsparcia finansowego: dotacje, pożyczki, ubezpieczenia. W artykule przedstawiono kryteria oceny projektów (przedsięwzięć) geotermalnych, na podstawie których można byłoby różnicować wysokość przydzielanej pomocy publicznej.

Geothermal energy use development is hampered by legal, technological and economic barriers. Economic barrier is the most significant among them and is especially felt during the drilling stage of the first borehole. This stage is associated with the risk of failure to achieve the assumed geological and reservoir parameters as well as the lost of usually very high costs incurred by the investor for drilling operations. To reduce this risk various methods of financial support have been used in the world, from grants through the loans to the insurance. The paper presents a proposal of an evaluation of geothermal projects in order to diversify them during the process of public support in the form of grants.
