Comparing the risk management standpoint between the project participants for the urban road transport projects in Hanoi

The transport system is considered the “backbone” of the urban development. Along with the rapid economic development, the urban road transport system is being paid attention and invested by Hanoi city. By the year 2050, The Hanoi municipal government is expected to complete and hand over for use about 317 urban road transport projects. Due to the high demands of social and economic efficiency, the urban road transport projects in Hanoi face many risks. In which, there are 13 high dangerous risks for the urban road transport project in Hanoi. These risks have the high probability and severity impacted on the outcome of the projects. The project participant’s risk management standpoint will determine the solutions to respond the respective risks, thereby affecting the results of the project. In this paper, the authors compare the risk management standpoint of three main project participants, including owner/project management board, consultant and main contractor/subcontractor. The difference of the risk management standpoint is shown clearly by the project participants’ assessments of 13 high dangerous risks.

Artykuł pokazuje przedsięwzięcia budowlane, których realizację stymulują przyjęte rozwiązania technologiczne. Przedsięwzięcia te są osadzone w uwarunkowaniach formalno-prawnych, specyficznych dla budownictwa, a także uwikłane w związki z wieloma interesariuszami, oddziałującymi na ich przebieg. Problemy, pojawiające się w toku realizacji przedsięwzięć budowlanych, rodzą często spory pomiędzy ich uczestnikami, które znajdują epilog na salach sądowych. Takie przykłady wykorzystano jako ilustrację zagrożeń realizacji zadań budowlanych.

The article presents construction projects whose execution depends on adopted technological solutions. These projects are set in the formal and legal conditions specific for the construction industry. They are also involved in relationships with a number of stakeholders having an impact on their progress. The problems that occur in the construction projects cause very often arguments between their participants, what usually may end in court. Such case studies were used as an example of the risk of construction pojects.

W artykule przedstawiono metodę oceny poziomu współpracy partnerskiej w przedsięwzięciach budowlanych, zarządzającego przedsięwzięciem z wykonawcami lub podwykonawcami, projektantem, dostawcami i inwestorem. Ocenie poddawano łącznie 18 parametrów relacji partnerskich przypisanych poszczególnym uczestnikom przedsięwzięcia, z którymi zarządzający podejmuje współpracę. Wszystkim tym parametrom przypisano wagi. W tym celu wykorzystano część algorytmu metody AHP w formie rozmytej. Podobnie określone zostały wagi współpracy z poszczególnymi uczestnikami przedsięwzięcia w odniesieniu do współpracy partnerskiej jako całości. W wyniku analizy eksperckiej ocenianym parametrom relacji partnerskich przypisano wskaźniki mierzalne. W artykule zaprezentowano przykład oceny współpracy partnerskiej z wykonawcami w przedsięwzięciu budowlanym.

The article presents a method for assessing the level of partnering cooperation in construction projects, between the project manager and contractors or subcontractors, designer, suppliers and investors. 18 partnering relation parameters are assessed. These parameters are assigned to individual project participants, with whom the manager cooperates. For specific partnering relation parameters, weights have been determined. For this purpose a part of the fuzzy AHP algorithm has been used. Similarly weights of cooperation with the individual project participants in relation to the partnering cooperation as a whole have been determined. As a result of the expert analysis measurable indicators have been selected for the parameters. The article presents an example showing the process of assessing the partnering cooperation with contractors in the construction project.
