Wojewódzki Ośrodek Ruchu Drogowego - Regionalne Centrum BRD w Olsztynie wspólnie z innymi instytucjami z Europy Środkowej realizują europejski projekt SOL - "SaveOurLives", finansowany z Programu Operacyjnego - Europa Środkowa w ramach Europejskiej Współpracy Terytorialnej. Jego celem jest promowanie w krajach Europy Środkowej zrównoważonego podejścia do rozwoju transportu i mobilności oraz wzrost świadomości związanej z problemami niebezpieczeństwa w ruchu drogowym, co zdecydowanie przyczyni się do wzrostu jakości życia społeczeństw krajów partnerskich projektu.

Regional Traffic Centre - Road Safety Centre in Olsztyn together with other institutions located in the Central Europe has been developing European Project SOL - "Save our lives" financed from the European Operational Project- Central Europe in the frame of the European Regional Development Fund. Its aim is to promote sustainable mobility development as well as inerease of road safety awareness in the central European countries which will influence life quality of the societies in the project partner countries.

Przedstawione w niniejszym artykule europejskie programy geoinformacyjne INSPIRE i GMES są programami komplementarnymi. Pierwszy z nich ma zagwarantować utworzenie europejskiej infrastruktury dla danych przestrzennych, natomiast drugi nastawiony jest na permanentne monitorowanie naszego kontynentu głównie w celu badania zmian zachodzących w środowisku, jak również na dostarczanie bieżących informacji dla różnych polityk Wspólnoty oraz na potrzeby poszczególnych państw członkowskich. Jest to także szansa dla Polski aby włączyć się aktywnie we wdrażanie tych programów, a tym samym skoordynować działania na szczeblu krajowym w zakresie informacji geoprzestrzennej.

The policy of the European Union must be based on the consistent and up-to date spatial information, necessary both for creation of its policy and for implementation and monitoring of the performance of the European Union directives. Two programmes of the European Union meet these expectations: INSPIRE and GMES. This paper presents both programmes. The works related to the INSPIRE programme, referring to the European Infrastructure for Spatial Information started at the end of 1990s. As a result of the activities of the Experts Group of the programme INSPIRE established in 2001 and several Working Groups, preliminary premises for the INSPIRE programme were made. As a result of the works performed the European Commission elaborated a project of the Directive INSPIRE, which, on 23rd July 2004 was submitted to the Parliament and Council of the European Union for the legislation process. As a result of the work done in both these bodies, the document was issued. The title of the document was: Common Statement of the Council. The document was voted on 13 June 2006, at the plenary session of the European Parliament. The programme GMES (Global Monitoring of Environment and Security) carried out by the European Commission and the European Space Agency refers to permanent monitoring of our continent, mainly land use and land cover and to monitoring of large agglomerations. The main source of information in this programme will be medium and high resolution satellite images.

Przedstawiono działania i plany europejskiego szkolnictwa wyższego w dziedzinie nauczania inżynierskiego w epoce społeczeństwa informacyjnego. Po omówieniu organizacji zajmujących się tym zagadnieniem, wprowadzono czytelnika w problematykę kształcenia ustawicznego i całożyciowego, która implikuje konieczność reform również w tradycyjnym kształceniu uniwersyteckim. Europa realizuje swoje zamierzenia poprzez liczne programy edukacyjne, które kolejno pokrótce omówiono. Na koniec przeprowadzono ocenę i stan Polski wobec europejskich zamierzeń kształcenia inżynierów.

Trends and activities for European engineering education in information society are presented. After the presentation of organisations active in this area, the problems of continuing education and lifelong learning are introduced, because they imply the necessity of changes in formal university education as well. Different European programmes are briefly discussed, through which Europe realises the educational reforms. To conclude, the situation in Poland in this respect is presented and its activities towards joining the European trends in engineering education.
