A necessary elements of effective power system planning is the knowledge of forecast of scale and geographic location power demand, under different possible scenarios. Arrangements for new or expanded facilities normally require several years, meaning that investments must be plan several years - five or more - ahead. Spatial load forecasting gives utilities possibility to prepare to earlier for the future load growth. Provident utilities will be able to buy sites, which will be in center of load, for building substations and connecting roads of way to these substations. This paper outlines small-area spatial electric load forecasting method to take urban re-development considerations.
