The concept of six sigma is one of the most interesting pragmatic methodologies, leading to the improvement of profitability in all companies used its appriopriately. It bases on quality performance, considering 3-4 defects per milion opportunities (DPMO). This approach is as MAIC system determined (Measure, Analyse, Improve, Control), very similar to the Deming circle.The establishment of Six Sigma-Teams starts the activity in enterprises.The sequence in education levels permits an application of sport grades, coming out from asiatic forms of defence or active fights like green belt or black belt. A correctly implemented Six Sigma method allows the improvement of profitability in companies, growth in efficiency, increasing the employee motivation, morale, pride and carreer development. So complex performance requires good leaders and not managers only. But it presents very promising effects if the reliability in its implementation is applied. All of these aspects are in the publication presented.

Zarysowano zakres sporu, który w poglądach na politykę eks-ploatacyjną górnictwa węgla kamiennego wystąpił już w latach 1989 -1990, gdy rozpoczynał się proces dostosowyvania tej gałęzi górnictwa do warunków funkcjonowania w gospodarce rymkowej. Uwagę skupiono na projekcie rządowego programu reformy w la-tach 1998-2002. Podkreślono trafność ogólnych celów reformy oraz walory przyjętych w projekcie, pięciu podstawowych instru-mentów realizacyjnych umożliwiających osiągnięcie tych celów. Krytyce poddano natomiast politykę eksploatacyjną zastosowaną w projekcie rządowego programu i zaproponowano alternatywny wariant tej polityki w czterech zakresach uznanych za podstawowe. Podkreślono wciąż duże i realne szanse naszego górnictwa węgla kamiennego na efektywne funkcjonowanie w warunkach gospo-darki rynkowej.

A range of the controversy has been outlined, which in the views of exploitation policy in hard coal mining appeared already in 1989-1990 at the begining of the adaptation process of this branch of mining to the working conditions in the market economy. Attention has been drawn on the governmental reform programme in 1998-2002. The correctness of the general objectives of the reform are emphasised as well as the values of the five basic instruments adopted in the programme allowing to attain the objectives. But criticism has been exposed to the exploitation policy adopted in the governmental programme and an alternative variant of this policy based on four assumed to be basic spheres has been proposed. High and real chances on effective functioning of our hard coal mining in the market economy conditions are being stressed.

W artykule przedstawiono aktualną sytuację w zakresie obliczania kosztów pozyskania węgla, sposobów stanowienia cen węgla ka-miennego oraz problemów jakości produktów handlowych ze szczególnym uwzględnieniem układu górnictwo-energetyka zawo-dowa. Zwrócono uwagę, że nie powinno się rozpatrywać pro-gramów restrukturyzacji górnictwa węgla kamiennego w oderwaniu od programów restrukturyzacji energetyki zawodowej i koksownict-wa. Podkreślono, że ze względu na ochronę środowiska preferowane musi być, także w sposób ekonomiczny, użytkowanie węgla o dobrej jakości odpowiadającej standardom węgla dopuszczonego do obro-tu na rynkach międzynarodowych. Zasygnalizowano także problem racjonalnej dystrybucji nisko zasiarczonych produktów handlowych węgla energetycznego.

The actual situation on coal costs calculation, determination of hard coal prices and problems on market products quality with a par-ticular consideration on the relation mining - power sector are presented. It has been pointed out that the hard coal mining restructuring programme should not be considered apart of the power and coking sectors restructuring programmes. It has been also stressed that considering the environment protection preference expressed in an economic way must be given to the use of good coal quality corresponding to international market standards. The problems of the rational distribution of low-sulphur market pro-ducts of steam coal are being presented.
