On the off chance that methods which reduce the global CO2 content are unavailable and inefficient, the increasing CO2 levels will lead to a synchronized rise in temperature across the world. The conversion of this abundant CO2 into hydrocarbons like CH4, CH3OH, CO, HCOOH and hydrogen fuel using different techniques and their use for power could assist with the world’s energy deficiency and solve the CO2 reduction-energy nexus. In this study, photocatalytic CO2 conversion by sunlight will be of primary focus since this bears a resemblance with the regular photosynthesis phenomenon. This work also portrays the writings that have narrated the development of mixtures of two or more carbon ions (C2 ̧) within the photocatalytic reduction of CO2. This paper thus comprises the energy required for CO2 photoreduction, the kinetics mechanisms and thermodynamics requirements. The reaction of CO with water and the hydrogenation of CO2 are covered to understand the gap of Gibb’s free energy between both of the reactions. Likewise, the summary of different metal-based co-catalysts, metal-free co-catalysts and their selectivity towards CO2 reduction by photocatalysis and reduction of CO2 into various hydrocarbons, fuel and materials have also been examined.

Dyrektywa 94/22/WE została przyjęta, aby ułatwić i zintensyfikować prowadzenie poszukiwań oraz wydobycia węglowodorów na obszarze Wspólnoty, poprzez zapewnienie równego i swobodnego dostępu do tej działalności w państwach członkowskich. Dyrektywa 94/22/WE określa:procedury i kryteria udzielania zezwoleń na poszukiwanie, badanie i produkcję węglowodorów,zasady udziału państw członkowskich w tego rodzaju działalności, środki służące zagwarantowaniu porównywalnego traktowania podmiotów państw członkowskich prowadzących działalność regulowaną dyrektywą w państwach trzecich do traktowania podmiotów państw trzecich w przedmiotowym zakresie we Wspólnocie. Celem publikacji jest prześledzenie zmian w ustawie Prawo geologiczne i górnicze, które spowodowane zostały dostosowywaniem do wymagań dyrektywy 94/22/WE. Analizie poddano ponadto sposób wdrożenia do prawa polskiego wybranych przepisów dyrektywy. Szczególną uwagę poświęcono problematyce wyłączeń od stosowania procedury udzielania zezwoleń i przesłanek uzasadniających odmowę udzielenia zezwolenia.

Directive 94/22/EC provides for : procedures and criteria for granting authorizations for prospecting, exploration and production of hydrocarbons, principles of participation of Member States in the above mentioned activities, measures ensuring comparable treatment of Member States' entities to that enjoyed by third countries entities in the field of the activities covered by this Directive. The implementation of the Directive 94/22/EC was one of the purpose of the legislative works aiming at enactment of the act on the amendment of the act of 27 July 2001 - The Geological and Mining Law (O. J. No 110, item 1190 ). This act changed the Article 11 paragraph 4 of the Geological and Mining Law. The new Article 11 paragraph 4 obligates to initiate prior tender before granting mining usufruct for prospecting, exploration or extraction of natural gas, oil, their natural derivatives and methane from hard coal. Polish legislator recognized the agreement for granting mining usufruct (Article 9 of the Geological and Mining Law) as the equivalent of authorization defined in Directive 94/22/EC. The act of 20 April 2004 on the change and repeal of some laws in relation with the accession of Poland to the European Union (O. J. No 96, item 959) implemented to the Geological and Mining Law a reference informing that it transposes Directive 94/22/EC. In 2005 once more the amendments were introduced to the act on Geological and Mining Law. The act of 22 April 2005 on the amendment of the act on Geological and Mining Law and the act on waste (O. J. No 90, item 758) implemented to the Article 11 of the Geological and Mining Law a new paragraph - 2a. It determines cases in which mining usufruct may be granted without prior tender. This new provision is the equivalent of the Article 3 of Directive 94/22/EC.
