By analysing the processes of clusterization and networking, attention is drawn to the necessity of integration of railway transport into the intermodal or multimodal transport chain. One of the most widespread methods of combined transport is interoperability of railway and road transport. The objective is to create an uninterrupted transport chain in combining several modes of transport. The aim of this is to save energy resources, to form an effective, competitive, attractive to the client and safe and environmentally friendly transport system (Vasiliauskas, 2004). Under the modern conditions of globalization and integration into the European Union, the processes of networking are becoming increasingly more important, as perspective processes and the ones meeting the modern trends of development in various areas. In the context of intensive changes in the life of the society and business development processes, networking processes inevitably make influence on intermodal transportation. Therefore, the processes of clusterization, networking and integration have a significant impact on international economic area, including the development of a single social, scientific and technological advance, information and transport system.

W artykule przedstawiono wielokryterialny model decyzyjny dla kategoryzacji linii kolejowych w województwie pomorskim z uwagi wymogi użyteczności publicznej. Punktem odniesienia dla analizy był Plan zrównoważonego rozwoju publicznego transportu zbiorowego w województwie pomorskim, w którym z uwagi na niezbędną elastyczność decyzyjną nie dokonano parametryzacji kryteriów decydujących o przypisaniu linii do segmentu użyteczności publicznej. Model opracowano z zastosowaniem metody analitycznego procesu sieciowego ANP. Wykorzystano w większości ilościowe kryteria decyzyjne pogrupowane w trzy kategorie: transportowe, ekonomiczne i społeczne. Wśród nich można wskazać min.: czas przejazdu, udział transportu zbiorowego w przewozach, stopień motoryzacji, poziom bezrobocia czy ilość podmiotów gospodarczych. Wszystkie kryteria dotyczyły powiatów przez które przechodzą analizowane linie kolejowe. Do analizy wybrano ograniczony zbiór siedmiu linii kolejowych, uwzględniając również ich potencjał w zakresie funkcjonowania węzłów integracyjnych oraz linii dowozowych. Wyniki analizy odpowiadają rekomendacjom Planu, wskazując na możliwość wykorzystania metody ANP do rozwiązywania złożonych problemów decyzyjnych w zakresie planowania transportu na poziomie regionalnym. Opracowany model wymaga dalszego uszczegółowienia i weryfikacji w celu nadania mu optymalnego poziomu dokładności.

The article presents multicriteria decision model elaborated for categorisation of railway lines in the pomorskie region according to the public utility principle. The reference point was the Sustainable development plan for public transport in Pomorskie region. The Plan was based on expert decisions and did not included tangible criteria for rail lines evaluation in terms of their public utility potential. To address this issues the decision model was developed according to the analytic network process (ANP) method. Three categories of decision criteria were used to assess regional railways: transportation, economic and social. They include among others time of travel, public transport share in intra-district travels (NTS -5 level), motorisation level, unemployment level and quantity of enterprises per 1000 of inhabitants. All criteria were related to the districts where analysed lines were present. Seven lines were selected for analysis, also including their connecting lines potential. Results of the analysis are corresponding to Sustainable development plan recommendations, indicating potential of ANP method for strategic decision making on the regional level. However, the model requires further development and calibration to achieve optimal results.
