Dynamiczny rozwój transportu jest istotnym czynnikiem rozwoju gospodarczego i znaczącym źródłem uciążliwości do- tyczących głównie negatywnego wpływu na środowisko. Jedną z metod pozwalających na poprawę sytuacji w tym obszarze jest racjonalne planowanie rozwoju systemu transportowego. W artykule omówiono problematykę modelowania rozwoju systemu transportowego. Scharakteryzowano problemy środowiskowe, które są brane pod uwagę przy modelowaniu rozwoju systemu transportowego. Ponadto omówiono koncepcję modelu rozwoju proekologicznego systemu transportowego, będącego rozwinięciem modelu proekologicznego systemu stanowiącego efekt prac nad projektem EMITRANSYS. Wskazano jego elementy oraz zastosowanie.

Dynamic development of transport is important factor of economic development and significant source of nuisance regarding mainly negative impact on environment. One of methods to improve situation is rational planning of transport system development. Article discusses problem of transport system development modelling. Environmental problems, which are taken into account were characterized. Concept of model for pro-ecological transport system development, which is an extension of model constituting effect of work on EMITRANSYS project, was discussed. Its elements and application were indicated.

Transport is one of the most environmentally destructive branches of economy. It contributes to environmental degradation and influences negatively on human live. It should therefore seek to reduce the negative impact on the environment. The paper presents many aspects of development of the national transport system. In article characterized technical constraints and environmental issues, which are applicable to the designing of pro-ecological transport system. Presented in it also indicators of the proposed design solution quality. In shaping the pro-ecological system the special role plays environmental restrictions, because they mainly determine the quality of solutions in terms of minimizing the negative impact of transport on the environment. Technical factors are equally important, because they allow, among others, reducing the external costs of congestions and allow on the creation of transport tasks on the appropriate level. In particularly, EU requirements for sustainable development of the transport system, the components of the external costs arising from the sphere of transport, indicators and ecological limitations in designing of pro-ecological transport system, ecological limitations, technical limitations, indicators for assessing pro-ecological transport system are presented in the paper.

Paper presents simulation model of pro-ecological transport system (PTS). Model allows computational experimentation and inference on transport modal split and emission of pollution in a national scale. The characteristics describing infrastructure, vehicles, and harmful compounds emission are given. Model is implemented in VISUM – a tool supporting planning of transport processes as well as analysis and designing of transport systems. The demand for transport services and emission of exhaust gases components are reflected in model of pro-ecological transport system of Poland. In particularly, Representation of model of pro-ecological transport system, transport sub-systems and segments of demand in freight transport in simulation model of PST, detailed assumptions of onboard measurements for Mercedes C200, detailed results of on-board measurements of pollutants, CO2 emission in function of instantaneous velocity and acceleration, representation of pollutants emitted by freight transport in Poland, as well general assumptions for designing simulation model of pro-ecological transport system and material and passenger flows distribution and the pollution emission are presented in the paper.
