This paper outlines a multi-dimensional user-oriented performance metrics approach in evaluating the operation of the terminal airspace system to aid in the airport and airspace planning and decision making. Safety, delay and predictability metrics contribute to the analytical framework. From the findings, the occurrence of air incidence has a high severity level at departure, and arrival phases of flight, higher likelihood at the radar room and much of the incidences were as a result of faulty equipment and inherent absence of modern airspace infrastructure. Also, in Lagos terminal airspace, the number of incidences has no close correlation with the level of traffic complexity. Total schedule arrival delay ranges from 1-392 minutes representing an average of 7.8-17.9 minutes per aircraft that arrived Lagos airport at that period. Besides, the total approach contact time ranges from 1-57 minutes, translating to 4.6-7.1 minutes per aircraft. However, variability in arrival time of 1-5 minutes is common from published airline arrival scheduled time. In the same vein, the variability of 1-5 minutes is common from approach contact times of aircraft. These figures indicate sound arrival predictability signature for Lagos airport. Also, departure time variability above 30 minutes is familiar from the ATC clearance time for the various routes under study. However, there is about or more 25% variability of more than 15 minutes, and this indicates possible inconsistency of predicting departure times from the times ATC clearance was acquired. Above all, the predictability of departure times in Lagos airport is weak compared to those of the arrival. Taken by it, this may be a sign of airspace congestion or ATC deficiencies at the Lagos airport. This is an indication of the lack of users' confidence in Nigeria's air transport industry to deliver just-in-time service.

Wprawdzie od wielu lat podstawowe zasady bezpieczeństwa w ruchu drogowym nie uległy radykalnym zmianom, to jednak nadal odczuwalny jest wśród uczestników tego ruchu brak zrozumienia zwłaszcza granic obowiązywania i relacji zachodzących między ostrożnością, szczególną ostrożnością i ograniczonym zaufaniem. Z tego głównie powodu autor przypomina wymienione zasady ze wskazaniem, jak należy je interpretować, aby pozostawać w zgodzie z przepisami i równocześnie zagwarantować sobie i innym uczestnikom pełne bezpieczeństwo na drodze.

Although the basic road traffic rules have not undergone any drastic changes for many years, road traffic participants are still felt not to understand the limits and relationships between attention, special attention and limited trust. This is mainly why the author gives instruction on the interpretation of these rules for road traffic participants to be able to observe these rules, and thus guarantee complete safety on the road to themselves and all others.

Przyczynienie się pokrzywdzonego do wypadku drogowego wywoływało spory, zarówno w orzecznictwie sądowym, jak też w doktrynie. Z reguły traktowano je jako okoliczność mogąca mieć wpływ na wymiar kary, ale przy spełnieniu szeregu warunków. Pomijano wykazanie stopnia przyczynienia się pokrzywdzonego, jak też jego wpływu na powstanie konkretnego skutku. Tymczasem, w zmieniającej się rzeczywistości, zmianie prawa, owo przyczynienie się nabrało zupełnie innego charakteru. W postępowaniu karnym mogą być bowiem orzeczone środki kompensacyjne (np. naprawienie szkody, zadośćuczynienie), ale w tej materii organy ścigania, jak też sądy nie czynią żadnych ustaleń. Taka praktyka nie może być uznana za prawidłową, chociaż wpływają na nią również postawy pełnomocników pokrzywdzonych, które wielokrotnie charakteryzują się biernością w zakresie inicjatywy dowodowej związanej z wykazaniem wysokości konkretnej szkody lub dowodzeniem wysokości dochodzonego zadośćuczynienia. Dlatego istotne znaczenie dla praktyki karnistycznej może mieć judykatura cywilistyczna, a zwłaszcza pogląd zaprezentowany w glosowanym orzeczeniu.

The issue of the victim’s contribution to the traffic accident has caused disputes in both court judicature and juristic doctrine. As a rule, they have been treated as a circumstance with possible legal influence on the sentence, provided a number of conditions were fulfilled. Demonstration of the degree of victim’s contribution and his/her influence on the given result were disregarded. However, in the changing reality, modifications of the law, this contribution has acquired a completely different character. In criminal proceedings compensatory measures may be ordered (e.g. redress of damage, compensation for damage), but no fixed decisions are determined in this matter either by law enforcement bodies or the law courts. Such practice must not be considered as proper although it is affected also by the attitudes of victims’ legal representatives, which attitudes often are passive in requests for granting evidence related to indicating the amount of damage or proving the amount of compensation claimed. This is why civil law jurisprudence may be of essential importance for the practice of criminal law, and the view presented in the judgement commented on, in particular.

W artykule przedstawiono wpływ zmian zakresu prac przewidzianych w dokumentacji projektowej, wprowadzonych podczas realizacji prac remontowych, na termin zakończenia inwestycji, a także na jej koszt. Wprowadzanie robót dodatkowych nieujętych w projekcie w trakcie wykonywania prac remontowych wymaga od inwestora i wykonawcy dużej elastyczności, zaangażowania oraz doświadczenia, gdyż są one znacznym utrudnieniem w procesie inwestycyjnym. Prace budowlane nieuwzględnione w projekcie wpływają znacząco na czas realizacji i koszt całkowity inwestycji. Problem ten przedstawiono na przykładzie remontu budynku wzniesionego w latach 80. zlokalizowanego w Zielonej Górze.

The paper presents the effect of changes in the range of work provided in the project documentation, introduced during of the renovation work, on a date of ending and cost of the investment. Introduction of additional works, not included in the project, during repair work, requires from the investor and contractor flexibility, commitment and experience. The additional works are a significant obstacle in the investment process. Construction work not included in the project have a significant effect on the time and the total cost of the investment. This problem is exemplified by the renovation of the building, built in the '80s, located in Zielona Gora.

Reliable estimates of project cost and duration are necessary inputs for decision-making in the earliest stages of construction projects. As little data is available, the estimates can only rest upon records of similar completed schemes. The tools that use such records to facilitate project planning continue to be the object of interest of researchers. This paper investigates the applicability of a simple regression model for the prediction of road construction duration on the basis of early cost estimates. Statistical validity of the model was confirmed, and its predictive ability tested.

In this work we present a major extension of the open source TORQUE Resource Manager system. We have replaced a naive scheduler provided in the TORQUE distribution with complex scheduling system that allows to plan job execution ahead and predict the behavior of the system. It is based on the application of job schedule, which represents the jobs’ execution plan. Such a functionality is very useful as the plan can be used by the users to see when and where their jobs will be executed. Moreover, created plans can be easily evaluated in order to identify possible inefficiencies. Then, repair actions can be taken immediately and the inefficiencies can be fixed, producing better schedules with respect to considered criteria.

In the paper some aspects of die throw dynamics are presented. Free fall of die as well as their collisions with table are analysed. Two models of collision are compared: first based on Newton's hypothesis and the second on Poisson's hypothesis. It is shown that from the point of view of dynamical systems dynamics of die is predictable.

Przedmiotem opisanych badań jest analiza zderzeń kostki do gry ze stołem. Przeprowadzone obliczenia numeryczne i analiza równań wykazały, że użycie hipotezy Newtona do opisu zderzeń dla niektórych wartości współczynnika restytucji może prowadzić do błędnych rozwiązań. W takich przypadkach obserwuje się wzrost wartości energii mechanicznej ciała po uderzeniu w stosunku do jej wartości przed uderzeniem. Wykorzystanie hipotezy Poissona pozwala na uniknięcie takich niespodzianek. Na podstawie otrzymanych wyników obliczeń numerycznych stwierdzono, że wynik rzutu jest zdeterminowany przez warunki początkowe, że kolejne zderzenia powodują zmiany wyniku rzutu kostką, ale od pewnej liczby zderzeń rezultat rzutu nie ulega zmianie.

Predictability of 120s-long posturographic signals was investigated by the method of forecasting. We used signals from 32 young healthy participants registered with both open and closed eyes. Influence of the window width and the embedding dimension on predictability was studied. Our results indicate existence of a deterministic component in the posturographic signal. Predictability decreases with the increasing window width ranging from 0.24s to 3.84s. An increase of the embedding dimension, while keeping the window width constant and an adequate decrease of the lag is proposed as a method that could better estimate the saturation dimension of the medium- and high-dimensional signals. Moreover, we have found that the signals representing swaying in the anterio-posterior direction have a higher predictability than those representing lateral swinging and that closing the eyes deteriorates predictability of the posturographic signals.

It is in vogue to "take a systems approach", yet what exactly a systems approach is varies considerably depending upon the systems science tradition examined. Systems science traditions tend to share a set of underlying assumptions which are less common in other scientific fields. Still, philosophical assumptions are not common across systems science traditions. We examine six traditions within systems science - cybernetics, general systems theory, organizational learning, operations research, total quality management, and system dynamics. We then consider seven underlying assumptions - self-organization, observation, causality, reflexivity, predictability, environment, and relationships. Finally, we assess where each tradition stands with respect to each of the underlying assumptions.

A posture control model has been developed on the basis of the 2-dimensional feedback control theory. Human postural characteristics were investigated in 5 healthy participants. Tests were performed with eyes open and eyes closed. After 5 s of quiet standing, each participant was unexpectedly pulled forward by 30 mm at his pelvis height and then released. Postural sway was measured over 20 s at a rate of 100 per second. Transfer functions to represent the posture control characteristic were identified by the least squares' method. These showed good results of the model's fitness, predictability, and stability. The response of the eyes-closed condition to perturbation is more oscillatory than that of the eyes-open condition. It seems that the model identified could be applicable to ergonomics, sports, or clinical situations.
