The Russian Far East, the North Caucasus and the foothills of the Sayan Mountains are regions of the Russian Federation characterised by a high risk of rainfall floods occurrence. Mountain rivers collect the rainfall runoff on hillsides, which creates a high risk of flooding in urban lands located in floodplain areas. Topographic and hydrological factor analysis and statistical information on the precipitation data enable the identification of the most vulnerable zones where destructive floods are expected. Analysis of the impact of hill slopes on the formation of floods makes it possible to introduce the most effective and environmentally-friendly methods and resources for flood prevention. In order to reduce the negative effects of floods, measures are taken to reduce the flood surge by controlling the inflow to the flood plain. The easiest and most efficient flood run-off control system are self-regulating dams equipped with filters or culverts that allow the creation of temporary detention reservoirs.The use of local materials for the construction of dams (stones, sandbags, brushwood) allows for an efficient and environmentally-friendly system.

W pewnych regionach kraju występują częste, powodziowe wezbrania małych cieków powodowane ulewnymi deszczami. Dyrektywa 2007/60/WE nakazuje inwentaryzację wszystkich rejonów zagrożonych powodzią bez rozróżniania ich pod względem wielkości rzeki czy zlewni. W niektórych wypadkach problemy związane z ochroną przed powodzią mogą być bardziej skomplikowane niż tradycyjny sposób polegający na obwałowaniu koryta cieku wodnego. Przykładem jest omawiana gmina i miasto Kunów, położone w specyficznych warunkach terenowych, gdzie w okresie od 2000 r. wystąpiły trzy klęski powodzi spowodowane wezbraniami opadowymi. W artykule przedstawiono propozycje strategii ochrony miasta przed takimi powodziami.

In some regions of the country frequent raised water stages of small watercourses appear, provoked by heavy rains. The Directive 2007/60/ EC imposes inventory of all regions in danger of flood, without differentiating them with regard to the size of the river or of the river basin. In some cases problems related to the protection against flood may be more complicated than the traditional method consisting of embankments construction. An example may be the commune and city of Kunów, located in specific land conditions, where since 2000 three floods have been caused by excessive rainfall. The article presents propositions of the city protection against such floods. In order to eliminate the danger, activities of different character and scope are necessary, as well as cooperation and co-financing from different sources. In the discussed situation a complex solution is required, including reconstruction of access roads to fields, basic meliorations and complex technical activities.
