Revitalization of degraded areas and facilities in the cities of core of the metropolis GZM

The subject of the paper is the revitalization of urbanized areas, considered in terms of the importance of degraded areas and objects that require adaptation, protection, and creation measures in this process. The research focuses on cities belonging to the core of the Metropolis GZM - Poland’s first metropolis whose industrial origin, history and dynamics of development make it necessary to carry out revitalization activities. To conduct the research, the available source materials were collected and analyzed, including planning documents, information portals, scientific articles and items, cartographic and photographic materials. The collected information was compiled according to the adopted functional criteria. The research aims are to identify the implemented and planned revitalization activities, analyze their distribution in the context of individual cities and the entire core of the Metropolis GZM, and as a result assess their impact on the direction of city development and the quality of life of the inhabitants of the post-industrial metropolis.

The article discusses the methods for reconstructing historical urban space of the industrial city of Dnipro in a post-industrial economy, strengthening globalization and digitalization processes of the social life of citizens, analyzing development milestones of the historical city center, identifying modern problems of the area under consideration and providing the ways to solve them as a conceptual project proposal.

W artykule omówione są metody rekonstrukcji historycznej przestrzeni miejskiej przemysłowego miasta Dnipro w umowach kształtowania się gospodarki postindustrialnej, wzmocnienie procesów globalizacji i digitalizacji życia społecznego obywateli, przeanalizowane są etapy formowania i rozwoju historycznego centrum miasta ,zidentyfikowane są współczesne problemy rozpatrywanego terytorium oraz sformułowane sposoby ich rozwiązania w formie koncepcyjnej propozycji projektu.

Zdegradowana tkanka urbanistyczna, zaniedbany, nieczytelny szkielet ekologiczny, brak przestrzeni o charakterze publicznym - to tylko niektóre ze zjawisk wpływających negatywnie na jakość życia w mieście i niewydajny schemat jego funkcjonowania. W sposób szczególny ten rodzaj zniszczenia dotyka miasta postindustrialne: zaprojektowane pod koniec XIX wieku z dbałością o przyszłych mieszkańców - przyjezdnych pracowników nowych zakładów wydobywczo-przetwórczych. Dziś - przede wszystkim za sprawą zmian gospodarczych - są jedynie anonimowymi sypialniami dla rozczarowanych, zmuszonych szukać nowej pracy ludzi. Jak poprawić zaistniałą sytuację? Jakie działania rewitalizacyjne mogą zostać podjęte? W jaki sposób możemy stymulować rozwój miasta, szczególnie gdy chcemy, aby obszar, nad którym pracujemy stał się nowym centrum skupiającym mieszkańców? Przygotowany we współpracy z Urzędem Miasta Dąbrowa Górniczej projekt restrukturyzacji centrum miasta to próba wyleczenia zdegradowanego i osłabionego układu urbanistycznego. Szczególny nacisk położony został na wykształcenie sieci przestrzeni publicznych, które dadzą mieszkańcom poczucie bezpieczeństwa, a zarazem zachęcą i zainspirują ich do odbudowy miasta jako funkcjonalnego i przyjaznego organizmu społecznego.

Wrecked urban tissue, neglected and imperceptible ecological morphology of environment, scarcity of space in public capacity - these are only few facts negatively influencing standard of living in a city. Postindustrial cities are highly exposed to the mentioned signs of destruction: designed by the end of XIXth century with care for future inhabitants -ingoing workers heading for steel mill and mine. Today, -primarily due to rapidly changing economic conditions, they are barely gigantic impersonal districts for desperate people forced to struggle for new job. How to improve actual status? Which of revitalizing operations can be held? Is there specified way of cities development stimulation, particularly while we desire for a new, attracting peoples attention center? Designed in collaboration with Municipality of Dąbrowa Górnicza restructuring project of city center was our attempt to cure devastated and weakened urban complex. Leading emphasis was placed on development of public space net providing inhabitants with safety - moreover inspiring them to participate in city reconstruction as a functional and amicable social organism.

Artykul opisuje relacje zachodzqce pomiędzy przestrzeniami publicznymi i sródmiejskimi terenami poprzemyslowymi. Praca stara się wykazać, iż poprzez włączenie sródmiejskich terenów poprzemyslowych w strukturę przestrzeni publicznych, dawne fabryki mogą odegrać ważną rolę w procesie rehabilitacji śródmieść miast poprzemysłowych. Badania obejmowaly analizę wytycznych Komi- sji Europejskiej; miejsca jakie zajmują tereny poprzemyslowe w strukturze przestrzennej miast przemysłowych na przykładzie Manchesteru i Łodzi oraz procesu rehabilitacji szeregu przekształ- onych terenów poprzemysłowych w miastach Unii Europejskiej.

The paper describes the relations of the inner city brownfields and the public spaces of post-industrial city. The research made an atempt to prove, that due the spatial integration of the inner city brownfields and public spaces, the areas of former factories can playa part in the regeneration of the inner cityareas. The research examined the European Cornrnision legislation; the role of the urban brownfields in the spatial structures of cottonopolises, Manchester and Lodź; as well as the process of successful regeneration of several European inner city brownfields.
