Post-industrial areas management and evaluation with a view to redevelopment - case study

Purpose: The study focuses on the problem of redevelopment of post-industrial areas. Their location is often attractive, but potential investors are deterred by a lack of knowledge about the area or an unstable ownership situation. It is therefore necessary to collect information on the past of the area, its current state and the ongoing effects of its former use. The article is an example of a preliminary examination of unused land in order to determine the possibility of its re-use. Design/methodology/approach: The scope of the study includes the identification of the main characteristics of the studied area. Findings: The direction of redevelopment of the analyzed area was initially determined. Practical implications: This study should be followed by a comprehensive analysis of the substances contained in the ground of the area in question and their impact on human health, planning of actions to neutralise any possible negative impact and an estimate of the costs of implementing such modifications. Social implications: The development of the studied area will be an extension of the recreational functions of the adjacent nature and landscape complex. Originality/value This article is a contribution to holistic research on the described area in order to give it valuable functions.

Obiekty poprzemysłowe w Wałbrzychu i Boguszowie-Gorcach: stan, wykorzystanie i zagospodarowanie

Artykuł przedstawia stan, wykorzystanie i zagospodarowanie obiektów poprzemysłowych pozostałych po likwidacji wielu gałęzi przemysłu w Wałbrzychu i Boguszowie Gorcach. Ustalono, że w latach 1991÷2010 rozebrano i zburzono tam 323 budynki i budowle użytkowane niegdyś przez przemysł, a na powierzchni ziemi pozostały 83 obiekty. Podczas rynkowej transformacji przemysłu i po jej zakończeniu część budynków przeszła na własność państwa, większość zaś sprzedano osobom prywatnym i różnym przedsiębiorstwom. Wśród ogółu pozostałych po zlikwidowanych zakładach budynków i budowli 51 jest w dobrym, a 18 w złym stanie technicznym. Trzynaście jest zniszczonych i trwale uszkodzonych. Obiekty poprzemysłowe zagospodarowano na różne cele. Pełnią one dziś funkcje: przemysłowe, usługowe (głównie handlowe), administracyjne, edukacyjne, turystyczne, rekreacyjne, mieszkalne i instytucji użyteczności publicznej. Zagospodarowanie i wykorzystanie budynków i budowli w Wałbrzychu i Boguszowie-Gorcach jest podobne, jak w obszarach górniczo-przemysłowych Wielkiej Brytanii, Niemiec i Francji. Jednak uwarunkowania ekonomiczne sprawiły, że standard i stopień zagospodarowania obiektów poprzemysłowych znacznie odbiegają od wzorców zachodnioeuropejskich.

The article presents the condition, use and management of post-industrial objects that remained after the liquidation of many branches of industry in Wałbrzych and Boguszów-Gorce. It has been settled that in the years 1991-2010 there have been dismantled and demolished 233 buildings and structures used formerly by the industry, and on the earth surface remained 83 objects. During the market transformation of the industry and after its end a part of the buildings became state-owned, and the majority was sold to private persons and various enterprises. Among the entirety of buildings and structures that remained after the liquidation of industrial plants, 51 objects are in good and 18 in bad technical condition. 13 objects are dilapidated and durably damaged. The post-industrial objects were managed for various purposes. Currently they fulfil the following functions: industrial, service (mainly commercial), administrative, educational, habitable and connected with tourism, recreation and public utility institutions. The management und use of buildings and structures in Wałbrzych and Boguszów-Gorce is similar as in mining and industrial areas in Great Britain, Germany and France. However, economic conditionings have caused that the standard and degree of management of post-industrial objects considerably depart from West European patterns.
