The article provides a comparative analysis of two metrology systems which provide the calibration of gas meters in Ukraine and in the Russian Federation. The basic normative documents relating to gas consumption metering have been considered, the design aspects and the principles of primary national standards which manage these calibration circuits and the ways of size transmission of the indicated units to shop instruments have been described. A brief review of the existing types of gas meters has been listed. Different types of working standards used in the calibration of gas meters have been considered. Herein special attention is paid to bell-type testing units and plants with standard gas meters which are most common in Ukraine as well as to nozzle plants used in Russia. It is mentioned that the Ukrainian testing scheme concerns the means of gas volume measuring and spreads for gas meters when the Russian scheme is aimed for testing of measurement units connected with the direct measuring of mass flow and indirect measuring of volumetric flow. It is shown that only the nozzle testing plants are connected with the state primary standard and in case another type testing plants are used for gas meters testing this connection is not clearly discernible. The disadvantage of both calibration schemes is that the primary standards operate on atmosphere air whereas real measurements are conducted on natural pressurized gas. The development of national standards of volume and flow of high pressure gas operating on natural gas might become the solution for this problem. Such consumption standards already operate in Germany, France, the Netherlands. The East European Interregional Centre of Metrology built in Boyarka (Ukraine) which will carry out the calibration of industrial gas meters at different testing environments at pressures up to 7.5 MPa. is supposed to solve this task.

W publikacji zamieszczono teoretyczne podstawy szacowania niepewności wyników pomiaru, zgodnie z wytycznymi Głównego Urzędu Miar i dokumentami zharmonizowanymi z wytycznymi europejskimi oraz Normami Zakładowymi PGNiG S.A. oraz przykładową procedurę szacowania niepewności wyników pomiaru objętości gazu. Procedura zawiera przykładowe wartości niepewności wyników pomiaru objętości gazu, przy stosowaniu gazomierzy zwężkowych, turbinowych, rotorowych i miechowych, wraz z towarzyszącymi pomiarami temperatury i ciśnienia gazu. Wskazano na główne źródła niepewności pomiarów, jakie mogą najczęściej występować w praktyce gazowniczej.

The paper presents theoretical basic for calculation of uncertainty of measurements results, according to Head Office of Measures directions and other documents which are harmonized with European Directions and Standards of Oil&Gas Company and an example procedure for calculation of uncertainty of measurements results. The procedure contain an example value of uncertainty of gas volumes measurements with use orifice plate, turbine, rotary and diaphragm gas meters, including temperatures and pressure measurements. This paper shows the main sources of uncertainty of measurements which can occurs in the praxis of gas industry.
