Polish DGPS system — architecture and installation: 1995

The idea of setting up the Polish DGPS system was originated by the Polish maritime administration in 1993 in the Polish Hydrographic Bureau in Gdynia. In December 1994 technical equipment and software for local monitoring by two reference stations was ordered, i.e. a central station together with communication software together with measuring and navigation receivers. In 1995 the equipment manufactured by the firm, Maggnavox arrived in Gdynia where it was installed, and commenced operating in conjunction with two radio beacons, one located in Rozewie and the second in Dziwnów. This is the third article in the series dedicated to the implementation of the DGPS system in the maritime regions of the Republic of Poland, and it presents the organizational, legal and technical aspects relating to the installation of the equipment. It contains, among other things, the hitherto unpublished results of the investigations concerned with geodesy-based determination of coordinates for the Rozewie and Dziwnów DGPS reference antennas in the ETRF ’89 coordinate system. It also discusses the influence of changes in the law in place at that time regarding the functioning and organization of the Polish DGPS system.

Idea ustanowienia polskiego systemu DGPS zainicjowana została przez morską administrację w 1993 roku, w ówczesnym Biurze Hydrograficznym RP w Gdyni. W grudniu 1994 roku zamówiono wyposażenie techniczne i oprogramowanie dwóch stacji referencyjnych z lokalnym monitorowaniem, stację centralną z oprogramowaniem komunikacyjnym oraz odbiorniki pomiarowe i nawigacyjne. W 1995 roku sprzęt firmy Magnavox dotarł do Gdyni, po czym został zainstalowany i uruchomiony w obiektach dwóch radiolatarń: Rozewia i Dziwnowa. Artykuł, trzeci z serii dotyczącej wdrożenia na akwenach morskich RP systemu DGPS, prezentuje aspekty organizacyjne, prawne i techniczne instalacji aparatury. Przedstawiono w nim również niepublikowane dotychczas wyniki prac związane z zagadnieniem geodezyjnego wyznaczenia współrzędnych anten stacji referencyjnych DGPS Rozewie i Dziwnów w układzie ETRF ’89. Dyskusji poddano wpływ ówczesnych zmian prawnych na funkcjonowanie i organizację polskiego systemu DGPS.

W artykule zaprezentowano prace wstępne zmierzające do uruchomienia na polskim wybrzeżu krajowej sieci DGPS. Omówiono proces przygotowania koncepcji stworzenia tego systemu (zrealizowanej w Instytucie Nawigacji i Hydrografii Morskiej AMW) wraz z przeprowadzonymi analizami. Przedstawiono również wybrane badania innych ośrodków na tym etapie prac. Artykuł jest drugim z planowanej serii publikacji związanych z wdrożeniem w Polsce systemu DGPS — jako głównego elementu osłony radionawigacyjnej polskich obszarów morskich.

This article presents initial efforts aimed at establishing the national DGPS network on the Polish coast. It discusses the process of working out a concept for developing such a system (realized at the Institute of Navigation and Marine Hydrography, Gdynia Naval Academy) together with the analyses done. It also presents some selected investigations carried out by other centers at this stage of work. It is the second article in the series of planned publications relating to the implementation of the DGPS system in Poland — seen as the main element of the radio-navigational shield of the Polish maritime areas.

W 2014 roku mija dwudziesta rocznica uruchomienia na polskim wybrzeżu systemu różnicowego GPS (Differential Global Positioning System) stanowiącego główny element osłony radiona-wigacyjnej akwenów morskich RP. Cztery lata od uruchomienia pierwszej stacji referencyjnej DGPS na świecie i niepełna trzy lata od pierwszej tego typu instalacji w Europie Polska dysponowała najnowocześniejszym rozwiązaniem pozycyjnym w nawigacji morskiej. W artykule, pierwszym z serii publikacji dotyczących polskiego systemu DGPS, zaprezentowano krajowe jednostki naukowe, które przyczyniły się do realizacji tego projektu, podstawy teore-tyczne metody różnicowej DGPS, model matematyczny wyznaczania współrzęd-nych pozycji wraz z dyskusją błędów i genezę systemów DGPS na świecie. Zamierzeniem autorów jest również próba oceny realizowanych działań badawczych z perspektywy dwudziestu lat, gdy dysponuje się większą wiedzą i doświadczeniem oraz nieporównywalnymi narzędziami.

The year 2014 marks the 25th anniversary of the commencement of the Differential Global Positioning System on the Polish coast, which is the main element of radio-navigation support in the Polish maritime areas. It must be emphasized that it was only four years after the first DGPS station in the world was started and less than three years after the first installations of this kind were started in Europe Poland enjoyed the most modern positioning solution in marine navigation. This paper, the first in a series of publications relating to the Polish DGPS system, presents national research centers which have significantly contributed to implementing this project. It also includes theoretical fundamentals of the differential method used in DGPS, a mathematical model for fixing position data together with a discussion concerning errors as well as the origins of DGPS systems in the world. It is the authors’ intention to evaluate research projects conducted during the last twenty years, drawing on significantly greater knowledge and experience and incomparable tools.
