The strategy of Polish energy sector should assume systematic change of the roles of individual energy generation sources. We observe the increasing role of the distributed sources of energy. The conventional coal based energy sources should, under Polish conditions, gradually assume the role of a guarantor of electricity supply. In order to implement such this type of strategy, it is necessary to create a fundamental expertise, that could serve as an Energy Constitution. It could be the basic document for all the strategic changes occurring in the Polish energy system.

There is the transition from coal-based power sector to renewable energy. Conventional electrical power plants and heating plants are a temporary tool enabling the development of RES. Transformation of the Polish energy sector will have consequences for the operation of the coal mines. The pace of change must be adapted to local social and economic conditions. Conventional energy dilemmas relate primarily to the timing of introduction of the new, alternative technologies and to principles of financing of the conventional power plants and electrical power and heating plants in a changing market.

Artykuł stwierdza, że dokonano wielu zasadniczych zmian w modelu i funkcjonowaniu sektora energetycznego w Polsce, a rynki gazu ziemnego i energii elektrycznej przeszły znaczącą transformację. Dodaje jednak, że pozostało jeszcze dużo do zreformowania i zmodernizowania, a na dodatek nie stworzono dotąd w kraju dobrych warunków ramowych, sprzyjających inwestycjom oraz stabilnego sytemu regulacyjnego. Autor podkreśla, że jedną z najpoważniejszych barier w rozwoju polskiej energetyki, z którymi nie zdołano sobie poradzić, są problemy infrastrukturalne.

The article provides a summary of the major changes that have recently occurred in the energy sector model and its operations as well as in the natural gas and electricity markets. The author emphasizes the need for further reforms and modernization and points out that Poland still lacks good framework conditions to stimulate investments and a stable regulatory system. He closes with a conclusion that infrastructure challenges are a major barrier to the industry's growth.

W zmieniających się uwarunkowaniach wewnętrznych i zewnętrznych naszego kraju, celowe jest przedyskutowanie podstawowych problemów polityki energetycznej Polski, rysujących się w pierwszej połowie XXI wieku, na tle strategicznych kierunków rozwoju naszego kraju oraz światowych tendencji w gospodarce energetycznej. Wskazano główne czynniki wpływające na wielkość i strukturę zapotrzebowania energii oraz sytuację w zakresie zaopatrzenia kraju w poszczególne nośniki energii. Zwrócono szczególną uwagę na: konieczność zapewnienia bezpieczeństwa energetycznego, wykorzystanie krajowych surowców energetycznych, koordynację polityki energetycznej Polski z Unią Europejską oraz konsolidację poszczególnych subsektorów energii. Dyskusyjnie odniesiono się do niektórych aktualnie " obowiązujących " pogląd ów na temat zarówno samej gospodarki energetycznej, jak też restrukturyzacji, prywatyzacji i wprowadzanych reform. Zamieszczono informacje o kierunkach gospodarki energetycznej w świecie, w tym zwłaszcza w krajach Unii Europejskiej. Na tle powyższych zagadnień wyrażono opinię o perspektywicznych kierunkach i problemach polityki energetycznej w Polsce.

In the changing home and foreign conditions of our country it is purposeful to discuss the basic problems of energy policy of Poland appearing in the first half of the 21 st century on the background od strategic trends of our country development as well as the world tendencies in the energy management. The main factors influencing the scale and structure of power demand as well as situation of country supply with the particular energy carriers are pointed out. Special attention is drawn to: energy safety ensurance necessity, use of domestic energy raw materials, coordination of the energy policy of Poland with the European Union as well as consolidation of particular subsectors of energy. Debatable approach to some currently " in force " views relating to energy management itself as well as restructuring, privatization and introduced reforms. Information on world energy management trends including first of all the European Union countries is included. An opinion about prespective trends and problems of energy policy of Poland is given on the background of above mentioned
