The role of the components of the cultural heritage in development processes is lately under significant transformation. The material and immaterial heritage of the preceding generations has always been an important factor of social processes . it formed the base of social consciousness, identity and creation of social ties, and first of all of the identity with the place of residence. But in the economic sense it was rather a passive component of the growth processes, if not the burden which the economy had to incur for certain social mission. But this situation has dramatically changed . the cultural heritage in the globalization era becomes one of basic local (regional) factors of growth. It became the main component of the attractiveness of the area, contributing in significant degree to its development potential. This has a direct impact on growth possibilities and the life quality level of citizens. On one hand, with .uniformization. of life on a global scale, elements of cultural heritage determine the leading distinguishing features of the identity of the area, what has a great importance for social processes and quality of life of inhabitants. On the other hand, cultural heritage determines the basic factor in creating external image of the area, in principle the only distinguishing feature (sometimes together with some elements of the natural heritage) against neutral background of the .globalized. world. Other factors constituting the affirmative image, and consequently the attractiveness of the area, are of course necessary, but do not determine the essential distinguishing feature of the area today. So, efficient management of the cultural heritage resources becomes an important element of the effective economic and social policy on all levels of power . national, regional and local. With technological progress there is more and more dynamic development of so-called .cultural industries., becoming in some places the main source of new jobs. Carpathians are one of such areas where development potential consists mainly of natural and cultural resources. At present, this is economically and socially the most neglected area of European Union (only its Ukrainian part lies outside the territory of the EU). The degree of the civilization backwardness of this area poses a danger that spontaneous growth processes will put it on the path of development threatening its basic resources today . untouched nature and rich cultural heritage. Because of these threats the Carpathian countries signed and ratified the Carpathian Convention focused among others on introduction of such development policy in this area which would use but not ruin its unique potential. However, development policy requires proper tools. Within the framework of the European Union Interreg III B programme the Carpathian Project is carried out with the aim to prepare basic strategy for spatial development of the Carpathian region, a set of the sectoral strategies and to initiate some of pilot activities there. Efficient management of cultural heritage resources of the Carpathian region demands usually collection, conversion and analysis of a huge number of data strongly thematically diversified. In addition, the mentioned aggregated data and other results of works should be widely made available both for the implementation of the Carpathian Convention decisions and for the realization of other goals of regional policy, including in the area of education. Contemporary IT and internet technologies were used for the realization of the above postulates constituting the base for the realization of the majority of tasks of the Carpathian Project. In result of these activities, among others, the Carpathian Geoportal was created. Within the framework of Geoportal diverse data (spatial, statistical, etc.) were integrated and the results of analyses were widely made available (in the Internet). The main objective realized by the Carpathian Geoportal is supporting the implementation of development policies by faciliting access to the information and delivering the tools to strengthen the sense of social identity.
