This paper presents application of Data science models to the quality assurance processes at the university. In 2015 Narxoz University in Almaty, Kazakhstan introduced a major change to its academic policy. Final year bachelor students were required to complete team-based diploma projects, focused on solving real business problems, instead of writing standard, often purely descriptive and theoretical diploma theses. This article uses data science models (linear regression, logit and CART) to analyze the effects of this policy change on recent graduates’ employability and wage levels using results of telephone survey conducted among 1956 graduates in 2015 and 2016. Estimated models show that students who have firm plans to find jobs, acquire valuable competences when preparing bachelor diploma and actively participate in student life, have higher probability of employment and earn higher wages. It means that the process of writing bachelor diploma should be carefully designed and monitored and that student learning outcomes also depend on their extra-curricular activity. Such analysis provides deep and interesting insights into the learning and assessment processes and should be a part of annual quality assurance review in every university. For example, results indicate that grading practices at Narxoz require a major review, as graduates with higher GPA did not exhibit higher employability nor higher wages. Similarly, curricula of some specializations (majors) should be reviewed due to low employment rate of graduates. Appropriate changes have already been implemented at Narxoz in 2017. Finally, we found that economic shocks have much stronger short-term impact on recent graduates’ employability and wages than reforms of academic curricula.

Rozwój badań na rzecz racjonalnego zagospodarowania tych zasobów, w powiązaniu z zastosowaniem rozwiązań innowacyjnych poprawiających efektywność ich wykorzystywania, tworzy nowy obszar działań pod nazwą biogospodarka. Biogospodarka obejmuje praktycznie wszystkie sektory i związane z nimi usługi, które produkują, przetwarzają lub wykorzystują zasoby biologiczne w jakiejkolwiek formie. Ponadto biogospodarka stanowi strategiczną, ponadsektorową integrującą formę działań wpływających na rozwój gospodarczy i wpisuje się w dominujące obecnie interdyscyplinarne podejście do zasad finansowania badań naukowych Artykuł omawia uwarunkowania rozwoju sektora rolno-żywnościowego w ramach programu biogospodarki oraz wskazuje na kierunki działań, jakie powinny zostać podjęte, aby można było poprawić warunki rozwoju zarówno w rolnictwie, jak i przemyśle spożywczym.

Use of resources in the world of plants, animals and micro-organisms, with the support of biotechnology, genetics, chemistry, physics or science economics can provide both the consumer and the economy of the EU for the expected results. Development of research for the rational management of these resources in conjunction with the application of innovative solutions that improve the efficiency of its use creates a new area of activities under the name bio-economy. Bio-economy covers practically all sectors and related services that produce, process or use biological resources in any form. In addition, bio-economy provides strategic over-sectoral integrating form of actions, affecting economic development, and shall be entrolled in the presently dominating, interdisciplinary approach to the financing of research in the area of the bio-economy. The article discusses the determinants of development of agri-food sector within the frames of the bio-economy programme in Poland and indicates the directions of activity which should be undertaken as to improve the conditions for development in agriculture and food industry .

Włączenie Polski do struktur Unii Europejskiej i wynikające z tego procesy dostosowawcze okazały się dla naszego kraju szansą na intensywny rozwój społeczno-gospodarczy, zwłaszcza w rolnictwie i na obszarach wiejskich. Znaczący udział w modernizacji i restrukturyzacji polskiego sektora rolno-spożywczego i obszarów wiejskich miała i nadal powinna mieć polska nauka. Obrady I Kongresu Nauk Rolniczych potwierdziły, że środowisko naukowe podjęło trud wsparcia procesu przemian, dostarczając wiedzy i danych źródłowych umożliwiających uzyskanie wymiernych korzyści dla naszego kraju. Uwzględniając spójność wyznaczonych podczas Kongresu priorytetów z priorytetami Komisji Europejskiej, można przyjąć, że działalność zaplecza naukowo-badawczego Polski powinna zapewnić nie tylko rozwój i poprawę konkurencyjności polskiego sektora rolno-spożywczego, ale także wspierać wysiłki naukowców całej Europy na rzecz budowy nowoczesnego Europejskiego Obszaru Gospodarczego. Dorobek nauk rolniczych, leśnych i weterynaryjnych oraz uruchomienie faktycznego procesu integracji polityki naukowej i naukowo-technicznej z polityką rolną powinny się przyczynić do realizacji oczekiwanych przemian w rolnictwie, przetwórstwie rolno-spożywczym, rybołówstwie, a także leśnictwie i na obszarach wiejskich.

Polish accession to the structures of the European Union and resulting adaptation processes appeared to be an opportunity for intense socio-economic development, especially in the fields of agriculture and rural areas in Poland. Regardless of the relatively high potential of these areas, it is still necessary to introduce structural changes, to increase the expenditures on modernization, to increase productivity and more commonly apply the innovations. Polish science did and still does contribute significantly to the modernization and restructuring of Polish agri-food sector and rural areas. The First Congress of Agriculture Sciences confirmed that the scientific community had undertaken an effort to support the transformation process and provided knowledge and source data that enabled our country to achieve measurable benefits. Considering the coherence of priorities achieved during the Congress with the European Commission priorities, one may conclude, that the R&D activity should not only ensure the development and competitiveness of Polish food sector, but also support European efforts of building modern European Economic Area. Achievements in the fields of agriculture, forestry and veterinary sciences and current initiation of the processes integrating scientific and technical policies with agricultural policy should contribute to the implementation of expected transformations in agriculture, agri-food processing, fishery and forestry and in rural areas.
