Celem niniejszego artykułu jest przedstawienie zarysu i podstawowych uregulowań prawnych z zakresu bezpieczeństwa kulturowego Rzeczpospolitej Polskiej. Analiza dokumentów wskazuje na znaczące zainteresowanie państwa polskiego nie tylko ochroną posiadanych już dóbr kultury ale także na prowadzenia aktywnej polityki kulturalnej wspierającej jej dynamiczny rozwój. Działania państwa zmierzają do zapewnienia wszystkim Polakom zamieszkałym w kraju i poza jej granicami równego dostępu do jej zasobów. Odpowiednie instytucje dbają o wymianę kulturalną z zagranicą w ramach Wspólnot Europejskich i resztą świata.

The purpose of this article is to outline and basic regulations relating to the safety of the polish culture. Analysis of documents shows significant interest in the Polish state not only the protection of cultural property already owned but also an active cultural policy that supports its dynamic development. State action aimed to ensure that all Poles living in the country and beyond its borders equal access to its resources. Relevant institutions care about cultural exchanges with foreign countries within the European Communities and the rest of the world.

The debate on European cultural policy has only just begun. What is intended to be the object is unknown. Topics taken during the European Culture Congress have the general nature and are only an introduction to critical reflection on what today is the European culture. Even if the answer seems obvious that these cultures of the Member States, we still do not know whether it will be called „High culture”, remaining in the elite circle of interest, or something else „Pop culture?" Perhaps the answer is indirect, and refers to the culture that we do not know from the media, the internet, billboards and banner ads, but rather that which we know through membership in a particular social group, religious community, and most of all family.

Autorefleksja artysty nad własną twórczością: tym jej wątkiem, który zanurzony jest w bieżących zdarzeniach polityki, sztuki, obyczajowości. Autor przywołuje filozofów i myślicieli od starożytności po wiek XX i ich zmagania z nikczemnością świata, dochodząc do własnych obserwacji, które przekłada na język sztuki: zarówno symbolicznej, w dużej mierze refleksyjnej, jak i publicystycznej, obierającej ze swej istoty ryzykowną drogę komentowania bieżącej rzeczywistości.

The article contains self-reflection of the artist of his own works; this part of the works connected with current facts of politics, art, customs and tradition. The author cites philosophers and thinkers since antiquity till the 20th century and theirs’ fights against wickedness of the world. The conclusions he achieve he translates to the language of art: both symbolic, mostly reflective, and commentary, choosing risky way of current events’ comment.
