The article provides an expert assessment of electricity production volume in highly efficient cogeneration under the process of modernization of the utility industry. The calculations are based on a database of 116 heat plants, the capacities of which range between ≤ 50 and 300 MW and around 100 PJ per annum. The results thus calculated also take into account the impact of fuel diversification in the context of protecting and improving air quality, capital expenditures and expected electricity generation costs.

The article is focused on the perspectives of renewable energy sources (RES) in the European Union. RES have been promoted for many years as a solution for Europe’s energy independence from foreign fuels and a key element in the climate policy enabling the reduction of carbon emissions. Upon the introduction of RES-supporting guaranteed tariffs and green certificates, the production of electricity from renewable sources has been on the increase. However, this rapid growth is currently facing financial challenges, as well as barriers related to power grid development and power reserve provision. The author is of the opinion that RES should operate in competitive electricity market conditions, following a development of a new support scheme. The RES-supporting EU fund should be based on the contributions from member states proportional to their GDP.

Wszystkie państwa należące do Wspólnoty Europejskiej (w tym Polska) realizują politykę ochrony środowiska zgodnie z wyznaczonymi zasadami. Polska podpisała szereg dokumentów międzynarodowych, w których znalazły wyraz zasady ochrony środowiska. W artykule przywołane zostały nadrzędne zasady polityki ochrony środowiska oraz główne założenia polityki ekologicznej zawarte w dokumentach formalnych, stanowiących odniesienie w procesie dostosowania polskiego prawa do prawa wspólnotowego.

According to pointed principles all countries taking part in Commonwealth Union (included Poland) realize Environmental Protection policy. Poland has signed range of international documents containing mentioned principles. There are presented primary principles of Environmental Protection policy and main foundations of ecological policy in the article. It was included in formal documents as a fact of advance in adaptation polish law to commonwealth law.

Przedstawiono problematykę ochrony środowiska w założeniach reformy górnictwa węgla kamiennego oraz omówiono efekty ekologiczne uzyskane przez sektor w latach: 1998, 1999, 2000 oraz w I półroczu 2001 r. Scharakteryzowano i omówiono "Sektorową ocenę stanu środowiska w górnictwie węgla kamiennego", której wnioski i rekomendacje stanowiły podstawę weryfikacji i aktualizacji biznesplanów oraz plan w techniczno-ekonomicznych spółek węglowych i kopalń w zakresie planowanych przez te podmioty działań na rzecz poprawy stanu środowiska naturalnego i stopniowego dochodzenia do spełniania wymogów ochrony środowiska (zgodnie z korektą programu rządowego - najpóźniej do roku 2005). W artykule przedstawiono ponadto zasady polityki ekologicznej Unii Europejskiej w Kontekście szybko postępującego procesu dostosowywania polskiego prawa ochrony środowiska do prawodawstwa UE.

The article presents the problems of environmental protection in the assumptions of the reform of hard coal industry and discusses the ecological effects achieved by the sector in 1998, 1999, 2000 and 1st half of 2001. it characterizes and discusses the "Sectoral assessment of environment condition in hard coal industry" the conclusions and recommendations of which constituted the basis of verification and up-dating of business plans and technical economic plans of coal companies and miens with regard to planned activity by those entities targeted at improvement of natural environment condition and gradual approaching the fulfillment of environment protection standards (in conformity with the Revision of the government programme - latest by 2005).The article also present the principles of ecological policy of the European Union in the context of rapidly advancing process of adjustment of Polish law on environment protection to legal regulations of the European Union.
