Autor przedstawia rezultaty własnych badań nad problemem powodzenia i niepowodzenia interwencji zbrojnych (wojen) podejmowanych przez Zachód po zakończeniu zimnej wojny. Pyta o przyczyny takiego stany rzeczy. Poszukując odpowiedzi na to pytanie, celowo koncentruje się jedynie na dwóch najbardziej istotnych czynnikach analizy strategicznej - celach interwencji zbrojnej oraz jej strategiach. W artykule są analizowane kolejno: interwencja w Iraku (wojna w Zatoce Perskiej w 1991 roku), interwencja w Bośni i Hercegowinie, a następnie w Jugosławii (1992-1995 i 1999), interwencja w Afganistanie oraz wojna z Irakiem (2003) i w Iraku (2003-2011).

The author presents the results of his own research on the success and failure of armed interventions (wars) undertaken by the West after the end of the Cold War. He raises questions as to their causes, and focuses on two most essential factors of strategic analysis - goals and strategies of an armed intervention. The article also analyzes: intervention in Iraq (the Persian Gulf War in 1991); intervention in Bosnia and Herzegovina, and then in Yugoslavia (1992-1995, and 1999); intervention in Afghanistan and war with Iraq (2003) and in Iraq (2003-2011).

During the last couple of years, there has been a tendency to include more and more political goals into public procurements, such as environmental and societal considerations. This can result in higher prices paid by the public sector compared with similar procurements in the private sector. The decision makers at local level are elected and should represent the interest of their communities and voters, which includes promoting regional/local companies and economic development. This task can sometimes get into conflict with public procurement law or the political goals of a central government.
