Celem artykułu jest pokazanie użyteczności pojęcia kultura strategiczna w analizowaniu problemów bezpieczeństwa i obronności państwa. Autorzy artykułu przedstawiają na wstępie prekursorów myślenia kategoriami kultury strategicznej w historii myśli społecznej oraz nieodległy rodowód tego pojęcia. Dokonują charakterystyki kluczowych ujęć kultury strategicznej z perspektywy pierwszego pokolenia badaczy: Jacka Snydera, Kena Bootha oraz Colina S. Graya. Ukazują istotność kultury strategicznej jako kategorii analitycznej w ocenie zachowań państw reprezentujących podmioty społeczne i kulturowe. Wskazują też na pewne ograniczenia i słabości omawianych stanowisk w analizowaniu problemów bezpieczeństwa. Wreszcie, podkreślają znaczenie zmiennych kulturowych w analizach strategicznych bezpieczeństwa i obronności państwa oraz zasadność rozwijania badań nad kulturą strategiczną w ramach nauk o bezpieczeństwie i obronności.

The aim of the article is to present the expediency of strategic culture concept in analyzing the problems of security and national defense. At first, the authors overview the main ideas behind thinking in categories of strategic culture in history of the social thought, and proximate lineage of those ideas to its precursors. They characterize the key conceptualizations of the strategic culture from the viewpoint of the first generation of scholars: Jack Snyder, Ken Booth and Colin S. Gray. From the perspective of those scholars, they argue for the relevance of this analytic category in the assessment of the policies of countries as representatives of social and cultural subjects. They also point out some limitations and weaknesses of those attitudes in analyzing the issues of security. Lastly, they underline the meaning of the cultural variables in strategic analyses of security and national defense, as well as validity of developing the research on strategic culture within the security and defense studies.

Artykuł mierzy się z problemem społecznej i politycznej aktywności polskich młodych dorosłych (osób między 18 a 25 rokiem życia). W tekście zostało podkreślone, że tytułowy problem powiązany jest z wieloma innymi istotnymi kwestiami, takimi jak przyszłość krajowego społeczeństwa obywatelskiego oraz perspektywy rozwoju kultury politycznej. Zasadnicze dane o społeczno-politycznej aktywności młodych Polaków przedstawione zostały na podstawie informacji z badań społecznych. Analiza ukazała niedostatek obywatelskiego zaangażowania w rozpatrywanej grupie wiekowej.

The article deals with the problem of social and political activism of Polish young adults (people between 18 and 25 year of life). In text, it has been highlighted, that addressed topic is connected with many crucial issues, such as: the future of the domestic civic society and the prospects of the political culture. According to the human research studies, main data about activism of youth Poles has been presented. The scrutiny showed lack of civic engagement in analyzed age group.

This paper discusses the problem of changes observed in contemporary culture, especially in the field of political culture. Article focuses on explanation of mechanisms of cultural change, which are determining the contemporary political culture of developed countries (including the inhabitants of big cities), but can it be assumed that these mechanisms are also relevant to developing countries. The article is also a contribution to further analysis carried out in this area. Work is trying to justify the universality of the concept of information society, whose characteristics can be clearly seen especially in urban environments, in urban areas.

In the article the notions of political culture and strategic culture have been defined and the most significant research in this area has been discussed, drawing special attention to the political and strategic culture of Russia. The author justifies the thesis that any knowledge of a particular country’s political and strategic culture, especially a large country, does not give any certainty but only a possibility to predict its actions or moves in defined circumstances. This is confirmed by bloodless revolution in the USSR, relinquishing power by the communists and the Soviet Union’s disintegration in the country in which such a coup had been thought to be performed only at the cost of a global conflict.

W artykule podjęto próbę zdefiniowania pojęcia "kultura polityczna ".Przedstawiono pojęcie, przedmiot i zakres kultury politycznej. Analizę rozpoczęto od ów starożytności do współczesności. Skupiono się na prekursorach kultury politycznej w Polsce. Schrakteryzowano klasyczną definicję amerykańskich politologów A. Almonda Verby. W ostatniej części opracowania przedstawiono szerokie pojęcie kultury politycznej, wyróżniając w niej następujące pojęcia: elementy, płaszczyzny, źródła, typy, składniki oraz mierniki jej poziomu

The paper makes an attempt to define the notion of political culture. It presents the notion, nature and scope of political culture. The analysis covers the period from ancient times until the present time. It concentrates on pioneers in the field of political culture in Poland. It characterizes the classic definition by A. Almondi and S. Verby. The last part of the paper presents a broad notion of political culture, distinguishing the following three notions: elements, planes, sources, components and measurements of their level.

Wolność to jedna z najistotniejszych wartości w dziejach ludzkości, w polityce rozumiana jako niezależność, niezawisłość jednego narodu od drugiego, w sprawach wewnętrznych to prawa i obowiązki człowieka i obywatela, m. in. zakres wolności i praw osobistych, swobód i praw politycznych, socjalnych, ekonomicznych i kulturowych. Artykuł prezentuje w tych kategoriach wolność w Polsce przedrozbiorowej, ukazując ją jako główny element kultury politycznej. Tym bardziej, że Polska wniosła poważny wkład w rozwój europejskich struktur parlamentarnych. Sejm okazał się w naszym ustroju trwałym elementem - od Średniowiecza do upadku państwa, wykazując dużą aktywność od schyłku XV w. Do XVII w., a więc w epoce ogólnej słabości europejskich zgromadzeń stanowych. Szczególną właściwością polskiego systemu państwowego była gwarancja nadrzędności prawa nad monarchą, prawem tym związanym zabezpieczały przed uwięzieniem bez wyroku sądowego cały stan szlachecki (ok. 10% ludzkości), zapewniały dziedziczonych gruntów i przyznawały udział w wymiarze sprawiedliwości organom samorządowym. Ukazano też wolność polskiego obywatela na tle innych europejskich krajów, porównanie to wypadło korzystnie dla I Rzeczypospolitej.

Freedom is the most significant value in the history of mankind. In politics it is understood as sovereignty, independence of one nation of another, and in domestic matters it is rights and obligations of a human being and citizen, among others the scope of human, political, social, economic and cultural rights. The paper uses these categories to present freedom in the pre-partition Poland, showing it as the main element of the political culture. The more so, that Poland contributed largely to the development of European parliamentary structures. Sejm appeared to be a lasting element - from the Middle Ages until the collapse of the state, exhibiting much activity from the end of the 15'h century till the 18'h century, which was during general weakness of orders.
