Purpose: The article aims to indicate medical entities’ obligations in the field of digitalization as well as the associated benefits and barriers, based on a case study of a medical outpatient clinic. Design/methodology/approach: A review of the literature on digitalization in medical entities was conducted. An analysis of legal acts was also carried out to determine the obligations of Polish medical entities in this regard. The research part draws on a survey interview with a pharmacist and a case study of a medical outpatient clinic. Findings: The analysis of legal acts allowed specification of the continually increasing digitalization obligations faced by Polish medical entities. The medical entity surveyed complies with all obligations. It also assessed the benefits associated with the digitalization process highly and, as a unit demonstrating an advanced level thereof, does not identify any significant barriers to its implementation. The interview conducted with the pharmacist revealed that the obligation of e-prescribing is already widely fulfilled. Research limitations/implications: The benefits and barriers were assessed by one medical entity owner, whereas the level of compliance with e-prescription obligations was determined by one pharmacist. This means that the results obtained cannot be generalized to the entire population of entities and all healthcare professionals. This study can be further expanded by including a larger number of entities and comparing the data with foreign entities. Practical implications: By highlighting the benefits of digitalization by the surveyed entity, the article can mobilize other entities and encourage them to digitize. Social implications: The article has the potential to raise patient awareness of expectations regarding medical practices. Originality/value: The article raises the little-recognized but timely topic of digitalization in medical units and is addressed to both medical entities and their patients. Due to the scarcity of publications on digitalization and the scope thereof in medical entities, the paper partially bridges the research gap in this area. The survey also allowed to formulate future research plans, i.e., to extend the study to other medical entities in order to identify the reasons behind the slow pace of digitalization in Polish medical entities, explore for solutions to this challenge, and compare the data with other countries.

The article tries to answer the question of what legal and organizational challenges are faced by producers of medical waste today. Defining medical waste in the over 100-year history of waste management in Poland was not always clear and simple. Over the years, Polish law has not only failed to define medical waste, but also the waste itself. And even when the law specified the rules of handling waste, these provisions were not always precise.

Artykuł stara się odpowiedzieć na pytanie przed jakimi wyzwaniami prawnymi i organizacyjnymi stają dziś wytwórcy odpadów medycznych. Zdefiniowanie odpadów medycznych w całej, przeszło stuletniej historii gospodarki odpadami w Polsce, nie zawsze było jednoznaczne i proste. Na przestrzeni wielu lat prawo polskie nie tylko nie definiowało odpadów medycznych, ale także samych odpadów. A nawet, gdy przepisy prawa określały zasady postępowania z odpadami, to zapisy te nie zawsze były precyzyjne.

Zrównoważony rozwój jest koncepcją zgodną ze światowymi trendami proekologicznymi, porusza aspekty związane ze skutecznością wdrażania strategii zrównoważonego rozwoju w sieci szpitali publicznych. Podejście to wymaga zintegrowania działań w następujących obszarach: ekonomicznym, ekologicznym oraz społecznym. Ponadto wyszczególniono bariery wewnętrzne i zewnętrzne, które mogą pojawić się podczas procesu jej realizacji. Specyfika funkcjonowania podmiotów medycznych działających w ramach sieci szpitali publicznych skłania do różnorodnego podejścia do kwestii zarządzania, gdyż każdy z nich ma charakterystyczny dla siebie pakiet narzędzi oraz zestaw kluczowych kompetencji, które można zastosować w realizacji wyznaczonych celów związanych ze zrównoważonym rozwojem (zarządzania procesem świadczenia usług medycznych).

Sustainable development is a concept compliant with global pro-ecological trends, it addresses aspects related to the effectiveness of implementation of sustainable development strategies in the network of public hospitals. This approach requires the integration of activities in the following areas: economic, ecological and social. In addition, internal and external barriers have been specified which may appear during the process of its implementation. The specificity of functioning of medical entities operating within the network of public hospitals leads to a variety of management approaches, as each of them has a tool package characteristic for it and a set of key competences that can be used to achieve the goals related to sustainable development (managing the process of providing medical services).

Artykuł jest poświęcony problematyce outsourcingu w obszarze ochrony zdrowia – zarządzania siecią szpitali publicznych. Proces wdrażania outsourcing ma przede wszystkim zapewniać poprawę efektywności, jak również wzrost skuteczności działania podmiotów medycznych funkcjonujących w ramach sieci szpitali publicznych. Podstawą do przygotowania materiału stanowiącego treści niniejszego opracowania była kwerenda literaturowa tematyki omawianego zagadnienia. Ponadto wykorzystano istniejące raporty, wyniki badań rynku outsourcingu oraz analizy danych pochodzących ze innych źródeł na przykład z Głównego Urzędu Statystycznego (GUS).

The article is devoted to the issue of outsourcing in the area of health care – the management of the network of public hospitals. The implementation process outsourcing is primarily to provide efficiency improvements, as well as increase the effectiveness of medical entities operating within the network of public hospitals. The basis for the preparation of the material constituting the content of this study was a literature review of the subject matter of the discussed issue. In addition, we used existing reports, market research outsourcing and analysis of data from other sources, for example, the Central Statistical Office (GUS).

W niniejszym artykule przedstawione proces reorganizacji publicznych podmiotów medycznych na terenie miasta Chorzowa. Artykuł składa się z kilku części. W pierwszej została dokonana analiza procesu reorganizacji poszczególnych podmiotów medycznych na ternie miasta Chorzowa. W analizie przedstawiono przyczyny, jego przebieg oraz uzyskane efekty. Zdefiniowano i zidentyfikowano bardzo nowoczesne metody i koncepcje Zarządzania aplikowanych podmiotach medycznych. Szczególnie zwrócono uwagę na aspekt społeczny wdrażanych zmian w podmiotach medycznych i to zarówno w kontekście otoczenia jak i zatrudnionych pracowników. W kolejnej części przedstawiono szerzej koncepcje outsourcingu wykorzystana w procesie reorganizacji podmiotów medycznych na teranie Chorzowa. Przedstawiono zalety i wady wykorzystania outsourcingu. Wskazano obszary w których możliwy jest do zastosowania outsourcing w podmiotach medycznych. W artykule przedstawiono wybrane projekty outsourcingowe zrealizowane przez Zespół Miejskich Szpitali w Chorzowie. W końcowej części artykułu przedstawiono wnioski zarówno aplikacyjne jak i wnioski naukowe dla prowadzenia reorganizacji podmiotów medycznych.

This paper discusses the process of reorganizing public health entities in the city of Chorzów. The article consists of several parts. The first part is the analysis of the reorganization process of the different medical entities in Chorzów. The analysis shows the process cause, its course and the results achieved. The article defines and identifies cutting-edge management methods and concepts of applied medical entities. Special attention is drawn to the social aspect of the implemented changes, both in the environmental and employment-focused context. The next section presents more widely the outsourcing concepts used in the reorganization process of medical entities in the Chorzów area. The paper indicates the advantages and disadvantages of outsourcing and the areas in which it is possible to use outsourcing for medical entities. The paper also presents a selection of outsourcing projects carried out by the Municipal Hospital in Chorzów. In the final part both the application and scientific conclusions for the reorganization of medical entities are drawn.
