We present a real-time hierarchical approach to an on-line risk assessment at the national level taking into account both local risk analyses performed by key service operators and relevant interdependencies between those services. For this purpose we define mutually agreed predicted service disruption profiles and then propose a coordination mechanism to align those profiles. A simple, four-entity example is provided to illustrate the coordination.

The paper shows the new hierarchical approach to the management of the complex power systems. The solution presents new methods of state space estimation and optimization of the model of the power system at the incompleteness or low accuracy of the arriving information. The exchange of energy between parts of the system is treated as the problem of parameter veracity. The method unifies the mathematical models of subsystems of lower levels into more reliable and accurate final dispatcher system.

Praca dotyczy problemów związanych z konstrukcją programu sterującego przepływem mocy w złożonych systemach elektroenergetycznych. Zaprezentowano nowe podejście hierarchiczne, przedstawiając metodę estymacji zmiennych stanu i optymalizacji trybów pracy poszczególnych części systemu w warunkach niekompletności lub małej dokładności informacji wejściowej. Zaproponowana procedura podejścia scala modele obwodowe stworzone dla podsystemów niższego poziomu, pozwalając na uzyskanie większej dokładności i pewności działania systemu.
