A heuristic algorithm for equipment scheduling at an automated container terminal with multi-size containers

With the increasing volume of shipping containers, container multimodal transport and port scheduling have attracted much attention. The allocation and dispatching of handling equipment to minimize completion time and energy consumption have always been a focus of research. This paper considers a scheduling problem at an automated land-maritime multimodal container terminal with multi-size containers, in which operating facilities and equipment such as quay cranes, vehicles, yard cranes, and external container trucks are involved. Moreover, the diversity of container sizes and the location of handshake areas in yards are concerned. A mixed integer programming model is established to schedule all operating facilities and equipment. To solve the mathematical model is a NP-hard problem, which is difficult to be solved by conventional methods. Then we propose a heuristic algorithm which merges multiple targets into one and designs an improved genetic algorithm based on the heuristic combination strategy in which 20-ft containers are paired-up to the same yard before allocation. After that, some experiments are designed to prove the effectiveness of the model and the algorithm. The effect of configurations on efficiency and energy consumption under different conditions is discussed, and the influences of different parameters and the proportion of 20-ft containers are also compared. Furthermore, the influence of locations of handshake area with different yard quantities are compared. To conclude, there is an optimal number of equipment to be allocated. If few equipment is used, the operation time will be prolonged; if too many, the energy consumption will be increased. When the yard operation is the bottleneck, the handover location should be in the centre, otherwise other locations might be feasible. When the proportion of 20-ft containers that can be combined is large, the method proposed in this paper has advantages over traditional methods. The proposed algorithm has made a breakthrough in improving efficiency and reducing energy consumption.

Obowiązujące studium Warszawy powstało w 2006 roku. Od tego czasu znacząco zmieniła się rzeczywistość społeczno-gospodarcza. U progu lat 20. XXI w. Warszawa, podobnie jak większość metropolii, stanęła przed istotnymi wyzwaniami, takimi jak zmiany demograficzne i klimatyczne czy potrzeba ograniczenia kosztów urbanizacji.

Na odbywającym się w październiku 2010 roku w Katowicach II Śląskim Forum Budownictwa autor przedstawił stan planowania regionalnego w Polsce. Postulował, żeby stworzyć jeden podstawowy dokument planowania regionalnego. Nazwał go wtedy „przestrzenną strategią rozwoju województwa”. Podkreślał także, że „obecna praktyka, posługująca się dwoma dokumentami, Strategią i Planem, zdaje się tkwić w historycznych zaległościach” [1]. Po dziesięciu latach powraca do tego tematu i dokonuje przeglądu zmian w podejściu do planowania rozwoju zagospodarowania przestrzennego w województwie śląskim. W kontekście obowiązujących regulacji prawnych zwraca uwagę na dążenia do kształtowania, a także prowadzenia w województwie zintegrowanej polityki rozwoju. Przedstawia przesłanki i uwarunkowania związane z przygotowaniem zmian w Planie Zagospodarowania Przestrzennego Województwa Śląskiego 2020+.

At the II Building Forum in Katowice in October 2010, the author presented the state of the regional planning in Poland. He proposed to create one basic regional planning document: „spatial development strategy”. He said: „Present practice of using two documents, The Strategy and The Plan, is outdated” [1]. After ten years, he comes back to this subject and reviews the changes in the land development planning in the Silesian Voivodeship. In the context of the present law regulations, he draws attention to attemps to shape and conduct an integrated development policy in the voivodeship. He presents premises and determinants connected with preparation of the changes in the Spatial Development Plan of the Silesian Voivodeship 2020+.

Artykuł stanowi pewnego rodzaju syntezę teoretycznych podstaw badań prowadzonych przez autora w ramach pracy doktorskiej. Celem rozprawy było znalezienie narzędzia badawczego pomocnego w obiektywizacji decyzji planistycznych związanych z realizacją pożądanej infrastruktury turystycznej, niezbędnej do prawidłowego funkcjonowania turystyki zrównoważonej na wybranym obszarze. Autor zwraca szczególną uwagę na rolę turystyki w aktywizacji społeczno-ekonomicznej małych miast w warunkach zrównoważ onego rozwoju.

The following paper is considered to be a kind of synthesis of theoretical theoretical basis of research conducted by the author within the PhD thesis. The purpose of the work was to find a helpful research tool serving the objectification of planning decisions relating to the implementation of the required tourism infrastructure necessary for the proper functioning of the sustainable tourism. The author pays particular attention to the role of tourism in socio-economic activation of small towns in terms of sustainable development.

W artykule przedstawiono problem wdrażania controllingu w małych i średnich przedsiębiorstwach. Podjęto próbę konfrontacji koncepcji, celów oraz narzędzi controllingu z cechami MSP. Zwrócono uwagę, że zapotrzebowanie na controlling będzie rosło wraz ze wzrostem zewnętrznych wymagań informacyjnych (nowe bazylejskie umowy kapitałowe Basel II), a kompleksowe spojrzenie na przedsiębiorstwo będzie możliwe dzięki zintegrowanemu planowaniu jego działalności.

In this paper we emphasize the need of application of the controlling methods in smali and medium size enterprises (SME). The main objective is to analyze and compare the: main conceptions, goals and (functionality of) controlling tools with the characteristic fea-tures of the SMEs. The growing demand for the controlling methods results of the informa-tion reąuires (Basel Standards II). The integrated management systems seems to be the only way to mąkę complex analyze of the condition of the enterprise available.
