Academic e-learning management with e-learning scorecard

E-learning is becoming more and more popular form of students’ education. Universities should perceive it as one of their directions of development. The aim of the paper is to present the concept of using e-learning scorecard (eLSC) in the managemet of e-learning activity of the university. The project of e-learnig scorecard uses the academic e-learning experience of the Faculty of Management of CUT (Poland) and the Faculty of Economics and Social Sciences of SzIU (Hungary). The method allows for the complex investigation into the effects of the conducted activity and can be applied as a tool of management of the e-learning implementation, i.e. monitoring the achievement of goals. There are given the examples of aims of the conducted e-learning activity of the university in four perspectives applied in scorecard: financial, stakeholder’s, internal process and learning & growth. Furthermore, there are indicated the means of their implementation.

E-learning staje się coraz popularniejszą formą edukacji studentów. Uniwersytety powinny postrzegać ją jako jeden z kierunków rozwoju. Celem artykułu jest przedstawienie koncepcji wykorzystania e-learningowej karty wyników (eLSC) w zarządzaniu działalnością e-learningową uczelni. Projekt karty wyników e-learnigu wykorzystuje doświadczenie e-learningu akademickiego Wydziału Zarządzania PCz (Polska) oraz Wydziału Nauk Ekonomicznych i Społecznych SzIU (Węgry). Metoda pozwala na kompleksowe badanie efektów przeprowadzonej działalności i może być stosowana jako narzędzie zarządzania wdrożeniem e-learningu, tj. monitorowanie realizacji celów. Podano przykłady celów prowadzonej działalności e-learningowej uniwersytetu w czterech perspektywach stosowanych w karcie wyników: finansowej, interesariuszy, procesów wewnętrznych oraz uczenia się i rozwoju. Ponadto wskazano sposoby ich realizacji.

Evaluation model for innovative research projects in the 2014–2020 perspective

The paper presents an original evaluation model for innovative research projects that can be used by entrepreneurs and other institutions in the process of project management. The model has two aims: to be a support for the organisations, which plan to submit the project proposal (ex-ante evaluation) and, on further stages of the project (on-going, ex-post, follow-up), to decide if the topics undertaken in the project are worth being continued or terminated. The requirements of the evaluation process from the 2014–2020 perspective are considered in the model as this perspective is directed to companies, although the research institutions also can take part in the projects. The aim of the 2014–2020 perspective is to support companies in developing products that should be successfully implemented in their business activity or on the market; therefore, the evaluation must be performed precisely and carefully, and it should indicate the elements that are compulsory for the ex-ante evaluation, and which must be considered when applying for funds.

Artykuł przedstawia autorski model ewaluacji innowacyjnych projektów badawczych, który może zostać zastosowany przez przedsiębiorstwa i inne instytucje w procesie zarządzania projektem. Model ma dwa cele: być narzędziem wspomagającym dla organizacji, które planują złożyć propozycję projektu (ewaluacja ex-ante) oraz, na dalszych etapach projektu (on-going, ex-post, follow-up), umożliwiać podjęcie decyzji, czy uruchomione tematy należy kontynuować, czy zaprzestać. W modelu uwzględniono wymagania dotyczące ewaluacji w perspektywie finansowej 2014–2020, jako że ta perspektywa skierowana jest głównie do firm, mimo że inne instytucje również mogą brać udział w projektach. Celem perspektywy finansowej 2014–2020 jest wspomaganie przedsiębiorstw w opracowywaniu produktów, które powinny być pomyślnie wdrożone w ich działalności gospodarczej lub na rynku, dlatego też ewaluacja musi być prowadzona starannie i dokładnie i powinna uwzględniać elementy, które są obowiązkowe w ewaluacji ex-ante propozycji projektu.

Celem artykułu jest wskazanie możliwości wykorzystania Zbilansowanej Karty Dokonań jako instrumentu controllingu strategicznego, która może skutecznie wspierać procesy zarządzania przedsiębiorstwa funkcjonującego w branży energetyki cieplnej. Opracowanie powstało w wyniku badań, które zostały przeprowadzone w jednym z największych polskich przedsiębiorstw branży energetycznej w zakresie wykorzystania instrumentów controllingu do wsparcia procesów zarządzania podmiotem. W opracowaniu przedstawiono istotę Zbilansowanej Karty Dokonań w czterech perspektywach wraz ze sformułowanymi celami strategicznymi dla każdej z nich oraz propozycję mierników stopnia ich realizacji. Mimo, że kluczowe znaczenie ma w przedsiębiorstwie perspektywa finansowa, to badane przedsiębiorstwo szczególną uwagę zwraca na procesy rozwoju pracowników, którzy stanowią podstawę funkcjonowania podmiotu i są identyfikowane w perspektywie wiedzy i rozwoju. Pozostałe opisane perspektywy przy formułowaniu celów strategicznych i ich mierników uwzględniają w istotny sposób specyfikę funkcjonowania przedsiębiorstw na rynku energetycznym.

This article aims to indicate the possibility of using a Balanced Scorecard as an instrument of controlling strategic, which can effectively support the strategic management processes of companies operating in the thermal power industry. The development was a result of studies that have been carried out in one of the largest Polish enterprises in the use of energy controlling instruments to support the process of management of the entity. The study presents the essence of Balanced Scorecard in four perspectives with the strategic objectives formulated for each of them and the proposed measures of the extent of their implementation. Although it is essential to the enterprise has the financial perspective, it investigated the company pays special attention to the processes of development workers who are crucial for the entity and are identified in the perspective of knowledge and development. Others described a balanced perspective of the Balanced Scorecard in formulating strategic objectives and their metrics take into account the specificity of the significant companies in the energy market.

Degradacyjny wpływ na środowisko był i nadal jest dominującym wśród czynników kształtujących strukturę gałęziową systemów transportowych oraz oddziałujących na kierunki rozwoju poszczególnych gałęzi transportu. W ostatnich latach, kiedy to wzrosła świadomość ekologiczna społeczeństwa, można zauważyć wyraźny wzrost rangi czynnika proekologicznego w kształtowaniu systemów transportowych. Czynnik ten jest nierozerwalnie związany z wzrastającą dbałością społeczeństwa o ochronę środowiska, oraz rozwojem metod pomiaru szkodliwego oddziaływania na środowisko. Wzrost świadomości ekologicznej stał się niewątpliwie przyczyną poszukiwania przyjaznych dla środowiska kierunków rozwoju gospodarki, w której to transport odgrywa ogromną rolę. W rozważaniach referatu główną uwagę zwrócono na finansowanie rozwiązań ekologicznych w transporcie w perspektywie finansowej 2007-13.

Influence on the environmental degradation was and still is among the dominant factors shaping the structure of production, transport systems and trends affecting the various branches of transport. In recent years, when it increased public ecological awareness, it can be seen a clear increase in the rank of ecological factors in shaping transportation systems. This factor is inextricably associated with society's growing attention to environmental protection and the development of methods of measuring harmful influence on the environment. Undoubtedly, increase ecological awareness has become the cause of seeking environmentally friendly developments of the economy, in which transport plays important role. In consideration of the paper the main attention is paid to financing ecological solutions in the transport in the financial prospect 2007-13.
