Presupposition for realizing the demand for bus transport is the existence of its potential, which represents the population of that city, region, or state. Public passenger transport is considered to be an instrument of state social policy. The legislation defines it as transport performed to satisfaction the transport needs of persons, especially vulnerable groups, pupils, students, and pensioners. A significant problem in Slovakia and also in abroad is an aging population. The retired population has different transport habits like other groups of passengers (children, pupils and students, economically active persons), which is related to the change of transport requirements, as well as an adaptation the public transport offer. In recent years, the number of license holders of individual disabled persons has been increasing in Slovakia, or possibly individual person with severe disability with a guide. In this article, we focus on examining the issue of the rising trend of issued valid licenses of disabled persons and persons with reduced mobility, and related new measures, to which transport undertakings are confronted and transport service subscribers. The aim is also to identify the motivation to own a disability person license or persons with reduced mobility with the ability to use it for the demand for public passenger transport.

Demographic trends at national levels, caused by the aging of the population, raise the barriers to the possibilities of higher quality of living of the people when their working part of life comes to an end. The contribution to increasing the quality of life can be mostly realized by using customized information-communication solutions and services within the concept of “Ambient Assisted Living” (AAL). The AAL concept uses the advanced available technology to enable new products, services and processes that help ensure higher quality of living for the elderly, the disabled and persons of slow mobility. It also supports enhanced social connectivity, access to the outside world and it should provide inclusion and mobility (autonomy) to all persons. By applying the AAL concept in everyday movements and lives of the users allows the creation of the user base of all relevant information. With synergic action of several technologies the AAL concept becomes even more complex. In order to present this complexity, the paper describes the capabilities of individual technologies depending on the users’ needs, and the models of establishing the possible solutions. The application of the AAL concept in the traffic environment can contribute to significant increase in the quality of life also outside the basic environment (flat, house…). It is necessary to explore also the challenges of the interoperability and the area of coverage of services based in this way because of the sensitivity of the target users to the reliability of the system operation.

Spośród ośmiu obecnie obowiązujących Technicznych Specyfikacji Interoperacyjności dla podsystemów strukturalnych tylko TSI PRM tak wyraźnie nawiązuje do potrzeb pasażerów korzystających z infrastruktury kolejowej. Jednocześnie jest ona jedną z najstarszych i najrzadziej stosowanych TSI.

W artykule omówiono podstawowe zagadnienia dotyczące wymagań zawartych w Technicznej Specyfikacji Interoperacyjności, ustanowionej w grudniu 2007 r., w aspekcie dostępności taboru kolejowego dla osób o ograniczonej sprawności ruchowej.

W artykule przedstawiono wybrane wymagania dla stacji kolejowych, zawarte w Technicznej Specyfikacji Interoperacyjności - TSI (podsystemy: "Infrastruktura" i "Tabor", aspekt: "Dostępność dla osób o ograniczonej sprawności ruchowej"). Opisano pojęcia, które zawiera TSI. Omówiono najważniejsze elementy infrastruktury, ujęte w TSI oraz przedstawiono dla każdego elementu wybrane wymagania i zalecenia.

The paper presents selected requirements for railway stations included in the TSI (Technical Specification for Interoperability) - Subsystems: "Infrastructure" and "Rolling Stock" - Aspect: "Availability for persons with reduced mobility"). Terms used in the TSI are described and selected requirements and recommendations for each element are also presented.

Nowoczesna kolej jest środkiem transportu dostępnym dla osób niepełnosprawnych, przy czym poziom dostępności jest uzależniony od taboru przewozowego i infrastruktury. Proces dostosowywania kolei do przewozu osób niepełnosprawnych jest kosztowny i jego realizacja wymaga długiego czasu. Powinien się opierać na programie działań, lecz takiego programu brak. Pomoc w jego opracowaniu może przynieść pełna, usystematyzowana wiedza o skali problemów i potrzeb.

Modern railway is a means of transport available to persons with reduced mobility, however, the degree of its availability depends on the rolling stock and railway infrastructure. Adaptation of railways for transport of the disabled persons is costly and time consuming process. This should be based on appropriate programme of activities, nevertheless, such programme does not exist. Full and systematized knowledge of the needs and scale of the problem would be helpful to draw it up.
