Problem właściwego poziomu kompetencji nabiera dodatkowego znaczenia w przypadku prowadzenia działalności, w której występują zagrożenia życia, utraty zdrowia czy negatywnego wpływu na naturalne środowisko, a takie mogą występować w obszarze chłodnictwa, klimatyzacji i pomp ciepła.

The theoretical research and substantiation of specialists compliance estimation with corporate requirements on the basis of international certification and determination of its role in the system of enterprise’ staff management are carried out in the article. The algorithm of the enterprise’ effect achievement of the preliminary international certification of the personnel involved in oil and gas wells drilling is offered. The relationship between the number of persons trained and certified by International Well Control Forum in Drilling Simulation Center of the Ivano-Frankivsk National Technical University of Oil and Gas and the volume of drilling of oil and gas wells in Ukraine is analyzed. The task was accomplished by means of correlation and regression analysis. The results of the calculations allow us to make sufficiently plausible assumptions about the impact of training and certification on drilling volumes. It is established that the increase in the number of persons certified according to International Well Control Forum for one person will allow to expect the volume of drilling of oil and gas wells by 0.734 thousand metres per year.

System SCC (ang. Safety Checklistfor Contractors) to system zarządzania bezpieczeństwem, zdrowiem i środowiskiem, zyskujący w ostatnich latach popularność w Polsce, a jednocześnie jeden z najszerzej stosowanych systemów zarządzania bezpieczeństwem w Europie. Jednym z czynników mających wpływ na rosnące zainteresowanie systemem SCC, poza jego przejrzystością i dobrym skorelowaniem z krajowymi przepisami bhp, może być jego bezpośrednia przydatność w kreowaniu pozytywnych postaw i zaangażowania pracowników w sprawy bhp przedsiębiorstwa. W artykule przedstawiono wybrane wymagania normy SCC:2011, stanowiące jednocześnie narzędzia z obszaru edukacji, a służące do właściwego przygotowania pracowników do wykonywania prac szczególnie niebezpiecznych. Omówiono wymagania dla certyfikacji personalnej, zarówno pracowników operacyjnych, jak i kadry zarządzającej oraz bezpośredniego nadzoru. Przedstawiono przykłady sposobu realizacji szkoleń, instruktarzy i spotkań narzędziowych bhp (safety-toolbox-meeting), zgodnie z normą SCC:2011. W opracowaniu przedstawiona została również idea modyfikacji tradycyjnego modelu realizacji szkoleń okresowych bhp, pozwalająca na zmniejszenie zjawiska oporu i zniechęcenia ze strony uczestników, jak również na uniknięcie powszechnych zjawisk patologicznych w obszarze szkoleń okresowych. Tezy stawiane w opracowaniu przez autora, audytora wiodącego systemów zarządzania wg normy SCC, poparte zostały analizami i obserwacjami funkcjonujących systemów zarządzania wdrożonych i certyfikowanych w kilkunastu polskich przedsiębiorstwach.

The SCC (Safety Checklist for Contractors) is a system for managing safety, health and the environment, gaining the popularity in recent years in Poland, and one of the most widely used safety management systems in Europe. One of the factors affecting the growing interest in the SCC system, beyond its transparency and good correlation with national health and safety regulations, may be its direct usefulness in creating the positive attitudes and the involvement of employees in the OHS issues of the company. The author presents the selected requirements of the SCC: 2011 standard, which are also the tools in the education, and used to prepare employees to perform particularly hazardous works. The paper discusses the requirements for the certification of personnel, both operational staff, management and the direct supervisors. The author shows some examples of the implementation of trainings, instructions and safety meetings according to the SCC: 2011 standard. The paper presents the idea of the traditional model of periodic safety training modification, which allows to reduce the level of resistance and discouragement of participants, as well as gives a chance to avoid widespread pathological phenomena in the area of periodic safety trainings. The thesis presented by the author – the leading auditor of management systems according to the SCC standard, have been supported by the analysis and observations of the management systems implemented and certified in several Polish companies.

Artykuł dotyczy historii krajowego systemu certyfikacji personelu badań nieniszczących w Polsce. Zawarto w nim opis zdarzeń w ramach Narodowego Programu Przygotowania do członkostwa w Unii Europejskiej, które przyczyniły się do powstania systemu. Podkreślono wiodącą rolę Urzędu Dozoru Technicznego w procesie tworzenia krajowego systemu certyfikacji personelu badań nieniszczących. UDT działał w tym zakresie z upoważnienia Ministra Gospodarki pełniącego wiodącą rolę w realizacji Narodowego Programu.

The paper relates the story of the national system of certification of NDT personnel in Poland. The paper presents an overview of events in the framework of the National Program of Preparation for membership in the European Union, which contributed to the creation of the system. Emphasized the leading role of UDT in the process of creating a national system of certification of NDT personnel. UDT acted in this respect the authority of the Minister of Economy, performing a leading role in the implementation of the National Program.

Artykuł dotyczy certyfikacji personelu badań nieniszczących w kontekście wdrożenia do normalizacji krajowej PN-EN ISO 9712 oraz PN-EN ISO/IEC 17024 w języku polskim. Omówiono w nim wymagania dotyczące zasad kwalifikacji i certyfikacji personelu NDT zgodnie z PN-EN ISO 9712:2012. Uwzględniono również wymagania PN-EN ISO/IEC 17024:2012 w odniesieniu do jednostek certyfikujących osoby. Wskazano na najistotniejsze zmiany w procesie certyfikacji, które zostały wprowadzone w stosunku poprzednich wydań ww. norm.

The paper concerns the certification of NDT personnel in the context of the implementation of the national standardization of PN-EN ISO 9712 and EN ISO/IEC 17024 in the Polish language. The paper discusses the requirements for eligibility rules and certification of NDT personnel based on PN-EN ISO 9712: 2012. Also included are the PN-EN ISO/IEC 17024: 2012 requirements for personnel certification bodies. Indicated on the most important changes in the certification process, which has been introduced in respect of the previous editions of the above standards.

Według wymagań normy europejskiej EN 15257 osoby prowadzące działalność techniczną w dziedzinie technologii ochrony katodowej powinny posiadać określone kompetencje zawodowe. Potwierdzeniem kompetencji jest odpowiedni certyfikat wystawiany przez zatwierdzoną, akredytowaną w PCA jednostkę certyfikującą osoby. Norma przewiduje cztery sektory zastosowań ochrony katodowej (ochrona katodowa w ziemi, w wodzie morskiej, w betonie oraz wewnątrz aparatów) i 3-stopniową certyfikację. W referacie omówiono postanowienia normy dotyczące wymagań w zakresie kompetencji, zakres wymaganych wiadomości i doświadczenia zawodowego oraz zasady prowadzenia egzaminów certyfikujących. W Polsce proces certyfikacji personelu ochrony katodowej wdraża od września 2013 r. UDT CERT w Warszawie.

As per the requirements of European standard EN 15257, persons conducting technical activities in cathodic protection technology should demonstrate specific professional competences. Such competences can be confirmed by a certificate, issued by a personnel certifying institution accredited by the Polish Centre for Accreditation. The standard defines four sectors of application of cathodic protection (underground and immersed metallic structures, marine metallic structures, reinforced concrete structures and inner surfaces of metallic container structures) and presents the existing three levels of certification. The provisions of the standard relating to competence requirements, the scope of the required knowledge and professional experience, and the principles of conducting certifying examinations are discussed in the paper. In Poland, the cathodic protection personnel certification process is being implemented from September 2013 by the UDT CERT in Warsaw.

Omówiono w zarysie sposoby oceny predyspozycji i kompetencji pracowników stosowane w procesie rekrutacji oraz podczas ocen okresowych. Szczególną uwagę poświęcono ocenie cech pracowników wykonujących zadania metrologiczne. Przedstawiono jeden z systemów badawczych opracowanych w Instytucie Metrologii i Systemów Pomiarowych Politechniki Warszawskiej, który po adaptacji i walidacji mógłby służyć do testowania zdolności dostrzegania szczegółów w zmieniających się dynamicznie sygnałach i obrazach.

This paper outlines ways of workers' abilities and competence assessment used in the process of personnel recruitment. Particular importance is attached to metrology personnel evaluation. One of experimental stations developed in Institute of Metrology and Measurement Systems, Warsaw University of Technology, is described. After the process of adaptation and validation, the system could be used in order to test ability of detail-noticing in dynamic signals and pictures.
