Stałą funkcją państwa jest prowadzenie przygotowań obronnych. Podstawę przygotowań obronnych państwa stanowią potrzeby obronne oraz wynikające z nich zadania obronne. Są to przedsięwzięcia realizowane przez organy władzy i administracji publicznej, jednostki organizacyjne podległe i nadzorowane przez te organy, instytucje państwowe, przedsiębiorców oraz obywateli. Związane są z przygotowaniem państwa do sprawnego działania i przetrwania w warunkach zewnętrznego zagrożenia państwa i w czasie wojny, a także usuwanie skutków po zażegnaniu zagrożenia, zmierzające do przywrócenia stanu normalnego funkcjonowania państwa. Zadania te w administracji publicznej są realizowane na stanowiskach pracy związanymi z obronnością kraju. Łącznikiem pomiędzy państwem w zakresie polityki obronnej i siłami zbrojnymi, a obywatelami i różnymi instytucjami „cywilnymi” w terenie są terenowe organy administracji wojskowej. W TOAW zatrudnieni są członkowie korpusu służby cywilnej. Realizują zadania na rzecz obronności i bezpieczeństwa państwa. Właściwe przygotowanie zasobów osobowych TOAW obejmujące planowanie, organizowania i zarządzanie gwarantuje realizację zadań w powyższym zakresie na najwyższym poziomie.

Conducting defense preparations is a permanent function of the state. The basis for the defense preparations of the state are defense and resulting needs of them defense tasks. These are projects implemented by authorities and public administration, organizational units subordinate and supervised state institutions, entrepreneurs and citizens. They are associated with the preparation of the state for efficient operation and survival in conditions external threat to the state and during war as well as removal of effects after averting the threat, aimed at restoring the normal state of the state's functioning. These tasks in public administration are carried out related to national defense. A link between the state in the field of defense policy and the armed forces and local military administration bodies are citizens and various "civil" institutions on the ground. Civil service corps members are employed in TOAW. They carry out tasks for the defense and security of the state. Proper preparation of TOAW's personal resource, including planning, organization and management, guarantees the implementation of tasks in the above-mentioned scope at the highest level.

Jedną z zasadniczych funkcji administracji publicznej jest zapewnienie obywatelom podstawowych warunków bezpieczeństwa m.in. przed potencjalnymi i realnymi zagrożeniami związanymi z siłami natury i działalności człowieka w czasie pokoju, kryzysu i wojny. Zadania w tym zakresie będą realizowane w ramach systemu bezpieczeństwa narodowego oraz funkcjonującego w nim systemu (podsystemu) obronnego państwa m.in. poprzez realizację szeregu przedsięwzięć pozamilitarnych, określonych w wielu przepisach prawa, a w szczególności zadań operacyjnych, które będą wykonywane przez organy kierowania i podległe im jednostki organizacyjne administracji publicznej wszystkich szczebli. Z doświadczeń historycznych wynika, że zagrożenia militarne są nadal realne, ponieważ wynikają z natury człowieka i nieuchronnych konfliktów interesów. Zatem wojny były, są i będą tylko zmieni się ich forma i sposoby prowadzenia. Podstawowym sposobem zapobieżenia wojnie są przygotowania obronne, w myśl starożytnej zasady Wegecjusza, która głosi, że: jeśli chcesz pokoju to gotuj się do wojny.

One of the essential functions of public administration is to provide citizens with basic m.in security conditions. Against the potential and real dangers of the forces of nature and human activity in times of peace, crisis and war. Tasks in this area will be pursued within the framework of the national security system and the operating system (subsystem) of the defence m.in State. Through the implementation of a number of non-military ventures, as defined in a number of legal provisions, in particular operational tasks, which will be exercised by the steering authorities and the organizational units of the public administrations of all levels. Historical experience shows that military threats are still real, because they stem from the nature of human beings and imminent conflicts of interest. So the wars were, they are and will only change their form and ways of carrying. The primary way to prevent war is by defensive preparations, according to the ancient principle of Wegecus, which procreate that if you want peace then get ready for war.

The purpose of this project was to determine the relationships between the sense of coherence and paramedics’ coping with stress styles. Owning such resources as high sense of coherence or task-oriented coping with stress style does not imply triggering them in encountering a critical situation. However, if triggered, they become an important variable acting as an intermediary between stressful events and coping. Two concepts serve as a theoretical basis: R. Lazarus’ transactional theory of stress and Antonovsky’s salutogenic theory.

The concept of personal resources is used in health psychology in reference to all the factors that help in coping with stress. Moos and Schafer define personal resource as: ‘relatively stable personal and social factors, which influence the way the individual tries to tackle life crises and stress transactions’. Many researchers count the following as important personal resources: social support, ways of coping with stress, self-esteem and self-efficacy, sense of coherence, level of optimism, ability to act assertively, locus of control. Paramedics can be associated with jobs requiring above-average level of both health and psychological costs. Thus, determination of the relation between the sense of coherence and ways of coping with stress will be the subject of this project.
