Celem niniejszego artykułu jest ukazanie działań wybranych podmiotów administracji publicznej mających na celu zwalczanie handlu ludźmi w Polsce. Dla osiągnięcia celu artykułu Autor przybliżył zadania i rolę Ministerstwa Spraw Wewnętrznych i Administracji, Zespołu ds. Zwalczania i Zapobiegania Handlowi Ludźmi, Wojewody i Urzędu Wojewódzkiego, Urzędu ds. Cudzoziemców, Administracji samorządowej, Policji, Straży Granicznej, Prokuratury, a także Fundacji Przeciwko Handlowi Ludźmi i Niewolnictwu „La Strada”, Fundacji Dajemy Dzieciom Siłę i Fundacji ITAKA – Centrum Poszukiwań Ludzi Zaginionych. Nie mniej ważne stało się przedstawienie podstawowych definicji pojęć istotnych z punktu widzenia podjętej problematyki.

The purpose of this article is to show the activities of selected public administration entities in the fight against human trafficking in Poland. To achieve the purpose of the article, the author presented the tasks and role: The Ministry of Internal Affairs and Administration, Team for Combating and Preventing Human Trafficking, Office for Foreigners, Province Governor and Provincial Office, Local Government, Police, Border Guards. Prosecutor’s Office, Foundation Against Human Trafficking and Slavery „La Strada”, ITAKA Foundation – Center for Missing People and The Children’s Strength Foundation. The article also presents the most important definitions of terms pertain human trafficking.

The text addresses the growing interest in praxeology as the theory of effective action in the form that has been given to this field mainly by Tadeusz Kotarbinski. The transformation of the social order requires the application of technical recommendations that improve all good work, and praxeology determines the canons of such efficiency such precisely. Praxeology also enforces the use of ethnical norms and references to value systems because they determine adaptive strategies of individuals and social groups, and thus influence the organizational culture of a company.

Polska należy do państw Unii Europejskiej o najwyższych wskaźnikach zabitych w wypadkach drogowych. Stad też podniesienie poziomu edukacji i kształtowanie odpowiedzialnej moralnie postawy kierujących jest jednym z głównych kierunków działań przewidzianych w Narodowym Programie BRD na lata 2013-2020. W artykule przedstawiono statystyki dotyczące sprawców i przyczyn wypadków drogowych w UE i w Polsce oraz omówiono znaczenie edukacji kierowców jako metody podniesienia bezpieczeństwa ruchu drogowego. Ponadto omówiono zmiany ustawy o kierujących pojazdami, dotyczące dodatkowego szkolenia kierowców popełniających wykroczenia oraz przedstawiono ofertę w zakresie edukacji i szkoleń kierowców w Polsce.

Poland belongs to the European Union countries with the highest rates of fatalities in road accidents. Therefore, raising the level of education and formation of morally responsible attitude of drivers is one of the main objectives set out in the National Road Safety Programme for 2013-2020. The article presents statistics on the perpetrators and the causes of road accidents in the EU and Poland and discusses the importance of driver education as a means to increase road safety. Moreover, the amendments to the act on vehicle drivers, concerning the obligatory additional training of drivers committing the offenses and offers in the field of education and training of drivers in Poland are presented.

W artykule scharakteryzowano zachowanie polegające na zbiegnięciu z miejsca wypadku drogowego. Omówiono historyczne kształtowanie się regulacji prawnych w tym zakresie, ze szczególnym uwzględnieniem przesłanek wprowadzenia art. 178 do kodeksu karnego. Przedstawiono stanowisko praktyki sądowej w świetle orzecznictwa Sądu Najwyższego. Zilustrowano zjawisko zbiegnięcia w aspekcie społecznym, z powołaniem statystyk wypadków drogowych oraz przeprowadzonych w literaturze badań częstotliwości występowania tego zjawiska. Omówiono cele i motywacje sprawcy opuszczającego miejsce zdarzenia. W szczególności zwrócono uwagę na zamiar uniknięcia odpowiedzialności karnej za prowadzenie pojazdu w stanie nietrzeźwości. Zasygnalizowano problem nieudzielenia pomocy ofierze wypadku. Przytoczono argumenty na rzecz traktowania tego zachowania jako celowego, intencjonalnego, ukierunkowanego na uniknięcie odpowiedzialności karnej.

The article characterizes the behaviour of leaving the scene of a road accident. The historical development of the legal regulations in this field, have been discussed, with particular emphasis on the intentions for introducing the Art. 178 to the Criminal Code. The position represented by judicial practice in the light of passing the judgements by the Supreme Court, has been presented. The phenomenon of leaving the scene has been illustrated in the social aspect, citing the statistics of road accidents and the research conducted on the occurrence of this phenomenon, found in the literature. The intentions and motivations of the perpetrators leaving the scene, have been discussed. In particular, the intention to avoid criminal responsibility for driving while intoxicated has been highlighted. The problem of not providing assistance to the accident victim has been signalled. The arguments in favour of treating this type of behaviour as purposeful, intentional, targeted to avoid criminal liability, have been quoted.
