Since the huge database of patent documents is continuously increasing, the issue of classifying, updating and retrieving patent documents turned into an acute necessity. Therefore, we investigate the efficiency of applying Latent Semantic Indexing, an automatic indexing method of information retrieval, to some classes of patent documents from the United States Patent Classification System. We present some experiments that provide the optimal number of dimensions for the Latent Semantic Space and we compare the performance of Latent Semantic Indexing (LSI) to the Vector Space Model (VSM) technique applied to real life text documents, namely, patent documents. However, we do not strongly recommend the LSI as an improved alternative method to the VSM, since the results are not significantly better.

The aim of the paper is to present some of the methods supporting licensing decisions. The methods are based on many-sided analysis of patent information, obtained from the online databases reachable in STN International, which is one of the main providers of online information. First part of the article briefly describes basic problems relating to the utilisation of licenses and their connection with production improvement, research and development. This part also contains short description of used databases. In Appendix A exemplary online documents are presented. The next part of the paper presents some simple statistical methods, based on quantitative combinations of patents and patent citations. More eomplex researeh methods as patent clusters (groups) and citation matrixes, are also described. The paper shows that it is possible to make simple and relative cheap but simultaneously valuable analyses, basing on the presented bibliometric methods that use the described sources of information...However, more exact analyses, especially on strategic (global) level (political according to the nomenclature introduced by F. Narin [11]), giving wider view to relationships between investigated objects, require an access to the full records, what in considerable degree - in case of online bases - enlarges costs of analysis.
