The social and economic security in programs of Poland’s leftist political parties at the beginnings of 1990s

The authors’ approach towards the main topic of this article is retrospective, in a sense of overviewing a politological account of changes occurred during transformation, based on Poland’s contemporary history and in face of its political significance. It presents the position of the left-wing political parties on the issue of rebuilding the country’s economic system in the initial period of transformation. The analysis refers specifically to the issues of social and economic security of Poland, at a given timeline with narrow political spectrum of the political parties. The problems discussed are characterized by the fact that the source database is deliberately limited to the documents and publications that are contemporary to the political events of those times. Indeed, some of the sources base is a chronicle like account of concepts’ evolution in manner corresponding to description relating to times and values of interest. In the opinion of the authors, this allows for methodical individual evaluation of described processes, in reference to the facts analyzed and final synthesis manifestation, within the given processes and their outcome. Moreover, such approach is putting the security questions on proper fundaments of one of the original determinants.

Artykuł ma charakter retrospektywny. Autorzy ukazuje stanowiska lewicowych partii politycznych w kwestii przebudowy systemu ekonomicznego Polski w początkowym okresie transformacji. Analizuje pomysły tych ugrupowań dotyczące bezpieczeństwa gospodarczego oraz społecznego Polski. Artykuł charakteryzuje się tym, że baza źródłowa jest świadomie ograniczona do dokumentów i publikacji będących jak najbardziej zbliżonych czasowo do opisywanych wydarzeń, a niektóre z źródeł stanowią wręcz kronikarski zapis ówczesnych koncepcji. Pozwala to na indywidualną ocenę tych procesów, unikając zarazem licznych dzisiejszych ocen i analiz dotyczących opisywanego okresu. W rzeczy samej, niektóre źródłowo podjęte tematy są chronologiczne w stosunku do rozwijających się treści i zainteresowań. W opinii autorów, takie podejście umożliwia metodyczną ewaluację opisywanych procesów na bazie opisywanych faktów, ukazanych całościowo i syntetycznie. Umożliwia to równocześnie obserwację procesów i skutków przemian. W tym sensie właśnie problematyka bezpieczeństwa narodowego ukazana jest przez determinanty, które bazują na odpowiednim fundamencie, w tym wypadku społeczno-politycznym.

Considering the scope of changes for security of Poland since its political transition of 1989 and understanding of possible many dangers associated with this process, one must remember that the major concerns at the transitional period did not only refer to the military, political and institutional matters, but similar anxiety has been placed on economic and social safekeeping of Poland. It is in these plannistic spheres of doctrinal agenda a sanctuary for Poland was supposed to be worked out with a new model for its well-being, stability, and other forms of security. The authors in following article analyze some of the forgotten discussions, in reference to, not generally well remembered, political parties’ doctrinal programs and not always pragmatic outcome, but having at least an impact on thinking about a process of state security planning, as in case of the Polish Peasant’s Party (Polskie Stronnictwo Ludowe - PSL) and Confederation of Independent Poland (Konfederacja Polski Niepodległej - KPN). At the given moment of such conceptualization its evaluation was not possible and would not be objective enough. Only with current analysis we can see that some programs were based on a wishful thinking. Nonetheless, they are important, since presenting an overview of mental evolution of thinking about the general state security.

Rozważając zakres przemian, jakie się dokonały w interpretacji zagrożeń dla Polski po przemianach systemowych w 1989 r., warto przypomnieć początki budowania poczucia bezpieczeństwa, co miało miejsce nie tylko w odniesieniu do spraw wojskowych, politycznych i instytucjonalnych, lecz także w równym stopniu wyrażało się w zaangażowaniu w sferze społeczno-ekonomicznej poszczególnych partii politycznych. To w tych przestrzeniach doktrynalnego planowania bezpieczeństwa dominowały polityczne dyskusje. Autorzy przez pryzmat dwóch partii politycznych - PSL i KPN - przypominają niektóre bardziej wyraziste programy polityczne lat 90. XX w., chociaż niekoniecznie dobrze znane w sensie ogólnym, ale mające wkład w proces myślenia o sferach bezpieczeństwa państwa. W chwili gdy były one koncypowane, nie można było praktycznie potwierdzić ich znaczenia, dopiero obecnie, po dokonaniu analizy, można zauważyć, że programy te były nierzadko życzeniowe, ale też pokazują proces ewolucji systemowej na poziomie szeroko ujętego myślenia o bezpieczeństwie państwa.

Analizuje pomysły tych ugrupowań dotyczące bezpieczeństwa gospodarczego oraz społecznego RP. Artykuł charakteryzuje się tym, że baza źródłowa jest świadomie ograniczona do dokumentów i publikacji jak najbardziej zbliżonych czasowo do opisywanych wydarzeń, a niektóre ze źródeł stanowią wręcz kronikarski zapis ówczesnych koncepcji. Pozwala to na indywidualną ocenę tych procesów i uniknięcie zarazem licznych dzisiejszych ocen i analiz dotyczących opisywanego okresu.

By method of retrospection the author of an article is overviewing political agendas of the major liberal and conservative parties of Poland, in its first stage of transformation process, in respect to the rebuilding of its economic system. The focus is made upon the analisys of their stands toward the socio-economical security of Poland. The range of bibliographical spectrum has been consciously narrowed to the documents and publications in close time range to the actual discussion taking place at that time. Some of the sources can be treated as the chronicles of the events and conceptions being considered. This allows for the individual appraisal of those process taking place, putting aside aboundance of opinionated descriptions and analisys written currently.
