The lighting of housing estate parking spaces as a source of light pollution

This publication is devoted to the problem of lighting in parking spaces ina housing estate. Both aspects related to the safety of their users and thepotential impact on the natural environment through the phenomenon of lightpollution are discussed. Parking spaces are classified in terms of their purposeand lighting. It was found that half of them are insufficiently illuminated, often bylight sources originally intended to illuminate green areas or streets. As a result,the illuminance of their surface is much lower than the value specified bystandards for this type of public space. It was found that this form of outdoorlighting does not directly make a noticeable contribution to the artificial skyglow, which is the main form of light pollution. However, isolated cases ofexcessive lighting in parking spaces have been recorded. In this case, the lightreflected from the pavement or the street makes a significant contribution toartificial sky glow. It is suggested to replace the lighting in parking spaces withdedicated sets of LED or MH luminaires, which would minimise the impact ofthis lighting on the environment while ensuring the proper lighting of both thesurface and the vehicles parked on them.

Rewitalizacja miast jest dzisiaj strategicznym celem polityki społeczno-gospodarczej. Niestety, mimo na ogół pełnej akceptacji społecznej, zaległości w realizacji, nawet tylko koniecznych przedsięwzięć rewitalizacyjnych, istotnych dla funkcjonowania miasta, są już bardzo duże. Co gorsze, realizacje zaprogramowanych przedsięwzięć są często wycinkowe, ograniczone tylko do podstawowego zakresu programu rewitalizacji. Pomija się na ogół w programowaniu przedsięwzięcia przeciwdziałające alienacji grup społecznych. Tymczasem nieodzowna jest nie tylko realizacja niezbędnych na dzisiaj przedsięwzięć rewitalizacyjnych, ale także przedsięwzięć zapewniających dalszy prawidłowy rozwój miasta. Tym szczególnym przedsięwzięciom poświęcona jest ta publikacja.

Today, urban revitalization is a strategic goal of socio-economic policy. Unfortunately, despite generally full social acceptance, the arrears in implementation even only of necessary revitalization projects, which are important for the functioning of the city, tend to be very large. What’s worse, implementation of programmed projects is often fragmentary, limited only to the basic scope of the revitalization program. Activities aiming to counteract the alienation of social groups are usually omitted in the programming of projects. Meanwhile, it is indispensable not only to carry out the necessary revitalization projects for today, but also to carry out projects that ensure proper development of the city. These publications are devoted to these special undertakings.

W Polsce żyje prawie 5,5 miliona osób niepełnosprawnych, a połowa z nich to osoby niepełnosprawne ruchowo. Samochód osobowy stanowi często podstawowy środek ułatwiający im samodzielne przemieszczanie się. Aby osoby niepełnosprawne w pełni mogły korzystać z jego walorów, konieczne jest przygotowanie odpowiedniej ilości i jakości miejsc postojowych dostosowanych do wymagań tej specyficznej grupy użytkowników.

There are almost 5,5 million disabled persons in Poland, and half of them are physically disabled persons. A car is often a basic mean to facilitate their independent transportation. For the disabled persons to fully utilize its advantages, it is necessary to prepare adequate number of quality parking spaces adapted for the needs of this specific group.
