The article discusses strategic goals of the EU climate change policies and Poland’s priorities in this area. Some controversies over European climate policy are considered as well as factors determining implementation of climate policies. The author presents experience of the pulp and paper industry in Poland with the Emission Trading System and analyses development prospects for pulp and paper industry. The author concludes that the future of the industry and its competitiveness is largely connected with political decisions made at the European level.
