Pandemics have the potential to cause immense disruption of our everyday activities and has impact on the communities and societies mainly through the restrictions applied to the business activities, services, manufacturing, but also education, transportation etc. Therefore, it is important to create suitable prediction models to establish convenient methods for the planning of the operations and processes to cope with the difficulty. In this paper, the prediction model for the spread of the viral disease in term of the estimated maximal weekly confirmed cases and weekly deaths using the Weibull distribution as a theoretical model for statistical data processing is presented. The theoretical prediction model was applied and confirmed on the data available for the whole world and compared to the situation in Europe and Slovakia for the pandemic waves and can be used for the more precise prediction of the pandemic situation and to enhance planning of the activities and processes regarding to the restrictions applied during the worsening pandemic situation.

Celem badań jest określenie założeń organizacyjnych i prawnych przygotowania Państwowej Straży Pożarnej do działań w sytuacji zagrożenia niebezpiecznym czynnikiem biologicznym w kontekście pandemii COVID-19. Przeprowadzono badania literaturowe obejmujące najważniejsze akty prawne i dokumenty branżowe, które regulują zasady reagowania krajowego systemu ratowniczo-gaśniczego na zagrożenia biologiczne. Uwidoczniono tym samym, że przygotowanie Państwowej Straży Pożarnej odbywa się na zasadach strategii adaptacyjnej, a wyraża się poprzez dostosowywanie się do wyzwań, jakie niosą ze sobą współczesne uwarunkowania bezpieczeństwa epidemicznego w Polsce i na świecie.

The research objective is to establish organizational and legal assumptions for preparation of the State Fire Service to operations in a situation of dangerous biological agent in the context of COVID-19 pandemic. A review of available literature has been carried out. The research covered the most significant binding legal acts and operational documentation that regulate rules for response of the state firefighting rescue system against biological hazards. Consequently it was emphasized that preparation of the State Fire Service takes place according to principles of an adaptation strategy, and is expressed through adapting to the challenges posed by the contemporary conditions of epidemic security, both in Poland and in the world.
