Proposed concept for the development of residential floating facilities

Currently, a dynamic growth of interest in residential buildings located on the water can be observed in Poland. However, the lack of legal regulations, the increase in society's affluence and overpopulation in city centers lead to reflection on the development strategy that should be implemented for maritime construction. The publication presents a proposal of four development strategy concepts: aggressive, conservative, competitive and defensive, developed for floating homes (FHs) based on the authors' own research. The strategy concept that, in the authors' opinion, should be implemented was indicated using the TOWS-SWOT analysis. A detailed analysis revealed that the strategy that obtained the highest result in the study was the aggressive strategy.

The popularity of Floating Homes in Western Europe and North America is noticeable. The interest in these facilities in Poland is also constantly growing. The popularity of Floating Homes is due to climate change, rising land prices and population density in city centers. However, environmental factors play a significant role in their development. The publication presents the results of research on the impact of environmental factors on the development of Floating Homes in Poland. As part of the research, the most important environmental factors were identified and then, using the State of the Surroundings Scenarios (SSS) method, an initial scenario of their development was developed. The most probable scenario was developed, the purpose of which was to identify the most favorable factors - strengths and unfavorable factors - weaknesses responsible for the development opportunities of Floating Homes in Poland. Additionally, a surprise scenario was prepared, which indicated factors that may unexpectedly accelerate the development of Floating Homes in Poland or slow it down.

Idea ekspansji człowieka w oceaniczne głębiny fascynowała w XX w. licznych badaczy. Także wśród architektów znalazło się wielu projektantów podwodnych schronień, domów i habitatów. Największe zainteresowanie tą dziedziną zaobserwowano w latach 60. XX w. Wśród mniej lub bardziej utopijnych poszukiwań na szczególną uwagę zasługiwały prace japońskiej grupy metabolistów. W projektach takich jak Marine Civilistation, autorstwa Kiyonori Kikutake z 1959 r., odważna, technologiczna wizja podboju oceanów mieszała się z nostalgicznym pragnieniem przywrócenia człowiekowi utraconego kontaktu ze środowiskiem wodnym. Jednym z postulowanych przez Kikutake celów było "uwolnienie ludzkości od 5000 lat cywilizacji kontynentalnej"1. Projekt Aquapolis zakładał umieszczenie całej przemysłowej infrastruktury miasta pod wodą oraz pozostawienie przestrzeni na powierzchni ludziom do życia w słońcu i na świeżym powietrzu.

Historical attempts of developing underwater living environment for human-has been shortly presented in the text, starting from years 60. of 20th century until now. Experiments conducted by Jacques-Yves Cousteau became turning-point of these probes. In the past century other scientists would continue the research till nineties. Simultaneously underwater city planning started to develop. The group of semisubmersible, mobile, floating objects (allowing constant observation of underwater environment) seems to be dominating among the newest visions.
