Comprehensive analysis of oversized cargo transportation market in Poland (2001-2022): Trends, regulations, and industry dynamics

The oversized cargo transportation market in Poland actively participates in developing the economy, providing services necessary for implementing large infrastructure and industrial projects on a national and European scale. Development and functioning of this sector in the EU and globally requires overcoming many organisational, technical and administrative barriers and difficulties, and the authors of several publications indicate how these services are developing. The current study contains a detailed analysis of data from 2001-2022. The paper characterises the changes in particular years, indicating the main causes of the occurring processes, and defines the existing trends. It presents the legal framework that regulates the functioning of the domestic market. Moreover, it discusses the number of permits and the value of fees for issuing permits collected by the General Directorate for National Roads and Motorways (Generalna Dyrekcja Dróg Krajowych i Autostrad, GDDKiA) over two decades. The article also evaluates trends concerning the number of licenses more than 50% decrease compared to the maximum in 2008. It assesses the course of changes in values, which in 2021 reached their highest level during the period under assessment. Furthermore, it discusses the differences that occurred in the number of permits issued and applications submitted in the years 2014-2022. It describes the structure of the number of permits issued in categories IV-VII in 2014-2020 and categories III-V in 2021-2022. It characterises the course of the largest operation in the history of Polish road haulage - the transport of an abnormally-sized TBM (Tunnel Boring Machine) - in terms of requirements and problems that occurred during the preparation and fulfilment of this order and were typical for the functioning of the sector. The evaluation provides the basis for summaries and conclusions on the Development and condition of the oversized cargo transportation sector in Polish road transport sector.

Budowa farm wiatrowych wymaga szeregu działań logistycznych niewystępujących w innych dziedzinach budownictwa. Kluczowymi problemami jest prowadzenie robót w terenie pozbawionym infrastruktury, organizowanie transportu elementów ponadgabarytowych oraz montaż elementów składowych wiatraka. Budowa elektrowni wiatrowej musi być poprzedzona audytem wietrzności na danym terenie oraz przeprowadzeniem dość skomplikowanych działań formalnych. W tym zakresie problemem jest częsta zmiana przepisów.

The construction of wind farms requires a range of logistical activities not found in other areas of construction. Key problems include conducting works in an area without infrastructure, organising transport of oversized elements and the assembly of wind turbine components. The construction of a wind power plant must be preceded by a wind audit in the given area and the performance of quite complicated formal actions. Frequently changing regulations are a problem in this regard.

This paper describes the influence of road transport on urbanization and the transport of oversized loads. There is an increasing interest in oversized transport and urban development. In this developmental context, it is necessary to transport heavy construction machinery, infrastructure elements, pipes for gas pipelines and waterworks, or even rails to create roads for rail transport. For this purpose, the transport of loads exceeding standard parameters (16.50 m in length, 2.55 m in width, 4.00 m in height and 40 Mg in mass) is used. Oversized traffic has many obstacles on the roads, such as low bridges and viaducts, narrow roads, poor technical condition of roads, road works and low-permeability roundabouts.

The article presents the assumptions of technical safety and energy for the Polish energy sector, with particular emphasis on wind power. The issues raised are related to the work of pre-investment and design, as well as issues of the transport of elements, construction and subsequent operation and maintenance. The issues discussed are related to the side effects of the work of wind turbines, which generate infrasound noise and shadow flicker effect. There is also raised the issue of inadequate information for local communities.

Ponadto tego typu transport może być zrealizowany odpowiednio dobranym sprzętem oraz wykwalifikowanym personelem. W pewnych sytuacja wymagana jest przebudowa infrastruktury drogowej. W tym artykule przedstawiono przykład doboru naczepy do transportu rury wieży elektrowni wiatrowej. Zwrócono również uwagę na zagrożenia wynikające z tego typu transportów.

Oversized transport requires certain rules, in some cases, obtain the consent of the administrator of roads on the route. In addition, this type of transport can be implemented properly selected equipment and qualified personnel. In some situation requires reconstruction of road infrastructure. In this article is an example of the selection of semi-trailers for the transport of wind power tower tube. Attention was also drawn to the risks from this type of transport.

Na przykładzie szczecińskiej firmy realizującej przewozy ponadnormatywne transportem samochodowym przedstawiono problemy występujące w czasie takiego transportu na terenie Szczecina i okolic. Scharakteryzowano możliwości transportu ponadnormatywnego na terenie miasta Szczecina i okolic innymi środkami niż transport samochodowy. W prezentowanym materiale przytoczono konkretne przykłady sytuacji drogowych. Przedstawiono przykłady oznakowania szczecińskich obiektów drogowych informujące o skrajni drogowej. Wskazano błędy infrastruktury szczecińskich ulic dla przewozów ponadnormatywnych. Egzemplifikacji zadania dokonano na przykładzie wybranych tras na terenie miasta Szczecina. Przedstawiono sposób wykonania zlecenia przewozu ładunku ponadnormatywnego transportem samochodowym po ulicach Szczecina. Przedstawiono możliwości zastosowania tras alternatywnych dla transportowanego ładunku wraz z problemami transportowymi na nich występującymi.

In this paper are presented the problems occurring during the oversize transport in Szczecin and surrounding areas. The publication is based on the example of the Szczecin company which implements transport by road. In the present study characterized the possibility of oversize transport in the city of Szczecin and surrounding areas by means other than road transport. The article describes specific examples of traffic situations. This paper presents examples of traffic signs on Szczecin road facilities informing about the gauge of the road. There are shown errors in Szczecin infrastructure of streets for the oversize transport. The task exemplification were based on selected routes in the city of Szczecin. This paper presents a method for execute the order of transport of goods by motor transport on the streets of Szczecin. The article also mentioned about the possibility of using alternative routes for oversize transport with occurring there transport problems.

Transport ponadgabarytowy jest nierozerwalnym elementem każdej dużej inwestycji energetycznej, co w kontekście konieczności modernizacji i rozbudowy polskiej energetyki oznacza, iż problemy transportowe dotkną w najbliższym czasie całą branżę. Planowanie, organizacja, jak i sama realizacja transportu ponadgabarytowego są niewątpliwie procesami złożonymi, wymagającymi właściwego podejścia. Ponadto, zauważa się analogię planowania realizacji przewozu ładunków ponadgabarytowych do planowania projektów logistycznych. Przedstawione problemy w organizacji tego typu transportu, przekładają się w bezpośredni sposób na zagrożenia dla realizacji inwestycji w polskim sektorze energetycznym.

The article presents the issues of oversized transport in terms of investment projects, which is currently an important area of enterprises analysis in the energy sector. Oversized cargo transport is an inseparable element of any energy investments, which in the context of the needs for modernization and development of the Polish energy sector means that the transport problems will affect the entire industry in the near future. Planning, organization and realization oversized transport are undoubtedly complex processes that require the right approach. In addition, there is a similarity in the planning of the oversized cargo transport to the logistics projects planning. The problems in the organization of this transport type, influence in a direct way on the risks to the investment in the Polish energy sector.

Use of RFID as a supporting information pillar in oversized transport

There are nowadays more intelligent information systems in transport, and the RFID technology (radio frequency identification) is increasingly expanding, particularly for its versatility and ability to use without the need for constant renewal of the technical base (no need for regular investment, only for this technology use). Following the oversized transport used for the automotive industry, this technology plays major role in information system between producer / production plants and suppliers. In the event that the producer uses the RFID technology for automated recognition and reception of goods, an RFID chip needs to be attached to each pallet. The data on the chip contain exact data about specification of panels on the pallet as well as the quantity of panels on the pallet and the order of panels. The information contained on the RFID chip ensures factories a reduction of time for checking the goods in terms of goods type of and their frequencies. The RFID technology is a critical transportation technology capable of providing carriers the required information in real time and is also affordable. The link between software and RFID technology – the GPS system is an important aspect, because it is possible to attach additional information to the goods directly via the GPS system. In our contribution we describe the possibilities of that technology.

W pracy zaprezentowano numeryczną analizę konstrukcji ramy naczepy o zmiennej długości i podwyższonej nośności przeznaczonej do transportu ładunków ponadnormatywnych. Prowadzone badania miały na celu opracowanie adekwatnych modeli numerycznych MES umożliwiających identyfikację wytężenia konstrukcji oraz stanu odkształcenia w warunkach obciążeń eksploatacyjnych. Zastosowanym do analizy narzędziem numerycznym był program Abaqus/Standard, umożliwiający prowadzenie obliczeń w zakresie geometrycznie nieliniowym z wykorzystaniem przyrostowo-iteracyjnej metody Newtona-Raphsona. W wyniku przeprowadzonych prac ustalono newralgiczne obszary ramy w których występowały niebezpieczne naprężenia. Umożliwiło to modyfikację konstrukcji pozwalającą na zmniejszenie naprężeń do bezpiecznego poziomu.

This work presents a numerical analysis of the structure of a trailer frame of adjustable length and an increased load capacity designed for the transportation of oversize loads. The study was aimed at developing adequate numerical FEM models which would allow identification of the effort of the structure and the state of strain under operating loads. The analysis was carried out using ABAQUS/Standard, a numerical tool which enables calculations in the geometrically nonlinear range with the use of the incremental-iterative Newton-Raphson method. As a result of the analysis, trouble areas in the frame were found in which dangerous stresses occurred. This enabled modification of the structure, leading to a reduction of the stresses to a safe level.

The transportation of bulky loads belong to the most the compiled actions realized through forwarding enterprises. The different ways of transportation were compared and analysis of selection criteria in case of bulky loads. There are taken under attention the conditions of inland waterways transport in Poland. Its logistic aspects were introduced as well as the proper selection and organization of forwarding centers work with bulky loads is in introduced article as the main object of analysis. The article was written within the framework of the program Oversize Baltic.

Właściwy dobór i organizacja pracy środków transportowych zaangażowanych przy przewozach ładunków ponadnormatywnych jest głównym przedmiotem analizy w przedstawionym artykule.
