The publication presents an example of the application of the selected method of multi-criteria consideration. The purpose of the research undertaken was to identify the leading technical and technological features of oversized low-loader combinations used in the structures of the Polish Army and units of the United States Army, and to select the most favorable decision option using the ELECTRE I multi-criteria method. The research area analyzed in the publication is very important from the point of view of military units, with emphasis on the ever-increasing total weight and dimensions of this type of combat vehicles used by the Polish Army. The article reviews the literature on the essence and importance of multi-criteria methods. Identification of technical parameters of vehicles used in the transportation of militaria was made, taking into account their individual equipment, necessary during the organization of transportation. In the second part of the article, a multi-criteria analysis of vehicle assemblies used in the movement of the heaviest combat units was carried out using the ELECTRE I method. The analysis of the results shows that the parameters that had the greatest impact on the course of the study were: maximum engine torques and the permissible weight of the transported load. The study indicates that the most favorable solution turned out to be the vehicle combination offered by the American company Oshkosh.

W publikacji przedstawiono przykład zastosowania wybranej metody rozważania wielokryterianego. Celem podjętych badań było wyłonienie wodzących cech techniczno-technologicznych ponadnormatywnych zestawów niskopodwoziowych stosowanych w strukturach Wojska Polskiego i jednostkach Armii Stanów Zjednoczonych oraz wyłonienie najkorzystniejszego wariantu decyzyjnego przy użyciu metody wielokryterialnej ELECTRE I. Obszar badawczy analizowany w publikacji jest bardzo ważny z punktu widzenia jednostek wojskowych, z naciskiem na ciągle rosnącą masę całkowitą oraz wymiary tego typu pojazdów bojowych wykorzystywanych przez Wojsko Polskie. W artykule dokonano przeglądu literatury dotyczący istoty i znaczenia metod wielokryterialnych. Dokonano identyfikacji parametrów technicznych pojazdów wykorzystywanych w przewozach militariów uwzględniając ich indywidualne wyposażenie, niezbędne w trakcie organizacji przewozu. W drugiej części artykułu przeprowadzono analizę wielokryterialną zespołów pojazdów stosowanych w przemieszczaniu najcięższych jednostek bojowych z zastosowaniem metody ELECTRE I. Analiza wyników wskazuje, że największy wpływ na przebieg badań miały parametry: maksymalne momenty obrotowe silników oraz dopuszczalna masa przewożonego ładunku. Przeprowadzone badania wskazują, że najkorzystniejszym rozwiązaniem okazał się zespół pojazdów oferowany przez Amerykański koncern Oshkosh.

W artykule zaprezentowane zostały praktyczne aspekty bezpieczeństwa rozwiązania problemów związanych z przemieszczaniem sztuk ciężkich i ładunków wielkogabarytowych z wykorzystaniem systemów hydrauliki siłowej w portach morskich. Przemieszczanie ładunków o parametrach przekraczających możliwości tradycyjnych środków transportu nabiera coraz większego znaczenia gospodarczego i związane jest z dynamicznym rozwojem różnych gałęzi przemysłu. Drogą morską przewożone są największe z nich, a szczególnym wyzwaniem w tym zakresie jest wprowadzenie takiego ładunku na pokład statku lub barki. Każdy przewóz ładunku ponadnormatywnego stanowi duże wyzwanie logistyczne dla firm, które muszą posiadać odpowiednią wiedzę oraz środki do jego realizacji.

The article presents practical elements of solving problems related to the transport of heavy and oversized cargoes with the use of force hydraulics systems in seaports. Moving loads with parameters exceeding the capabilities of traditional means of transport is gaining more and more economic importance and is associated with the dynamic development of various industries. The largest of them is transported by sea, and a particular challenge in this area is the introduction of such cargo onto the ship or barge. Each transport of oversize cargo is a great logistical challenge for transport companies, which must have the appropriate knowledge and means to carry it out.

The material contained in this study is a signal of the key issues of transport safety in the area of planning, organization and implementation of the transport of dangerous and oversized cargo. The material was created mainly on the basis of available publications as well as conclusions and opinions of experts. Both in the text and at the end of the article, there are numerous references to source materials and similar (partial) studies on selected issues in the area of organization and management theory. It will allow, among others, students to individually analyse the characteristic cases of this class of transport, constituting in a sense an extended outline of the necessary knowledge allowing the student to prepare for lectures, exercises and laboratories. However, this does not exclude the purposefulness of using specialized (directional) literature items containing scientific foundations analytically describing the logistic processes under consideration.

Transport of oversize cargo is a specific form of transport service. Specialised equipment is required for its implementation, while the number of people involved in the transport process itself is much higher than in the case of classic road transport form. This paper presents the problems related to permits and penalties that are used in the carriage of oversize cargo and the problems of transport safety in relation to the techniques of fixing oversize loads in road transport.

The article examined the selected problems in traffic caused by oversize cargo transportation. The authors considered the uniqueness of such cargoes.They require an individual approach to the organization and implementation of delivery from origin to destination. Besides, they recognized the need to eliminate the numerous difficulties when transporting such abnormal loads as well as to reduce high risk transportation. They also indicated that the solution to these problems is possible through the broader application of risk management methods of the road traffic, the reduction of various threats and probabilities of their occurrence in the context of the traffic flow disruption analysis.

W artykule przeanalizowano wybrane problemy w ruchu drogowym wywoływane realizacją przewozów ładunków ponadnormatywnych. Autorzy uwzględnili unikatowość takich ładunków, co wymaga indywidualnego podejścia do organizacji i realizacji ich dostawy od miejsca nadania do miejsca przeznaczenia. Ponadto rozpatrzyli potrzeby eliminacji licznych utrudnień podczas transportowania ładunków ponadnormatywnych oraz wysokie ryzyko pracy przewozowej. Pokazano, że rozwiązanie tych problemów jest możliwe poprzez szersze zastosowanie metod zarządzania ryzykiem utraty płynności ruchu drogowego, redukcji zagrożeń i prawdopodobieństw ich wystąpienia w kontekście analizy zakłóceń płynności ruchu.

The transport of oversize cargo is distinguished by its specificity on the market of transport services. Specialised equipment is required for its implementation, and the number of people involved in the transport process itself is much higher than in the case of classic road transport. This paper presents the conditions related to the transport of oversize loads, characterised basic types of oversized cargo with the indication of the required documents related to the transport of this type of cargo. The method of preparation and organisation of oversize cargo transportation, as well as conditions of piloting vehicles with oversize cargoes, also are described.

W artykule scharakteryzowano możliwości transportu ładunków ponadnormatywnych na teren miasta Szczecin. Podkreślono specyfikę dostarczania ładunków ponadnormatywnych na teren miasta Szczecin uwzględniając położenie miasta nad akwenami wodnymi. Uwzględniono transport wodny, lotniczy, kolejowy i samochodowy. Szczególną uwagę poświęcono transportowi samochodowemu ładunków ponadnormatywnych. Wskazano miejsca w strukturze drogowej miasta Szczecin utrudniające transport ładunków ponadnormatywnych.

In this article, the authors characterized the possibilities of oversize cargo in road transport in Szczecin. The specifics of providing oversize cargo in Szczecin was emphasized, taking into account the city's location over water reservoirs. Water, air, rail and car transport were included in this paper. Specific attention was paid to the transport of oversize cargo. Places impeding the transport of oversize cargo were indicated in the road structure of Szczecin.

Author of the paper analyzes problems related to the safety of the oversize cargo in ports and in the sea transport. Various modes of transport are used to carry oversized units that often include maritime transport. Transport of oversized cargo includes non-standard large and heavy pieces of cargo, such as electric transformers, reactor vessels, wind turbines, airplane fuselage or nuclear power plant components. The above paper is based on results of research oversized cargo in the Elpo Service Company and Pol-Mare Ltd. forwarding consulting agency.

Prezentowany artykuł dotyczy analizy wybranych problemów śródlądowego transportu wodnego ładunków ponadnormatywnych. Przedstawiono w nim specyfikę śródlądowych przewozów ładunków ponadnormatywnych oraz opisano ograniczenia ich realizacji, w tym ograniczenia infrastruktury i suprastruktury portowej, ograniczenia dróg wodnych i wymagania eksploatacyjne jednostek. W artykule podkreślono znaczenie w przewozach ładunków ponadnormatywnych właściwego doboru jednostki (barki specjalnej lub zestawu pchanego), występowania lokalnych ograniczeń na trasach przewozu czy też stanu wody w rzekach i ich wpływu na eksploatację jednostki śródlądowej z ładunkiem. Zwrócono również uwagę na wymagania formalno-prawne, sezonowość przewozów oraz problemy z przeładunkiem, zamocowaniem i zabezpieczeniem na czas transportu. Ponadto przedstawiono schemat postępowania przy analizie koncepcji śródlądowego przewozu ładunku ponadnormatywnego.

The article concerns the analysis of selected problems of inland oversize cargo transportation. It sets out the specifics of the inland transport of oversize loads and describes the limitations of their implementation, including a constrains in port infrastructure, limitations of the waterways and the operational requirements of transport units. The article, in according to oversize loads transportation, stress the importance of the proper selection of the transport units (a special barge or pushed convoy), the occurrence of local restrictions on the inland waterways, the water level in the rivers and their impact on the operation of the inland ships with a cargo. Attention was also drawn to the formal and legal requirements, seasonality of shipping, handling problems, mounting and protection during transport. In addition, a diagram of the procedure in the analysis of the concept of the inland transport of oversize cargo is present.

The paper presents problems of oversize cargo (OC) carried by various modes of transport, relevant legal instruments and problems that carriers face during the preparation and transport of extremely heavy and/or huge pieces of cargo in Poland. The international program Oversize Baltic will be described. The program aims at the standardization of procedures connected with the carriage of oversize cargo pieces in the South Baltic Region. The OV corridors in Poland are presented. Oversize transport is indispensable for economic growth of every nation, but its organization varies in each country of the South Baltic region. The paper presents the problem of optimisation of decision – making proces and especially focuses on the logistics of transport. The optimization requires analyzing alternative ways of using resources and ways of realizing the determined goals. In order to properly estimate the rationality of undertaken decisions and to choose the best solution an analysis is required that concerns the relations between different factors and effects of these decisions. As an example of this problem specific form of transport – that means oversized transport has been used.

The non-standard cargo (oversize) creates non-standard problems. The oversize transport contains the transportation of different turbines, reactors, and other construction structures with non-standard parameters (dimensions, weight, and also available cargo space on the transport craft, permissible pressure and stress on the loading deck). Oversize transportation is a important part of industry, energy, infrastructure development. This transportation has big impact to economical development in every country but it is still very differently organized in separate countries. In South Baltic Region (SBR), the development of common oversize transportation strategy could increase develop the links to common transport infrastructure. The paper presents same problems of sea transport of oversize cargo.

Niestandardowe ładunki (ponadnormatywne) kreują niestandardowe problemy. Transport ładunków ponadnormatywnych (ŁPN) obejmuje różnego rodzaju turbiny, reaktory, i inne konstrukcje o niestandardowych parametrach (wymiary, waga, także dostępną przestrzeń ładunkową na pojazdach transportowych, dopuszczalne naciski i obciążenie pokładów ładunkowych). Transport ten ma duży wpływ na rozwój ekonomiczny każdego kraju, lecz jest różnie organizowany w każdych z nich. W regionie południowego Bałtyku opracowanie wspólnej strategii ŁPN powinno poprawić rozwój wspólnej infrastruktury transportu. W artykule przedstawiono zagadnienia związane z transportem morskim ŁPN.
