The aim of the article is to present a base of Polish Publishers Open Access Policies as a tool supporting the scientific community in the implementation of openness policies. It is the first national platform to gather and analyze a publishing policy in the field of Open Access to Polish scientific journals. For scientists, it is a tool for searching for a Polish journal meeting certain criteria. It enables grant recipients to verify whether the journal meets the principles of Plan S. The database also provides information on the principles of using intellectual property. The functionalities of the database were analyzed based on NCN’s policy comparing them with the principles of publishing research results in Open Access. The specific criteria used in the Polish Publishers Open Access Policies database were compared with other databases: Arianta, SHERPA/RoMEO. The analysis shows that the Polish Publishers Open Access Policy is the only national database for Polish scientific journals, bringing together in one place information necessary for the scientific community on publication in Open Access. The database facilitates project preparation and implementation. Academic librarians, promoting the idea of Open Science, support the scientific community at each stage of the activity described, providing tools, knowledge base and competences.

Sharing research data from public funding is an important topic, especially now, during times of global emergencies like the COVID-19 pandemic, when we need policies that enable rapid sharing of research data. Our aim is to discuss and review the revised Draft of the OECD Recommendation Concerning Access to Research Data from Public Funding. The Recommendation is based on ethical scientific practice, but in order to be able to apply it in real settings, we suggest several enhancements to make it more actionable. In particular, constant maintenance of provided software stipulated by the Recommendation is virtually impossible even for commercial software. Other major concerns are insufficient clarity regarding how to finance data repositories in joint private-public investments, inconsistencies between data security and user-friendliness of access, little focus on the reproducibility of submitted data, risks related to the mining of large data sets, and sensitive (particularly personal) data protection. In addition, we identify several risks and threats that need to be considered when designing and developing data platforms to implement the Recommendation (e.g., not only the descriptions of the data formats but also the data collection methods should be available). Furthermore, the non-even level of readiness of some countries for the practical implementation of the proposed Recommendation poses a risk of its delayed or incomplete implementation.

Repozytoria instytucjonalne należą do nowych źródeł upowszechniania dorobku naukowego uczelni wyższych w otwartym dostępie. Otwarty dostęp (ang. Open Access) to jedyna droga eliminowania udostępniania prac doktorskich wyłącznie na miejscu w bibliotece i zapewnienia w ten sposób większego ich wykorzystania przez społeczeństwo. Zdeponowane w repozytoriach prace doktorskie wyszukiwane są na różny sposób w samym serwisie i innych projektach w sieci. Otwarty dostęp jako formę udostępniania zasobów naukowych m.in. przez repozytoria instytucjonalne rekomenduje i wspiera w krajach Unii Europejskiej Komisja Europejska. Celem artykułu jest próba przybliżenia rozwoju udostępniania prac doktorskich w repozytoriach instytucjonalnych polskich uczelni, ze szczególnym uwzględnieniem repozytoriów instytucjonalnych najlepszych uczelni wyższych w Polsce. Ze względu na rozległość problematyki, rozważania ograniczono do wybranych informacji związanych z udostępnianiem prac doktorskich.

Institutional repositories belong to new sources of dissemination of academic achievements of universities in open access. Open Access is the only way to eliminate sharing of PhD theses only in the library and thus it ensures greater use by the public. The PhD theses deposited in repositories are searched for in different ways in the website itself and other projects in the network. Open access as a form of sharing scientific resources among others by institutional repositories is recommended and supported by the European Commission in the countries of the European Union. The aim of the article is to attempt to draw forward the development of access to PhD theses in institutional repositories of Polish universities, with particular focus on institutional repositories of the best universities in Poland. Due to the extent of the problem, the deliberations were limited to selected information related to the access to PhD theses.

The European policy of Open Access to scientific research is now one of the key issues discussed in public debates on the future development of scientific communication. The implementation of Open Access tools has significant impact on scientific and economic growth. On the one hand, Open Access accelerates disseminating new research findings and facilitates recognition of authors on a more global scale. On the other hand, Open Access helps provide equal access to knowledge and stimulates innovation. Thus, it has an important role in creating the modern information society and economic growth. International organisations, the European Union and governments of individual countries support the idea of Open Access giving recommendations and guidelines concerning making the outputs of research financed from public funds freely available. The paper aims to discuss the process of preparing and implementing the Open Access policy at the institutional level as well as the functionality and tasks of the Open Repository which is now being established on the Multidisciplinary Open System Transferring Knowledge Platform. The acronym of its name in the Polish language is “ MOST Wiedzy”, which means “Bridge of Knowledge”. The repository is a project of an archive of scientific publications, research data, scientific dissertations, as well as other documents and sources, created as a result of scientific experiments and other research and development work conducted at the Gdańsk University of Technology. It will also be a solution supporting communication between researchers and a platform for cooperation between science and business.

Studies of forest ecosystems enable gathering important information on the natural environment the development of which is more and more disturbed by the global climate change. The current research on the ecosystem functioning provides data that may be of much value for future analysis and prognostic studies. Modern measurement techniques used in the forest research have a significant influence on the increase in the database resources, especially those concerning the spatial data. Big data requires the use of advanced analytical technologies, such as data warehouses, computer clusters or cloud computing. Consequently, cooperation of specialists from various scientific disciplines, including forestry, geography, climatology and computer science, has become increasingly necessary. The IT system of the Forest Research Institute (FRI) was modernized within the framework of the Operational Programme – Innovative Economy 2007–2013. Its functionality allows integrating, storing and analyzing ever more big databases from dispersed sources. The idea of open access to data is realized by the FRI mainly through publication of research results in domestic and foreign scientific journals, in specialized information services and on scientific portals. On the other hand, open access to raw data still raises a lot of concern and controversies in the scientific community, especially in the context of copyright infringement.

Artykuł przedstawia krótką historię piśmiennictwa z dziedziny elektrotechniki. Po 1918 r. obserwuje się wzrost liczby publikacji, a wraz z rozwojem nauki zwiększa się obszar tematyczny literatury fachowej. Ogromną zasługę w tym rozwoju miało Stowarzyszenie Elektryków Polskich. W artykule pokazano sposoby wyszukiwania wydawnictw przedwojennych SEP, ich dostępność w bibliotekach, także cyfrowych. Przedstawia w jaki sposób zwiększyć powszechny otwarty dostęp do spuścizny naukowej i wydawniczej SEP.

The article presents a brief history of electric engineering. After 1918, there is an increase in the number of publication, and with the development of science the subject area of professional literature increases. Great achievement in this development was the Association of Polish Electrical Engineers (SEP). The article shows how to search for pre-war SEP publication, their availability in libraries, also digital libraries. Presents a way to increase the universal open access to scientific and publishing heritage of SEP.
