From the analysis of large-scale incidents in the field of cyber terrorism and the possible influence of the Russian government, it was concluded that cyber attacks represent threats to NATO member countries and were included in the list of security threats identified in the NATO`s New Strategic Concept of 2010. This conclusion makes terrorism a new dimension, a cybernetic one, as an adaption of terrorism to the new era and a new defence field to be taken in consideration – the cybernetic field. For these reasons, in 2016, NATO recognised the importance of introducing virtual space as an operational domain, which opened the gates to cyber security, and invited member countries to contribute to the development of cyber defence projects. The solution of the cyber attacks has created the conditions for normal functioning of any state critical infrastructure.

The purpose of this article is to present and verify the existing solutions in the field of the security of Polish diplomatic missions in war zones and to indicate the direction of improving their security system. Recognizing the importance of the problem situation resulting from the personal experience of the author of the article, it is reasonable to pay attention to those areas of activity where the need for modification is expected, and the following area of interest was indicated as such. Operating under war conditions, Polish diplomatic missions have repeatedly become the target of terrorist attacks. The article also defines the scope of cooperation between state-owned entities that have competence in securing foreign branches. Cooperation at international level was also analyzed.

Artykuł przedstawia wybrane techniki oraz motywy stosowane w działalności terrorystycznej. Eskalacja zagrożeń terrorystycznych powoduje zwiększenie zaangażowania służb bezpieczeństwa, a także przyczynia się do opracowania coraz bardziej efektywnych rozwiązań. Przedstawiono istotę działań organizacji terrorystycznych oraz sposoby wywierania wpływów na rządy państw. Ponadto podjęto próbę scharakteryzowania procesu przygotowania zamachu, odwołując się do technik stosowanych przez terrorystów.

The article presents an overview of selected techniques, and the observable motivations behind different terrorist activities. Author notices that the escalation of terrorist threats encourages increase of the security services involvement, and therefore, contributes to the development of more effective solutions for counteracting measures. The focus is made on the essential factors of terrorist organizations’ activities, and their ways to exert influence on various governments. In addition, author describes and evaluates the characteristics of the coup preparation process referring to the techniques used by terrorists. This in turn allows the technical analysis of the terrorist act itself.

W artykule stwierdza się, że działania organizacji Hamas mają wymiar globalny, bowiem to, co dzieje się w jednym końcu świata, wywiera niewątpliwy wpływ na sytuację nie tylko w miejscach i terenach ościennych, lecz także tych położonych w drugim zakątku świata, gdyż współczesny człowiek żyje w świecie globalnym. Dlatego działania terrorystów Hamasu naruszają prawa każdego człowieka, bez względu na miejsce pobytu. Wydarzenia, jakie toczą się w Strefie Gazy, stanowią nie tylko o stanie praw człowieka w tych właśnie miejscach, ale wywierają realny wpływ na to, jak prawa człowieka przestrzegane są na całym świecie. Islamski Ruch Oporu jest organizacją terrorystyczną, która od kilku lat rządzi państwem palestyńskim. Od momentu powstania do czasów współczesnych organizacja przeszła ewolucję, zwłaszcza w odniesieniu do metod działania. W ostatnich latach dramatycznie wzrosły role polityczna i społeczna organizacji Hamas. Zauważyć to można na przykładzie wprowadzanych przez organizację coraz bardziej restrykcyjnych przepisów wobec społeczeństwa, zwłaszcza wobec kobiet. Zmiana ról społecznej i politycznej Hamasu w regionie wpłynęła na zmianę metod i sposobów działania. Islamski Ruch Oporu w znacznym stopniu ograniczył krwawe zamachy terrorystyczne, porwania oraz inne techniki terroryzmu na rzecz rozmów, negocjacji oraz dialogu. Ponadto próby utworzenia rządu jedności narodowej oraz pokojowe konferencje zmierzają do uznania rządu przez społeczność międzynarodową.

The article states that activity of the organization Hamas has a global dimension, because what happens at one end of the globe has a definite impact on the situation, and not only to neighboring areas, but also to those located in the other corners of the world, because contemporary man is living in a global world. Therefore, Hamas terrorists violate the rights of every human being, regardless the place of residence. The events that are happening in the Gaza Strip are not only about the state of hu-man rights in these places, but have a real impact on how human rights are respected throughout the world. The Islamic Resistance Movement is a terrorist organization, which has ruled over Palestinian state for several years. From its rising to the present organization has evolved, particularly with regard to working methods. In recent years the political and social roles of organization Hamas has dramatically increased. It’s evident - the example is introducing by the organization more and more restrictive rules to society, especially to women. Changing social and political roles of Hamas in the region has changed the methods and ways of activity. The Islamic Resistance Movement greatly reduced the bloody bombings, kidnappings and other terrorist techniques for discussions, negotiations and dialogue. In addition, attempts to form a government of national unity and peaceful conferences aim to make the government legitimate by the international community.

Opisano sposoby przeprowadzenia ataków terrorystycznych na świecie, a w szczególności w Stanach Zjednoczonych i Wielkiej Brytanii.

The article includes various definitions of terrorism, and the motives and methods of operation in terrorism in a broad sense. The article describes secular and religious terrorism with its common features and differences. In the article terrorism is presented as currently the biggest threat to international security. The authors describe some methods of carrying out terrorist attacks in the world, particularly in the United States and Great Britain.

The article presents the author’s classification of methods of terrorist organisations' actions. The classification is based on a number of criteria pertaining to modus operandi and technical means used by terrorists. The classification is illustrated with a number of examples with the use of the most known contemporary terrorist organisations.

Zdefiniowanie zjawiska współczesnego terroryzmu stwarza podstawową trudność wielu badaczom tej problematyki i chociaż terroryzm nie jest zjawiskiem nowym, na skutek ciągłej ewolucji i różnorodności jest nie do przewidzenia we współczesnym świecie. Kategoryzacja tego zjawiska oraz ocena jego skutków wymyka się niejako metodologii badań, trudno przewidzieć trendy rozwoju tego zjawiska, a cóż dopiero skutecznie z nim walczyć. Z terroryzmem jak z przestępczością, sens ma jedynie walka z przyczynami, a nie skutkami tego zjawiska. Opracowanie zawiera krótką genezę zjawiska terroryzmu na podstawie znanych przypadków w historii od XIII wieku do współczesności oraz omówienie specyfiki tego zjawiska w stosunku do Polski i Polaków. Wskazuje również na źródła terroryzmu, ze szczególnym podkreśleniem uwarunkowań społeczno-ekonomicznych. Prezentuje również, klasyfikację form tego zjawiska według kryteriów określonych przez polski autorytet prawny. Część końcowa zawiera próbę uogólnienia istoty zjawiska terroryzmu jako propagandy przez czyn oraz tezę, że w walce biednych z bogatymi współczesny terroryzm z metody walki stał się ideologią

The author presents the main, global factor, which creates conflicts and its implication for the methods of waging the future wars. Additionally the paper presents the principal measures which should be taken by the state of effectively eliminate the threat.
