Po odzyskaniu niepodległości w 1918 r., bezpieczeństwo państwa wymagało zorganizowania efektywnego systemu przygotowania społeczeństwa do obrony kraju. W artykule scharakteryzowano system Przysposobienia Wojskowego (PW) oraz Przysposobienia Wojskowego Lotniczego (PWL), które odpowiedzialne były za rozwój potencjału obronnego państwa oraz przygotowanie przedpoborowych do służby wojskowej. Zwrócono również uwagę na szczególną rolę Państwowego Urzędu Wychowania Fizycznego i Przysposobienia Wojskowego (PUWFiPW) w koordynowaniu pracy organizacji paramilitarnych i sportowych, niezwykle istotną ze względu na ówczesną sytuację polityczno-militarną Polski.

After gaining independence in 1918, the Polish national security was in need of organizing an effective system which would prepare the society for defending the country. The article characterizes Military Training system and Military Aviation Preparatory Training responsible for the development of the defensive country’s potential and preparing candidates for military service. It also draws attention to specific role of the State Office of Physical Education and Military Training in coordinating work in paramilitary and sports organizations, crucial in the current political-military situation in Poland.

Powstały jeszcze w trakcie działań wojennych na terenie Litwy Środkowej Związek Bezpieczeństwa Kraju, skorzystał w początkach działalności z pomocy dowództwa i kadry instruktorskiej, jaką tworzyli oficerowie i podoficerowie 2. Armii. Wraz z rozwojem szeregów próbował między innymi przez założenie szkoły podoficerskiej przygotować własnych instruktorów, co w związku z problemami natury finansowej zakończyło się zaledwie niewielkim sukcesem. Mimo to w okresie swojej działalności udało się stworzyć wiele kół i klubów sportowych, które nie tylko zaistniały na arenie sportowej, ale i przygotowały kilkuset dobrze wyszkolonych wojskowo i rozwiniętych sportowo członków ZBK, gotowych w każdej sytuacji do podjęcia obrony swojej ojczyzny w warunkach konkretnego zagrożenia niepodległości. Zatem śmiało można stwierdzić, że cel, dla którego ZBK został powołany, osiągnięto, mimo trudnych warunków międzynarodowych, politycznych i materialnych, a Ziemia Wileńska zyskała godnych następców swoich największych synów, którzy wcześniej oddali życie za polskość tej historycznej krainy.

The National Security Association (Związek Bezpieczeństwa Kraju – ZBK) established during warfare in Central Lithuania was supported during the early stage of its activity by the command and officer and non-officer instructors of the Second Army. As the number of its members was increasing, the organisation was trying to prepare its own instructors, e.g. by opening a school for non-commissioned officers which was only moderately successful because of financial problems. Despite that, during the years of its activity, it managed to open many sports circles and clubs, which not only marked their presence in the field of sports and provided several hundred of ZBK members with proper military and sports training and prepared them to defend their homeland if its independence were to be threatened. Hence, it can definitely be said that the objective for which ZBK was established was achieved, despite difficult international, political and material conditions, while the Vilnius Region found worthy successors for its greatest sons who had sacrificed their lives to defend the Polishness of this historic land.

Artykuł zawiera podstawowe informacje na temat Nauczania Hybrydowego - nowoczesnego, elektronicznego narzędzia wspierającego nauczanie bezpośrednie. W artykule umieszczono podstawowe definicje, wyjaśnienie mechanizmów i korzyści wynikających z nowej metody, jak również wskazanie na zasadność i konieczność jej stosowania we współczesnych organizacjach. W treści wykazano jak ważne jest wykorzystanie nowoczesnych technologii w rzeczywistym rozwoju organizacji. W artykule przedstawiono także etapy procesu projektowania i wdrażania Systemu Nauczania Hybrydowego w organizacji. Kluczową tezą artykułu jest stwierdzenie, że współczesne organizacje powinny wykorzystywać rozwiązania informatycznie nie tylko do zadań operacyjnych, ale również do budowania kapitału intelektualnego poprzez m.in. nauczanie hybrydowe.

The paper contains the main information about the Blended Learning - a modern, electronic tool supporting the direct teaching. There are presented the basic definitions, an explanation of mechanisms and advantages of the new method, as well as the purposefulness and need of applying it in contemporary organizations. The author shows how it is important to use modern technologies in the real development of an organization. In the paper there are also described the stages of designing and implementing the Blended Learning System in the organization. The main thesis of the paper is the statement that contemporary organizations should use IT solutions not only for operation tasks, but also for building the intellectual capital through the Blended Learning. The introduction and the second section contain the information concerning the tendency in building the intellectual capital of contemporary organizations. The crucial theses are based on statements included in Fazlagic and Senge publications. The third section gives the characteristics of Blended Learning together with relating it to the management organization functions (Fig. 1). The author's conception concerning the stages of planning and implementing the Blended Learning in the organization is presented in the fourth section. Use of technologies in the education process can be a chance for small and medium enterprises in the process of creating competitive edges in the scope of building the intellectual capital. This paper is aimed at making the problems of the Blended Learning more familiar, and showing the possibilities of adopting new methods and technologies supporting the development of the organization to individual needs of the organization.
