At the stage of planning a construction project, an assessment must be made of possible variants of its implementation. Variants may pertain to the localisation, economic aspects as well as the actual construction and design solutions. This article deals with the question of selecting the localisation for a construction project consisting of building a plant for thermal treatment of waste. In order to chose an optimal location, first we must establish assessment criteria which will guide us through a supported choice procedure, and next we should apply a method for the evaluation of variant solutions. Some criteria refer to measurable phenomena and are therefore easy to be defined and weighed. Others require descriptions, designating the right scale and proper methods for their identification. The article contains an example of a set of criteria and a case study of using multi-criteria analytical methods for selecting the location to develop a specific construction project such as a Waste Thermal Treatment Plant. Some well-known methods are compared with the approach proposed by the author. The methods applied in analyses have certain advantages and disadvantages. Irrespective of which method is applied, a reliable and trustworthy analysis of the location for a future construction project brings about many benefits. Such an analysis creates an opportunity to become aware of problems and obstacles which one may come across both while executing the project and in the many years to come, when the raised construction is used.

W artykule omawia się zagadnienie lokalizacji nowobudowanych stacji transformatorowo - rozdzielczych 110 kV/SN na terenie miast i aglomeracji miejskich w warunkach rynku energii elektrycznej w kraju. W ekonomice elektroenergetyki miejskiej problem jest bardzo istotny ze względu na uwzględnienie w modelu rozwoju sieci elektroenergetycznych kosztów gruntu, które w dotychczasowych pracach były pomijane. Koszt gruntu należy uwzględnić, w badaniach gdyż decyduje on o rodzaju rozwiązania stacji 110 kV/SN, sieci 110 kV i sieci średniego napięcia. Omawia się modele optymalnej lokalizacji miejskiej stacji 110 kV/SN oraz algorytmy rozwiązywania problemu różnymi metodami. Omawia się wyniki badań przeprowadzone w sieci elektroenergetycznej Warszawy.

The problem of localization of newly built 110 kV/middle voltage distribution transformer substations in the area of towns and urban agglomerations in conditions of electrical energy market in the country have been discussed in the paper. The problem is very important in urban electrical energy economy because of taking into account the ground costs in the model of network development, which had been neglected in previous works. The ground cost must be considered in the investigations, since it decides about the lay out of 110 kV/middle voltage substations, 110 kV grid and middle voltage network. Models of optimal localization of a 110 kV/middle voltage substation and algorithms of solving the problem by various methods have been described. Results of investigations carried on in Warsaw electrical power network have been presented.
