Evolution or status quo - regional operational programmes in the Eu financial perspective 2014-2020

Purpose: The publication presents the evolution of the European Union policy implemented in Poland, focusing primarily on the 2014-2020 perspective, which was characterized by its decentralization. Design/methodology/approach: The method of statistical data analysis and source materials was used in the work. Findings: As a result of the conducted research, it was indicated that the 2014-2020 perspective was characterized not only by the highest allocation of financial resources, but the solutions proposed therein led to a deeper decentralization of regional policy in Poland consisting in the construction of two-fund regional programs (ERDF and ESF), prepared, managed and implemented at the regional level, bringing the thereby increasing the effectiveness of this policy. Originality/value: The literature research and statistical analysis carried out in the article served to show the evolution of the regional policy decentralization process on maximizing its effects. The research results are dedicated to a wide group of people and entities benefiting from the support of European Union funds.

Przedmiotem opracowania są potencjalne źródła finansowania obszarów rozwojowych geodezji i kartografii, charakterystyka tych źródeł, podstawowe osie priorytetowe i cele szczegółowe związane z ich realizacją. Określono role i miejsce dyscypliny ,,geodezja i kartografia” w realizacji przedstawionych programów i strategii. Określono potencjalne obszary rozwojowe w geodezji i kartografii oraz zaproponowano program przedsięwzięć zmierzających do włączenia się dyscypliny geodezja i kartografia w realizację strategii oraz programów operacyjnych realizowanych na poziomie Unii Europejskiej oraz Polski.

The subject of this work are potential sources of financing for the development areas of geodesy and cartography, description of these sources, priority axes and the specific goals associated with their implementation. There have been specified the roles and the position of the „geodesy and cartography” discipline in implementation of the programs and strategies presented. Additionally, there have been defined potential development areas of geodesy and cartography and a project of initiatives leading to incorporation of the geodesy and cartography discipline into UE and Polish operational programs has also been proposed.

Tworzenie warunków dla wzrostu konkurencyjności gospodarki polskiej opartej na wiedzy i przedsiębiorczości oraz zapewniającej wzrost zatrudnienia, jest strategicznym celem Narodowej Strategii Spójności. Dokument ten zajmuje kluczowe miejsce w systemie wdrażania funduszy unijnych w Polsce w latach 2007-2013, a instrumentem realizacji jego celów będzie sześć programów operacyjnych, zarządzanych przez Ministerstwo Rozwoju Regionalnego oraz 16 Regionalnych Programów Operacyjnych, za które odpowiedzialne będą samorządy poszczególnych województw. W programach operacyjnych przedsiębiorcy będą mogli poszukiwać źródeł finansowania projektów swoich firm.

It is a strategic objective of the National Cohesion Strategy to be created special conditions for development of competitiveness of Polish economy based on knowledge and industrial acumen as well as the economy ensuring an employement growth. The document is placed on a crucial position in the system of implementating of the EU funds in Poland between 2007 and 2013. Among the tools of achieving its objectives there will be six operational programs leading by the Ministry of Regional Development as well as sixteenregional operational programs managed by the Self governments will be able to searchfor financing sources for their own projects.
