The article aims at evaluating the use of EU funds allocated to public services development by local government administration and indicates the problems and challenges of Polish local governments in terms of integration and globalization processes, while stressing the necessity of public services development in e-administration. Then, the local governments’ opportunities to acquire co-funding from 2014-2020 Operational Program Knowledge Education Development, specifically under priority axis II Effective public policies for the labour market, economy and education (measure 2.18) have been provided with their characteristics. Further, the article evaluates the use of EU funds for the projects, submitted and recommended for co-funding, in response to the competitions announced by the Ministry of Internal Affairs and Administration in Warsaw. Last but not least, the outcomes reported by the Local Authorities participating in the completed projects, are presented. The importance and significance of e-administration development for clients residents and entrepreneurs using e-services provided by local authorities has also been stressed. This article constitutes an introduction to a series of publications for researching the effect of EU funds on the development of local governments, and thus enhancing the competitiveness across the regions.

Liczba inwestycji infrastrukturalnych realizowanych dzięki dofinansowaniu ze środków unijnych w ramach Programu Infrastruktura i Środowisko (PO IiŚ) - największego programu operacyjnego w historii Unii Europejskiej jest ogromna. Dla większości z nich o sposobie opisania przedmiotu zamówienia, trybie ogłoszenia i prowadzenia procedury wyboru wykonawcy, a także płynących z tego tytułu konsekwencjach w zakresie rozliczania robót przesądzają przepisy ustawy z dnia 24.01.2004 r. Prawo zamówień publicznych (Pzp). Zgodność z tymi przepisami stanowi jednocześnie warunek sine qua non kwalifikacji zarówno projektu, jak i pojedynczego wydatku ponoszonego w trakcie jego realizacji.

Dzięki skutecznej promocji banków, mediów, firm doradczych i ministerstwa niemal wszyscy już wiedzą o takim źródle finansowania inwestycji, jak dotacja. Budżety programów wyznaczone na lata 2004-2006 są w większości przypadków rozdysponowane i wielu przedsiębiorców zadaje sobie pytania: Co będzie po 2006 roku? Na co będą przyznawane dotacje? Łączna wielkość środków finansowych zaangażowanych w realizację Narodowej Strategii Spójności NSS w latach 2007-2013 wyniesie ok. 85,6 mld euro, z czego ok. 59,5 mld euro stanowić będzie wkład ze środków wspólnotowych.

Zarysowano główne wyzwania rozwoju polskich miast w dobie integracji europejskiej oraz wizje miast Europy XXI w. w związku ze Strategią Tematyczną dla Środowiska Miejskiego. W artykule przedstawiono dobrą praktykę w podejściu do rozwoju miast na przykładzie województwa pomorskiego.

The main aim of the article is to take into account the strategic, operational and planning documents in the context of redevelopment and revitalization of urban space in the new programming period of 2007-2013. The authors outined the most significant challenges Polish cities are facing in the era of European integration, as well as the visions of cities of Europe of 21st century in connection with The Thematic Strategy on the Urban Development. A good practice in the approach to urban development on the example of the pomorskie voivodeship has been presented.
