Autor artykułu podejmuje próbę identyfikacji obszarów możliwej współpracy systemów logistycznych sfery militarnej i pozamilitarnej kraju w obszarze wsparcia Sojuszniczych Sił Wzmocnienia NATO w przypadku prowadzenia sojuszniczej operacji na terytorium RP. Wskazane zostały zakresy zadaniowe oraz przesłanie aby pomoc udzielana w ramach HNS nie obniżyła możliwości systemu logistycznego wojsk własnych. Wyspecyfikowane zostały kierunki doskonalenia rozwoju zdolności HNS we wsparciu wojsk w operacji sojuszniczej oraz uproszczenia procedur administracyjnych.

The autor of this article attempts to indentify areas of posible complementarity between military and civilianlogistics in very important areas of Host Nation Support(HNS). After a synthetic presentation of the essence of HNS and the main goals of this kind of suport for NATO operation, indicates current status of mutual suport systems.The summary presents the idea of the action to improve HNS system to remove formally obsticles.

Konieczność zapewnienia sprawnego zabezpieczenia logistycznego operacji ekspedycyjnych, szczególnie w rejonach oddalonych od macierzystych baz morskich wymusiła rozwój nowych koncepcji. Jedną z takich koncepcji jest rozwijanie baz logistycznych na akwenach morskich. Sea Basing FLS stanowi przeniesienie standardowych funkcji bazy brzegowej rozwijanej w rejonie prowadzonej operacji z lądu na morze.

The battlefield maintenance in allied combat operations with reference to battle damage repair of weapon systems

The paper presents battlefield maintenance system during allied combat operations with particular emphasis on evacuation and repair of weapon systems. The mentioned processes are described on the basis of allied policies, doctrines and regulations. The special role of expedient (improvised) repairs was underlined as a system which allow to sustain technical efficiency of military equipment during dynamic combat operations and far from sources of supply.

W artykule przedstawiono system zabezpieczenia technicznego podczas operacji sojuszniczych ze szczególnym uwzględnieniem zadań ratownictwa technicznego, tj. ewakuacji i napraw uszkodzeń bojowych systemów uzbrojenia realizowanych w warunkach polowych. Przedstawione procesy zostały scharakteryzowane na podstawie sojuszniczych regulacji i doktryn. W pracy podkreślono szczególną rolę ratownictwa technicznego, a zwłaszcza doraźnych (improwizowanych) napraw, realizowanych w rejonie działań, które mogą mieć kluczową rolę w zakresie utrzymania zdatności technicznej systemów uzbrojenia w czasie dynamicznych operacji wojskowych realizowanych na odległych teatrach działań.

At the turn of the century air force was relatively frequently used to solve international and domestic crises. The most widespread "area” of its activity comprises operations to enforce no-fly zones and other zones of denied access. The no-fly zones enforcement operations conducted over northern and southern Iraq, Bosnia and Herzegovina are permanently engraved in the air force history of NATO, the USA, Great Britain, France and Turkey. However, the article stresses that the way of air force activities in this type of operations derives from colonial wars of the 1920s and 1930s. The airspace control implemented by the Royal Air Force (RAF) was accepted as a model development. In the operations discussed in the article such as "Provide Comfort”, “Northern Watch”, Southern Watch”, Deny Flight’’, and "Deliberate Force”, the attention was drawn to the most important events connected with using air force that, according to the author, greatly influenced the course of peacekeeping process in Bosnia, Herzegovina and keeping a stable situation in the Persian Gulf. There have been shown different tasks and political and military conditions of these operations and also the influence of these factors on the size, structure and tasks of the air forces conducting these operations. The effectiveness of the air force performance in these, mostly long lasting, operations has also been discussed. In the conclusions, the author has presented some regularities appearing in the no-fly zone enforcement operations described above. Thus the thesis has been confirmed that air force is a perfect tool to support international organisations in keeping international security and world peace.
