W artykule scharakteryzowano zaangażowanie militarne Polski w działalność trzech organizacji NATO, UE i OBWE, które stanowią podstawę europejskiego systemu bezpieczeństwa. Aktywność ta została przedstawiona na przestrzeni dwóch ostatnich dekad, zaczynając od początku lat dziewięćdziesiątych XX wieku i kończąc na czasie dzisiejszym. Przedstawiono w nim użycie polskich jednostek wojskowych w operacjach prowadzonych przez Sojusz Północnoatlantycki i Unię Europejską na obszarze europejskim oraz aktywność wojskowo-cywilną w misjach prowadzonych przez OBWE. Zawarte zostały w nim również treści związane z wkładem Polski w utrzymanie bezpieczeństwa na naszym kontynencie.

The article describes Poland’s involvement in the activities of three organisations: NATO, EU and OSCE, which constitute the basis of the European security system. This activity has been shown over the last two decades, from the early 1990s until today. The author of the article describes the employment of Polish military units in the operations conducted by the North Atlantic Alliance and the European Union in the European area as well as the civil and military activity in the missions conducted by OSCE. The article also mentions the Polish contribution to maintaining security on our continent.

The centric network war concept is the future, and in some cases maybe the present time, of conducting military operations. It is the response of military thought to transformations in modern societies and organizations, military ones including, and the change of contemporary threats. Although they largely result from the development of technologies and entering the information era, the theory of centric network war cannot be associated merely with technology, but also or mostly with structural, organizational and doctrinal aspects. Nevertheless, applying new technologies will be the foundation of waging a centric network war and computer networks as elements supporting the decision making process will be one of the basic tools to achieve centric network requirements of the battlefield.

The nature of contemporary defence, part of which is the high tempo and an increasing amount of activities, sets high challenges in front of field artillery. Under such conditions it is extremely difficult to ensure effective, continuous and flexible fire support to the engaged forces. The fire support has to be able to keep pace with the evolving situation and must be conducted regardless of external conditions. Such premise causes to search for solutions which enhance effectiveness of the employment of artillery. The article presents the results of research, which is contained in the scientific paper titled „The Use of Artillery in Defence Manoeuvres”. The aim of the research was to determine the role of artillery in defence manoeuvres and to indicate rational ways of employing it under current circumstances. The publication discusses the characteristics of contemporary defence, the meaning of manoeuvre and an assessment of needs and capabilities to conduct fire support missions by the artillery. Special attention was given to artillery tasks as well as the optimal use of its proper weapon systems. The meaning of coordinating artillery fire with defending troops and close air support of the air force has also been discussed. In conclusion it has been determined, that field artillery, in order to meet contemporary dynamic defence requirements, must be thoroughly modernised in various areas. The principal direction of artillery development should be the implementation of new reconnaissance capabilities, enhancement of firing range, precision and effectiveness of firing systems as well as full automatic data processing of C2 systems and fire control.

A continuous development of civilisation causes a progressive environment urbanisation. New towns are constantly appearing, the already existing ones expand very fast. Scientists dealing with the environment urbanisation predict that in the middle of the 21st century towns will cover 75% of people’s living area. Fast economic development will increase the level of urbanisation and density of the area. Not only the size but also the character of the urban area will change. Towns and urban areas, as political, administrative, industrial and culture centres, gain more and more importance. They are often railway, road, air and sea junctions. Towns contain enormous qualified human reserves as well as food, resources and industrial goods reserves. They play an important role in the whole country functioning. The last conflict in Iraq shows that taking control of urban complexes that are important in the functioning of the country (government administration, media, energy supplies) determines the success of military operations. It means that towns will not lose their military importance in probable future combat operations, which has been proved by the analysis of the last conflicts from the second half of the 20th century. It has been concluded that operations in urban areas will become dominant operations. Therefore NATO's land forces have been increasingly interested in problems of urban fighting. American theoreticians and commanders claim that there is need to put forth a great intellectual effort and to invest big funds in order to find solutions to problems related to fighting in unfriendly environment such as built up areas. These analyses should be carried out very conscientiously, as both the process and its final product are very important. Mechanisms that allow building modem conceptions of fighting in urban areas should be clearly defined. Requirements relating to armament, equipment, training and the needs in the development of new commanding staff should be stated.

The article is a polemic towards some statements included in the conference theses which are according to the author at least controversial. This particularly refers to the thesis that “(...) there are created new formulas of military operations political goals and forms of using armed forces in operations connected with reaching these goals. The goals may be defined as ‘enforcing of political decisions’ by using armed forces”. The main idea of the article is the development of the political goals problem to use armed forces on the background of “international relations practice and basic theoretical assumptions". The presented analyses prove that this is not a completely new problem, although it was formed in a slightly different way. Despite differences in some researches’ opinions, there exists a common acceptance of the thesis that the military component of the state organisations is one of the main instruments of its policy and that military instruments are used in a direct and indirect way. Other political instruments are also worth remembering, i.e. non-military and political and military. The latter ones include for instance control of nuclear weapon proliferation, defence education, joint exercises and defence diplomacy.

The changes of threats in the contemporary world cause the necessity to organise operations different from those after the end of the Cold War. Modern operations should be adequate to real threats. Therefore a different model of operations is required. The changes in conditions of organising and conducting operations prove the necessity of the revaluation of their existing definitions. An operation is an organisational form of supporting political goals of a country using methods and tools of armed fighting. Due to the criteria aim and the effect exerted on political goals, war, crisis management and peace operations can be distinguished. However, any troops activities within an operation are treated as operational activities, the aim of which is to achieve the military aim directly or indirectly. Contemporary and future operations are required: to be legal due to the international law, to minimise losses of both conflict parties, be short, to integrate the efforts of all its participants, to protect military activities in a complex way, to provide comprehensive logistic support, to include civil governmental and non-governmental institutions’ participation. Such requirements for future operations result from the necessity to decrease the armed fighting escalation and the necessity to resolve conflicts avoiding war.

This study develops a mathematical model for helicopter mission planning during a military operation. The decisions inherent in the problem decompose hierarchically into two subproblems where operational decisions are made at the top level, and the tactical routing and loading decisions are made at the base level. Military operations involve uncertainty in many model parameters, and probability distributions are not avaiable in most cases due to the unique nature of such missions. Consequently, these parameters are de-fuzzified in the mathematical models by the use of membership functions for right hand sides of constraints. An interactive procedure is designed by using different Alfa-cuts imposed by the decision-maker (DM) to assess the preference of alternative non-dominated solutions.

W artykule przedstawiono model matematyczny planowania zadań realizowanych przez śmigłowce w operacjach wojskowych. Problem decyzyjny zdekomponowano hierarchicznie na dwa podproblemy: decyzji dotyczących operacyjnego użycia, podejmowanych na wyższym szczeblu oraz decyzji taktycznych dotyczących tras przelotu i ładunku śmigłowców, podejmowanych na szczeblu podstawowym. Operacje wojskowe wiążą się z problemem niepewności w odniesieniu do wielu parametrów modelu, przy czym rozkłady prawdopodobieństw nie są możliwe do uzyskania ze względu na jednostkowy charakter realizowanych zadań. Dlatego rozmyty charakter parametrów zastąpiono wprowadzeniem funkcji należenia do prawych stron ograniczeń. Zaproponowana została procedura interakcyjna z wykorzystaniem Alfa - odcięć wprowadzanych przez decydenta w ocenie preferencji alternatywnych rozwiązań niezdominowanych.

In the second half of the 1960s the development of opinions on the air force military operations and tactics was determined by establishing the Warsaw Pact and a fast development of rockets and missiles which disposed the air force of its monopoly in nuclear weapons’ carrying. The Air Force and Air Defence command was of the opinion that in a future war rocket weapons, the main means of carrying nuclear weapons, would support the strategic and long-range air force. It was assumed that large population centres, cities in particular, would be threatened most by nuclear attacks. The rocket weapon, however, was supposed to be complemented by operational air force to support the troops. The Commander of the Air Force and Air Defence of the Territory of the Country, Div. Gen, pilot Jan Frey-Bielecki defined finally the viewpoints on the possibilities and perspectives of the front air force use. He stated that the air force would still be the main means to destroy small and mobile objects as they have to be destroyed immediately after recognising. The bomb and fighters - assault air force suited these purposes best. The bomb air force was still treated as the main assault force of an air army and basic means of the front to carry nuclear bombs.

Evaluating the character of potential security threats in the 21st century and basing on armed forces tasks, we come to a conclusion that we have to be prepared to operations different from a classic war. Thus it is essential to get to know general principles to conduct military operations other than war binding in NATO. The first part of the article deals with principles and ways to carry out these operations due to rules binding in the North Atlantic Alliance. Principles and ways to conduct military operations other than war due to USA standards are presented in the second part of the article. Choosing the USA was not accidental as the Americans have done detailed theoretical research (resulting from their wide experience) to touch on these problems.

Since the end of the Cold War, a significant increase of conflicts, mostly of ethnic or religious origin, has been observed. Many of them, especially when they are accompanied by such problems as famine, massive cases of not complying with human rights, waves of refugees, are too serious for the international community not to be taken into consideration. One of the most effective ways to solve problems and conflicts endangering international security is to use armed forces in military operations other than war. Air force plays an important role in actions of this kind. The article deals with principles of military operations other than war and the use of armed forces in them. These principles include the aim and purposefulness, common effort, security, limitations, endurance, legal aspects. Different kinds of actions in military operations other than war have been presented; special attention has been drawn to the role of air force and factors that influence planning to use air force in military operations other than war. Support operations are discussed in the last part of the article.
