Maritime and coastal areas are the lifeblood of many countries. They are vital to the prosperity of countries because they provide trade routes, regulate the climate, are a source of organic and inorganic resources and energy, and provide a place for the public to live and relax. Increasingly, however, there are divergences and barriers to the use of marine areas. On the one hand, available and developed technology and knowledge enable increasingly improved use of the sea. On the other hand, the combined effect of these activities leads to conflicts of interest and the deterioration of the marine environment. The purpose of this study is to analyze the feasibility of using automatic identification system (AIS) maritime traffic data, in terms of its suitability, to correctly assess the utilization of the potential of a specific fleet within the offshore shipping industry. In addition, the authors undertake the task of determining to what extent activities relating to the GPS position of the ship, ship type (i.e., cargo or passenger), ship status (i.e., aground, anchored, moored, not under command, restricted maneuverability, underway sailing, or underway using its engine), ship draught, service speed, total engine power, and deadweight constitute areas and methods for optimizing the use of the offshore fleet under all the conditions previously described that limit this optimization. Given the stated goal, this paper uses both a literature review procedure and statistical methods to conduct a comparative analysis.

The article in the short form presents a problem of protection of human activity in the offshore sector. Authors particularly focused on the analysis and presentation of highly specialized vessels —ERRV (Emergency Response and Rescue Vessels) which are specially designed to ensure safety in the offshore sector; their equipment and its appropriate use. Specific solutions and measures, their capabilities and limitations were presented.

W artykule przybliżono kwestię zapewnienia bezpieczeństwa ludziom wykonującym pracęna morzu w sektorze offshore. Autorzy skupili się głównie na analizie i prezentacji specjalistycznych jednostek ERRV (Emergency Respose And Rescue Vessels), które zostały zaprojektowane dla zabezpieczenia wszelkich morskich działań ratowniczych. Przedstawiono środki ratownicze, możliwości i ograniczenia operacyjne ERRV.

Accidents, breakdowns or incidents threatening both human life and the environment are inherent parts in operating in the offshore sector. Regular monitoring and analysis of all kinds of events are important to isolate the most common and dangerous ones, to be able to prevent them in the future. The article summarizes the sources containing information regarding accidents occurred in the maritime offshore sector. Due to their widespread and easy access, the article is focused on electronically published databases and safety reports concerning the risk and dangers related to the implementation of marine exploration – mining projects. Based on these data, the authors made analyses, presented statistics and proposed ways to minimize threats in the offshore sector of the marine industry.

Przybliżona zostaje charakterystyka jednostek ratowniczych ERRV, ich zadań, wymagań jakie musza spełniać i wyposażenia, jako podstawowego elementu zabezpieczenia ratowniczego. Przedstawione zostały przykładowe elementy wyposażenia oraz klasyfikacja jednostek w zależności od możliwości podjęcia na pokład i udzielenia pomocy oraz schronienia odpowiedniej liczby rozbitków. Forma artykułu ogranicza autorów jedynie do poruszenia elementarnych aspektów zabezpieczenia ratowniczego w szeroko pojętym problemie zapewnienia bezpieczeństwa i ratowania życia ludzkiego w sektorze offshore.

This article in short form shows some elements of the maritime rescue in the offshore sector. The details of the Emergency Response and Rescue Vessel’s – ERRV – are presented; their tasks, requirements, equipment and rules it must to follow as the basic element of emergency response and rescue system. The classification of rescue vessels depending on equipment onboard and rescue abilities were presented as well. The form of the article straiten authors to raise the elementary aspects only of emergency response and rescue as the wider problem of ensuring the safety and rescue of human life in the offshore sector.
