The implementation of new technologies in force protection for convoys and logistic points in specific combat environments

The main objective of the combat logistic support in a specific battle environment is to maintain a continuous required supply and to recover/evacuate damaged equipment. Depending on the type of environment, there are some problems with providing troops with the supply which should be of proper sort and amount and fulfil the troops’ needs at right time and in the right place. The force protection of supply convoys and logistic points in a specific battle environment becomes a significant problem for the commanders of logistic troops. The effectiveness of combat logistic support in a specific battle environment can be augmented by using new technologies complementing standard solutions in the field of force protection of supply convoys and logistic points.

Głównym celem zabezpieczenia logistycznego wojsk realizujących zadania w specyficznych środowiskach walki jest zapewnienie ciągłości zaopatrywania oraz rozpoznanie, ewakuacja i naprawa uszkodzonego sprzętu wojskowego. W zależności od rodzaju środowiska, w jakim prowadzone są działania występują pewne problemy związane z dostarczeniem żołnierzom odpowiedniego rodzaju środków zaopatrzenia, we właściwej ilości, czasie oraz w nakazane miejsce. Ochrona i obrona konwojów oraz urządzeń logistycznych w specyficznych środowiskach walki staje się istotnym problemem dla dowódców pododdziałów logistycznych. Skuteczność zabezpieczenia logistycznego wojsk realizujących zadania w specyficznych środowiskach walki można zwiększyć, wykorzystując nowe technologie uzupełniające standardowe rozwiązania w zakresie ochrony i obrony konwojów oraz urządzeń logistycznych.

Ochrona wojsk jest złożonym procesem opartym na zarządzaniu ryzykiem, wymagającym koordynacji obszarów zadaniowych i przedsięwzięć realizowanych przez wszystkie elementy ugrupowania. Osiągana jest przez właściwe porządkowanie, harmonizowanie i synchronizację w czasie i przestrzeni celów działania, priorytetów i planów ochrony wojsk oraz stosowanych procedur. Zdarzenia CBRN, mimo potencjalnie niskiego prawdopodobieństwa, cechują zazwyczaj krytyczne skutki dla prowadzonej operacji. Opracowanie adekwatnych do zagrożeń środków kontroli uwarunkowane jest wiarygodnym oszacowaniem ryzyka. Z uwagi na istotne rozbieżności oraz brak kompletnych narzędzi zawartych w dokumentach doktrynalnych, autor podjął się próby zaproponowania zunifikowanego podejścia do problemu oceny ryzyka CBRN, podkreślając potrzebę potraktowania niniejszego opracowania jako katalizatora do dyskusji nad tym problemem.

Force protection is a complex process based on risk management, requiring the coordination of all efforts to be done by Force structure elements. It is achieved by proper arrangement, coordination and synchronisation, in time and space, of all tasks, priorities, plans and procedures influencing force protection issues. CBRN events, despite their low probability, may have great impact on conduct of operations. Preparation of force protection controlling measures that are adequate to threats depends on credible risk assessment. Due to significant differences and lack of complete tools in referenced Allied and national publications, author proposes a unified approach to the problem of CBRN risk assessment and underlines that his considerations should treated as catalyst for further discussion.

With the growth of the Polish Armed Forces’ engagement in expeditionary operations, we perceive a change in the character of threats facing task groups, which translates into searching new and better ways and procedures to counteract these threats. As coalition members, we are obliged to respect the allied terminology which in many situations is a novelty only seemingly. This also refers to problems discussed in the article, i.e. undertakings called Force Protection. Interestingly, in the Polish military terminology there is a notion of combat service support. These two notions are close in meaning; however, force protection seems to have a much wider range than combat service support undertakings. Force protection undertakings are deliberate activities which must be conducted according to fixed principles. According to the author, these should be classical Clausewitz’s rules of the art of war, not the ones which are elaborated specially for the needs of these undertakings. However, in order to respect these axioms, force protection undertakings cannot be treated as passive ones but have a pre-emptive maneuverable character, at the same time being an amalgam of protective, passive and active undertakings connected with high ability to recreate readiness to conduct operations in case of unexpected losses in particular force protection sub-systems. Undoubtedly, force protection issues, as an essential element of conducting contemporary combat operations are an interesting area of research penetration. Taking into consideration a small number of publications on this topic available in Polish, according to the author, there is a need to discuss undertakings to ensure force and asset protection during combat operations.
