Bezpieczeństwo obiektów transportowych, jako obiektów o charakterze strategicznym i zaliczanym do infrastruktury krytycznej, zależy od skuteczności zastosowanych poszczególnych systemów bezpieczeństwa. Systemy te powinny wzajemnie się uzupełnić, tak by skuteczność wykrycia zagrożenia była możliwe maksymalna przy założonych warunkach początkowych. Dlatego też stosuje się różnorodne rozwiązania. W artykule ukazano wykorzystanie różnych systemów ochrony peryferyjnej do ochrony obiektów. Zaprezentowano także metodykę modelowania poziomu bezpieczeństwa systemów ochrony peryferyjnej.

Safety of transport objects, as objects of strategic character and belonging into a critical infrastructure depends on the effectiveness of used various security systems. These systems should complement each other, so that the effectiveness of threat detection was possible maximum at the assumed initial conditions. Therefore, different solutions are used. In the article is shown the use of different systems of peripheral protection for objects protection. It also presents a methodology of modelling the level of security of systems of peripheral protection.

Nadrzędnym celem stosowania systemów ochrony peryferyjnej obiektów kolejowych jest zwiększenie poziomu bezpieczeństwa. System transportowy, zaliczany do infrastruktury krytycznej, wymaga szczególnej ochrony. Przeanalizowano proces detekcji osób nieuprawnionych przekraczających granicę obszaru chronionego i przeprowadzono analizę trójrodzajowego systemu ochrony peryferyjnej. Umożliwiło to graficzne przedstawienie zaistniałych sytuacji, jako relacji w systemie ochrony peryferyjnej i opisano systemy ochrony peryferyjnej układem równań Kołmogorowa-Chapmana. Dzięki temu jest możliwe oszacowanie liczbowe poziomu bezpieczeństwa zastosowanych rozwiązań systemów ochrony peryferyjnej.

The primary purpose of using peripheral protection systems of railway objects is to increase the level of security. Because the transport system is classified into the critical infrastructure, it requires special protection. Therefore, the authors analyzed the tri-generic peripheral protection system. To accomplish it there is analyzed process crossing the border of the protected area by unauthorized persons. This has enabled the graphically presentation of occurrence of the situations, as the relations in the system of the periphery protection. Then the system of peripheral protecting is described by the set of equations Kolmogorov-Chapman equations. As a result, it is possible to estimate the numerical level of security of the applied solutions of peripheral protection systems.

W artykule zaprezentowano kwestie zapewnienia odpowiedniego poziomu bezpieczeństwa dla baz logistycznych. Zwrócono na to szczególną uwagę, ponieważ system transportowym jest zaliczany przez Rządowe Centrum Bezpieczeństwa do infrastruktury krytycznej. Przedstawiono różnego rodzaju systemy ochrony peryferyjnej. Następnie dokonano analizy przykładowego trójrodzajowego systemu ochrony peryferyjnej. Umożliwiło to wyznaczenie układu równań opisujących to rozwiązanie. Dzięki temu możliwe jest oszacowania liczbowo poziomu bezpieczeństwa systemów ochrony peryferyjnej.

The article presents the issues related to ensuring an adequate security level of the logistics bases. Particular attention to this question was paid, as transport system is classified by the Government Centre of Security as Critical Infrastructure. Different types of peripheral protection systems were presented and followed by an example of a three-generic peripheral protection system. This enabled determination of set of equations describing this solution and what followed the numeric estimation of peripheral protection systems’ security level.
